HomeMy WebLinkAboutCC MINUTES 1949 09 06 MINUTES OF THE MEETING OF THE CITY COUNCIL, OF THE CITY OF TUSTIN, HELD IN THE CITY HALL - OF TUSTIN, ON MONDAY EVENING, SEPTEMBER 6, 1949, AT 8.15 P.M. PRESENT WERE: COUNCILMEN HUMESTON, GRAY, MILLER AND CHARLETON. ABSENT WERE: COUNCILMAN BACON CITY ATTORNEY C. ARTHUR NISSON JR. AND CITY ENGINEER J. L. MCBRIDE WERE PRESENT. The meeting was called to order by Mayor Humeston at the closeing of the meeting of the Planning Commission at 8.15 P. M. Minutes of the proceeding meeting were approved as read. REGARDING Joe Ojeda, President of the Tustin Chamber of Commerce PEDESTRIAN was present and was asked what he had in mind for the CROSS WALK meeting. He stated that menbers of the Chamber of Com- MARKINGS merce as well as others were concerned about the cross walk striping of the streets. He thought that, there should be two full stripes across the streets and that they should be larger stripes for the protection of the pedestrian. City Attorney Nisson pointed out that the matter was in the hands of the State as according to law they had full jurisdiction. The matter of full stripes at school crossings and that they should be painted before school started was brought up and Councilman Charleton moved that the City Attorney again confer with the State Highway Department and also with our Street Department to be sure that the work be done before school started. Councilman Miller seconded the motion. Motion carried. GAS TAX Councilman Miller placed himself on record that school FUNDS children should not be allowed to cross the highway between the street crossings. All members of the Council were in agreement. City Engineer McBride spoke on the matter of the Gas Tax allocated by the County to the City and explained that the Council had been in error in believing that monies so allocated could accumulate and stated that the expenditure of this fund must be made not later than May, 1950. He stated that there was about $900.00 credit from the last allocation available at this time and that he could arrange with the County that work could be done before the dead line so that the City would not incur the loss of this fund. Council in- structed Engineer McBride to work out the matter ac- cordingly. Councilman Gray moved, seconded by Council- man Charleton that the next allocation of Gas Tax Funds by the County be spent on First Street, between D and Prospect Sts., and the Engineer was instructed to prepare the papers for the project. The motion duly carried. REPORT ON Mayor Humeston reported on results of an extensive TRAFFIC SIGNALS survey and contacts made regarding Traffic Control Signals at the intersection of Highway 55 (Tustin Ave) and 101 Highway also at the intersection of Main Street and Highway 101. He stated that the signals were assured in the near future for the Tustin Avenue intersection but that further negotiations are nec- essary before the signals at Main Street and Highway 101 can be secured. RESOLUTION Resolution No. 229 was adopted on motion of Council- NO. 229 man Charleton, seconded by Councilman Gray and duly ADOPTED carried. This Resolution fixes and determines the 186! number of cents of each $100.00 of assessed valuation to be levied and collected as revenue to pay general running expenses of the city during the fiscal year 1949-1950. RESOLUTION On motion of Councilman Charleton, seconded by Councilman NO. 230 Gray and duly carried, Resolution No. 230 entitled "A Re- ADOPTED solution of the City Council of the City of Tustin of In- tention to abandon and vacate a street within the City" was adopted BILLS The following bills were presented, approved by the Finance Committee and ordered paid.
