Binsack, Zoning Administrator PUBLIC CONCERNS: (Limited to 3 minutes per person for items not on the agenda) CONSENT CALENDAR: None PUBLIC MEETING: Opened at 10:30 a.m. 1. CONDITIONAL USE PERMIT 2016-13 APPLICANT: Fernando Valencia Mariscos Valencia Market 1128 S. Standard Ave., #A Santa Ana, CA 92701 PROPERTY OWNER: Frank Zeng Top Property Group, LLC 1119 Westminster Ave. Alhambra, CA 91803 LOCATION: 15761 Tustin Village Way, #104 REQUEST: To sell alcoholic beverages (ABC Type 41 license) for the on-site consumption of beer and wine in conjunction with a 2,000 square foot restaurant. ENVIRONMENTAL STATUS: This project is categorically exempt (Class 1) pursuant to Section 15301 of the California Environmental Quality Act. RECOMMENDATION: That the Zoning Administrator adopt Zoning Administrator Action (ZAA) No. 16-006 approving Conditional Use Permit (CUP) 2016-13 to authorize an ABC Type 41 License for the sale of alcoholic beverages (beer and wine) for on-site consumption in conjunction with a 2,000 square foot restaurant (Mariscos Valencia Restaurant) located at 15761 Tustin Village Way#104. Zoning Administrator Agenda August 19, 2016 Page 2 The Zoning Administrator called the meeting to order. It was noted there were no members of the public present for this item. The applicant, Fernando Valencia, was in attendance. The Zoning Administrator stated she reviewed the staff report and did not have any questions nor did she need a presentation. She asked Mr. Valencia if he had the opportunity to review the staff report and if he agreed with the Conditions of Approval, which he did. The Zoning Administrator approved ZAA 16-006 thereby approving CUP 2016-13. 2. CONDITIONAL USE PERMIT 2016-14 APPLICANT/ PROPERTY OWNER: Martin T. O'Hea Bixby Land Company 1501 Quail St., #130 Newport Beach, CA 92660 LOCATION: 15771 Red Hill Avenue REQUEST: A request to establish a master sign plan to allow for permanent signage for the newly remodeled creative office complex. ENVIRONMENTAL STATUS: This project is categorically exempt pursuant to Section 15311 (Class 11) of the California Environmental Quality Act (CEQA). RECOMMENDATION: That the Zoning Administrator adopt Zoning Administrator Action (ZAA) No. 16-007 approving Conditional Use Permit (CUP) 2016-14 requesting authorization to establish a master sign plan for permanent signage to accommodate the newly remodeled creative office project located at 15771 Red Hill Avenue. The Zoning Administrator opened the second public hearing item. It was noted there were no members of the public present. Jenny Jackman, project manager for Bixby Land Company, was in attendance. She made a brief mention of her request, as well as commending City staff for their organization with the meeting and project. She asked Ms. Jackman if she had an opportunity to review the ZAA and Conditions of Approval, which she did. Ms. Jackman did not have any questions or concerns. The Public Hearing item closed at 10:34. The Zoning Administrator approved ZAA 16-007 thereby approving CUP 2016-14. REGULAR BUSINESS: None ADJOURNMENT: 10:34 a.m. The date of the next meeting of the Zoning Administrator will be scheduled when items are set for hearing.
