Location:
Easterly side of Holt Avenue, 944 feet northerly
of Irvine Boulevard.
BACKGROUND AND DISCUSSION
The proposed map is an area of .627 acres with 9 proposed lots and
one common area lot. A use permit hearing was scheduled for April
6, 1981 to consider this townhouse project and was subsequently
tabled.
This area was part of Annexation 101 in November of 1977 and was
pre-zoned R-3-3,000. The general plan shows this area as multiple
family so, therefore, this map is in conformance with the Tustin
Area General Plan.
The conditions of approval are listed in Resolution No. 1954.
RECOMMENDED ACTION
Recommend to the City Council approval of Tentative Tract No. 11477
by the adoption of Resolution No. 1954.

A RESOLUTION OF THE TUSTIN PLANNING AGENCY
OF THE CITY OF TUSTIN RECOMMENDING APPROVAL
OF TENTATIVE TRACT 11477.
The Planning Agency of the City of Tustin does hereby resolve as
follows:
1. The Planning Agency finds and determines as follows:
A. That a proper application was filed by Spirit Development
Company on behalf of Paticia Koval,et al, pursuant to the
provisions of the Subdivsion Ordinance No. 651 (as amended)
for the purpose of creating 10 separate parcels from a lot
944.48' northerly of Irvine Boulevard on the easterly side
of Holt Avenue. (14632 Holt).
B. That said Tentative Tract Map is in conformance with the
Tustin Area General Plan.
C. That this project is categorically exempt from the re-
quirements of the California Environmental Quality Act.
2. The Planning Agency hereby recommends to the City Counci
approval of Tentative Tract 11477 subject to the following con-
ditions:
A. Dedication of all acess rights to the city along Holt Ave.
except a% approved access points, will be required.
B. Individual sanitary sewer and domestic water service to
each dwelling unit.
C. Annexation of said parcel to the Tustin Lighting District.
Proof of submission of said annexation to the County
Surveyor's office must be furnished to the city prior to
approval of final map by the City Engineer.
D. Payment of East Orange County Sanitation District No. 7
sewer connection fees.
E. Payment of East Orange County Water District fees in the
amount of $500/dwelling unit.
F. Approval of CC&R's by staff and City Attorney.
G. All improvements within the public rights-of way may be
shown on the final site or grading plan with the appropriate
city standard drawing numbers for said improvements.
H. A permit to be issued by the Orange County Environmental
Management Agency for connection to the E1Modena Irvine
Channel/North Tustin Channel will be required.
I. Submission of a final grading plan for review and
approval.

J. Construction of public improvements which include but
are not limited to the following:
a. Curb and gutter
b. Drive apron
c. Sidewalk
d. Street trees
e. Street lights
f. Flood control inlet
g. Sanitary sewer connections
h. Domestic water services
K. Payment of Parkland Dediction fees.
PASSED AND ADOPTED at a regular meeting of the Planning Agency of the
