BACKGROUND & DISCUSSION
An application has been submitted on behalf of Far West Savings and
Loan Association to construct a five (5) story, 68' high (72' above
street grade), 60,000 square foot office building. Parking is to
be provided in a two-level structure.
The City Council on June 15, 1981, approved a zone change for the
property (first reading) which designated the site Planned
Community-Commercial. Development standards were not adopted and a
use permit is required for development of this land (City Code
Section 9244e2.c).Staff recommendations are included as conditions
in the accompanying draft resolution. Other items of concern
include:
1. Height and Architecture: At 72' in height, the building will be
one of the tallest structures in the city. Staff believes that
this site lends itself to such a structure for the following
reasons:
a. It is not on a arterial highway and therefore not an
imposing feature on a major street.
b. The location is approximately 550' from the nearest
residential complex on Irvine Blvd., and therefore a
privacy problem should not result.

The architecture consists of glass curtain walls and a rough
masonry veneer. It is felt that the masonry veneer will tie
the structure in with the surrounding mission style stucco
buildings. The veneer should be finished with a buff beige
color. The exterior portion of the parking structure finished
in a similar style.
The structure should be constructed to high rise fire safety
specifications as outlined in Section 13.317 (A to M4) of the
Uniform Fire Code.
The east drive way should be widened to 25' to allow for
two-way travel.
A traffic study concerning the anticipated traffic to be
generated by the development was reviewed by the Engineering
Department. The following items of concern were noted.
The left turn pocket on First St. for the westerly driveway
may be too short for the projected left turn movements to
the site. It does not appear that this pocket can be
lengthened. If the length of this pocket is too short in
the future, it may be necessary to restrict left turns from
First Street into the westerly drive during peak traffic
hours.
Fashion Lane and Irvine Blvd. could be a problem area if
this intersection becomes a major point of access. The
City is currently planning the installation of a traffic
signal at this intersection.

Sight distance appears to be very poor at the parking
structure ramps. Stop signs, and possibly flashing stop
lights, will be needed at these locations.
d. Stop signs should also be placed at the driveways exiting
to both First Street and Fashion Lane.
The planting strip along the west property line should be
widened to 5' to allow for small tree plantings.
6. The plans indicated the placement of:
3 - 180 sq. ft. wall signs
1 - smaller wall sign at main entrance
1 - 4 x 12 monument sign
This package greatly exceeds the minimum allowed in the sign
code. Staff and the applicant agreed that the signing question
should be brought up at a later time rather than with the
development review. A variance may be needed for this request.

RECOMMENDED ACTION
If the Planning Agency believes the project is suitable for the
area staff would recommend approval of the use permit by the
adoption of Draft Resolution No. 1988.

A RESOLUTION OF THE PLANNING AGENCY OF THE
CITY OF TUSTIN, APPROVING A USE PERMIT
AUTHORIZING DEVELOPMENT OF A 72' TALL 60,000
SQUARE FOOT OFFICE STRUCTURE IN THE PLANNED
COMMUNITY-COMMERCIAL DISTRICT AT 615 WEST
FIRST STREET

The Planning Agency of the City of Tustin does hereby resolve as
follows:
I. The Planning Agency finds and determines as follows:
A. That a proper application, (Use Permit No.81-22), has
been filed on behalf of Far West Savings & Loan
Association, to request authorization to develop a
60,000 square foot, 72' tall office structure with two
level parking at 615 W. First Street.
B. That a public hearing was duly called, noticed and
held on said application.
C. That establishment, maintenance, and operation of the
use applied for will not, under the circumstances of
this case, be detrimental to the health, safety, morals,
comfort, or general welfare of the persons residing or
working in the neighborhood of such proposed use,
evidenced by the following findings:
The 'use is in conformance with Tustin Area General
Plan and the application is in conformance with
Section 9244e2.c of the Tustin City Code.

The structure will be set back 250' from the nearest
arterial highway and more than 500' from the nearest
residential structure which will reduce any imposing
aspects of the structure.
D. That the establishment, maintenance, and operation
of the use applied for will not be injurious or detri-
mental to the property and improvements in the neighbor-
hood of the subject property, nor to the general welfare
of the City of Tustin, and should be granted.
E. Proposed development shall be in accordance with the
development policies adopted by the City Council, Uni-
form Building Codes as administered by the Building
Official, Fire Code as administered by the Orange County
Fire Marshal and street improvement requirements as
administered by the City Engineer.

F. A Negative Declaration has been applied for to
conform with the California Environmental Quality Act
and is hereby approved.
G. Final development plans shall require the review a)~d
approval of the Community Development Department. ~

II. The Planning Agency hereby adopts Use Permit No.81-22,
to authorize development of a 60,000 square foot office
building as applied for subject to the followin9 conditions:
The final site plan shall be standardized and reflect
all appropriate City standard drawing numbers. The
developer shall construct all missing or damaged street
improvements to said development per the City of Tustin
"Minimum Design Standards of Public Works" and "Street
Improvement Standards". This work shall consist of,
but is not limited to: curbs and gutters, sidewalks,
drve apron, and street pavement.
Payment of all Sanitation District No. 7 sewer
connection fees and all East Orange County Water
District fees is required.
The trash enclosure locations are to be reviewed and
approved by the City's franchise refuse service.
D. The planters along the western_~. ~ -property line shall be a

E. A parcel.map shall be requlred~he new bui s t
be sold or leased as a total unit. Such a map must be
in conformance with all building and zoning codes as
well as the subdivision ordinance.
That the development shall belConstructed in conformance
with the high rise fire safety standards as required by
the Orange County Fire Marshall.
Traffic control measures as designed by a licensed
traffic engineer, shall be provided at the intersection
of the parking lot tam--the drive exits to consist
of but not necessaril~~_~
a. Stop signs and stop bars.
b. Flashy red stop lights at the ramps from the first
level of parking.
c. Narrrowing of the drive exit to Fashion Lane.
d. Stop signs at the First Street and Fashion Lane drive
exits.
A master sign plan, reviewed and approved by the
Planning Agency will be required prior to any sign
permit issuance.

The existing driveway to First Street shall be widened
to 25' to allow for two-way traffic.
The architectural elevations shall have panels of a
rough texture with a beige color to compliment the
surrounding stucco and masonry buildings.
All roof equipment and vents must be screened from view.
Restriction of left turns from First Street into the
westerly drive during peak traffic hours may be enacted
by the City if the turn pocket is too short to safely
handle the volume of traffic.
That approval and enactment of this Resolution is
effective only upon the enactment of Tustin City
Ordinance No. 853 to amend the zoning district for the
property.
PASSED AND ADOPTED at a regular meetig of the Tustin Planning
Agency, held on the 6th day of July, 1981.
