SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE
ADVERTISEMENT FOR BIDS FOR THE MOFFETT DRIVE BRIDGE AND
ROADWAY CONSTRUCTION PROJECT (CIP NO. 70224)
SUMMARY
The plans and specifications for the Moffett Drive Bridge and Roadway Construction Project
(CIP No. 70224) have been prepared and the project is ready to be bid.
RECOMMENDATION
It is recommended that the City Council:
1. Adopt Resolution No. 16-45 approving the plans and specifications for the Moffett Drive
Bridge and Roadway Construction Project (CIP No. 70224); and
2. Authorize the City Clerk to advertise to receive bids.
FISCAL IMPACT
Sufficient funds have been budgeted and appropriated in this Fiscal Year 2016-2017 Capital
Improvement Program for the project in the Moffett Drive Bridge and Roadway Construction
Project (CIP No. 70224). The engineer's estimate for the project is $5,900,000. The project is
funded through MCAS Tax Allocation Bonds.
CORRELATION TO THE STRATEGIC PLAN
The construction of Moffett Drive extension from 500 feet east of Downs Road to 600 feet west
of Meridian Way contributes to the fulfillment of the City's Strategic Plan Goal A: Economic and
Neighborhood Development. Specifically, the project implementation of Strategy 1, which
among other items, is to develop critical phases of Tustin Legacy.
DISCUSSION AND BACKGROUND
The Moffett Drive extension improvements, from +/- 500 feet east of Downs Road to +/- 600 feet
west of Meridian Way, consist of construction of a bridge over Peters Canyon Channel and
roadway, storm drain, sidewalk, landscape improvements, dry utility, and domestic water and
reclaimed water installation for the Irvine Ranch Water District.

RESOLUTION NO. 16-45
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE
MOFFETT DRIVE BRIDGE AND ROADWAY CONSTRUCTION PROJECT (CIP
NO. 70224) AND AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract for the construction of the Moffett Drive extension from approximately 500 feet east of
Downs Road to approximately 600 feet west of Meridian Way (CIP No. 70224); and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, on January 16, 2001, the City of Tustin certified the Program Final
Environmental Impact Statement/Environmental Impact Report (FEIS/EIR) for the reuse and
disposal of MCAS Tustin. On December 6, 2004, the City Council adopted Resolution No. 04-76,
approving a Supplement to the FEIS/EIR for the extension of Tustin Ranch Road between Walnut
Avenue and the future alignment of Valencia North Loop Road. On April 3, 2006, the City Council
adopted Resolution No. 06-43 approving an Addendum to the FEIS/EIR. On May 13, 2013, the
City Council adopted Resolution No. 13-32 approving the 2nd Addendum to the FEIS/EIR. The
FEIS/EIR along with its Addendums and Supplement is a program EIR under the California
Environmental Quality Act (CEQA). The FEIS/EIR, Addendum and Supplement considered the
potential environmental impacts associated with development on the former Marine Corps Air
Station, Tustin; and
WHEREAS, an environmental checklist was prepared for the proposed project that
concluded no additional environmental impacts would occur from approval of the project. The
Environmental Analysis Checklist concludes that it can be seen with certainty that there is no
possibility that the activity in question may have a significant effect on the environment because
all potentially significant effects 1) have been analyzed adequately in an earlier EIR pursuant to
applicable standards, and 2) have avoided or mitigated pursuant to that earlier EIR, including
revisions or mitigation measures that are imposed upon the proposed project; and
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by
the City Engineer are hereby approved as the plans and specifications for:
Moffett Drive Bridge and Roadway Construction Project (CIP No. 70224)
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to
advertise as required by law for the receipt of sealed bids or proposals for the performance of
the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin
held on the 20th day of September 2016.
