As presented in the 1981-82 approved budget, om,,,,,~tment is in process for two
projects; one in the undergrounding and street lights for E1 Camino Real and the
other in Irvine Blvd. frcm Yorba to Holt. Beyond these projects, a cc~prehensive
array of all RDA area improvements are tabulated for future consideration.
Unfortunately, the price tag of $3,000,000 is overwhelming and does not lend itself
to simple planning.
It is my opinion that' a n~re realistic approach is to make a c~m,~tment in principle
that $300,000 or $400,000 of the annual RDA budget be assigned to undergrounding and
street lights; then each year a finite increment would be constructed. Each
increment would stand alone and not depend on some other construction sequence.
In selecting basic increments, I believe a simple mini-goal would be to oa,~lete
undergrounding and street lights on all arterial streets within a basic downtown
triangle. This triangle would be bounded by Irvine Blvd., Newport Blvd., E1 Camino
Real and the extem~ion of E1 Camino Real to Irvine. The following four year program
~uld achieve this goal within the financial restraints:
YEAR 1 FISCAL 1982-1983
Irvine Blvd. from Holt to Newport and Holt from Newport to Irvine. This
would include the intersection of Irvine and Newport, but would not include
the intersection of Holt and Newport.
YEAR2 FISCAL 1983-1984
Newport Blvd. frcm Larwin Square to the Flood Control Channel south of
Irvine and First Street westerly 200 yards. This would include the
Newport/Holt and Newport/First intersections.
YEAR 3 FISCAL 1984-1985
Complete First Street from Newport to Prospect.
YEAR4 FISCAL 1985-1986
Prospect frcmFirst Street to BenetaWay.

Ail other undergrounding and street light projects would be on a list to be fulfilled
after 1985-1986 fiscal year. No priority would be established, but approximate cost
figures would be listed.
This plan is rec(~m~nded as an immediate revision to the 1981-1982 budget. By this
action, the appropriate utilities could be directed to initiate planning for the
1982-1983 fiscal budget.
