SUBJECT: AMENDING THE CITY'S CLASSIFICATION PLAN TO INCLUDE AN
ADDITIONAL POSITION IN THE CLASSIFICATION OF TRANSPORTATION
COORDINATOR AND ESTABLISH A LIMITED TERM PROJECT POSITION
SUMMARY
Approval of the following action will amend the City's Classification Plan to include one
additional position in the classification of Transportation Coordinator and authorize staff
to fill the position as a limited term project position.
RECOMMENDATION
It is recommended that the City Council adopt City Council Resolution No. 16-50 to
amend the City's Classification Plan and authorize the appointment of a project
employee in the classification of Transportation Coordinator for a period not to exceed
two (2) years, unless otherwise extended by the City Council.
FISCAL IMPACT
The approximate cost of the position would be up to $57,000 per year, including salary
and benefits. For the duration of the limited term appointment, the cost of this position
will be fully offset by a grant from the Federal Transit Administration (FTA) in the
amount of $124,000 ($62,000 per year).
BACKGROUND AND DISCUSSION
The Parks and Recreation Department has been awarded grant funding of $124,000
from the FTA Section 5310 Specialized Transit Grant Program for an "Operating
Assistance Project". Funds from this program are designed to be spent on expanding
services to provide "an easier and more proficient system for seniors and persons with
disabilities to access trips through a designated coordinator(s) that will provide full
service to the patron in need, from first contact to completion of trip request(s)."
The overall goal of the Operating Assistance Project is to "provide additional access to
trips for all needs and to increase service area for medical appointments to include
larger hospitals that hitherto could not be served due to limited operator availability",
including St. Joseph Hospital, UC Irvine Medical Center, and Kaiser Permanente.

The City currently has only one full-time employee in the classification of Transportation
Coordinator, a position that has primary responsibility for scheduling and driving a 12 -
16 passenger van to transport senior citizens in the local community to and from various
locations. When no transportation activities are scheduled, the employee assists
department staff with a variety of other recreation staff duties. The addition of another
Transportation Coordinator will allow the City to provide the services required as a
condition of the FTA Section 5310 Specialized Transit Grant Program.
To receive grant funding, the City must provide the California Department of
Transportation (DOT) with a proof of satisfactory progress towards project completion
within twelve months of the execution of the agreement with the DOT (July 29, 2016)
and must provide bi-annual status reports to the DOT. The Human Resources
Department recently opened a recruitment for Transportation Coordinator, with the goal
of staffing this additional position by early November.
The City's Personnel Rules (City Council Resolution No. 15-50) authorize the
employment of "project employees" for a prescribed period of time or for the duration of
a specified project, upon City Council approval. Project employees are hired directly by
the City and are similar to regular City employees, with the distinction that individuals in
project positions are employed at -will and do not earn the right to employment beyond
the period that is specifically authorized by the City Council. Hiring an individual as a
project employee for a limited duration gives the City the flexibility to adjust staffing
levels should funding not be available after the grant funds have been fully expended.
Staff recommends that the City Council authorize the appointment of a project
employee in the classification of Transportation Coordinator, for a period not to exceed
two (2) years, the duration of the grant funding. Should additional funds become
available, or if the City desires to maintain the expanded level of service, this project
appointment can be extended in the future by the City Council. Conversely, in the
unlikely event the position is needed for a shorter period of time, the project
appointment may be terminated prior to the expiration of two (2) years. Since
employment in a project position is at -will, employment may be terminated at any time
by the City or by the employee.
The salary range for this position was previously authorized by the City Council during
the annual budget process; therefore, no change is necessary to the City's
Compensation Plan. Further, since funds for this position will be fully provided by the
FTA grant, no additional appropriation is necessary.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, AMENDING THE CLASSIFICATION
PLAN FOR THE CITY OF TUSTIN TO INCLUDE AN
ADDITIONAL POSITION IN THE CLASSIFICATION OF
TRANSPORTATION COORDINATOR AND AUTHORIZING
THE ESTABLISHMENT OF A PROJECT POSITION
WHEREAS, the City Council of the City of Tustin, California (the "City') has
authorized and directed, under the provisions of the City's Personnel Rules, Resolution
No. 15-50, the preparation of a Classification and Compensation Plan for all employees
in the City service; and
WHEREAS, Resolution No. 15-50 requires that amendments or revisions to the
Classification and Compensation Plan be approved by resolution of the City Council;
and
WHEREAS, the City Council has periodically amended the Classification and
Compensation Plans when appropriate; and
WHEREAS, the City has determined the need to establish an additional limited
term position in the classification of Transportation Coordinator; and
WHEREAS, an employee appointed to one limited term position in this
classification will be a "project employee" as defined in the City's Personnel Rules; and
WHEREAS, the City Council has consulted with the City Manager and Director of
Human Resources concerning the proposed employment terms contained herein.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Tustin authorizes staff to implement the provisions of this Resolution and modify the
City's Classification Plan to reflect the changes approved in this Resolution, and that the
wages, hours, and conditions of employment be adopted and set forth as follows:
Section 1: Establishment of Classification
