Historical Building Designation
Location: 228 W. Main, Stevens House
BACKGROUND & DISCUSSION
In April, 1981 the Tustin City Council enacted an amendment to the
City's development standards to establish historical buildings and
sites. The first request for such a designation has been submitted
by the Gfeller Development Company, Inc., to establish the Stevens
House as a Historic Building. The attached request describes.
features of the structure which comply with some of the criteria
for historic building designation.
The structure is on a site approved for office development (Use
Permit 80-1) and a finding of historical significance would allow
the developer to use the State Historic Building Code in the
preservation work needed to convert the use for office activity.
The maintenance program as required by the City's guidelines should
be contained in the CC&R's (as required by the Tract Map approval)
with the city having approving authority for the final preservation
program.
RECOMMENDED ACTION
Establish the Steven's House as a Historic Building by the adoption
of Resolution No. 81-71.

Dear Council Members:
Gfeller Development Company formally requests that the Stevens house be
designated a historic building for the following reasons:
The Stevens house (built in 1887) has played a significant
role in many peoples memories of Tustin. Uniquely this home
has been in the hands of the same family since 1887. The
Stevens'home has been one of just a few homes that Tustin
and Orange County has pointed to with pride because its
architecture and style depicts and era gone by.
The Stevens house is a great part of the quaintness of the
Old Town T~stin atmosphere that many people are trying to
preserve or duplicate.
The home is made from Northern Calfornia Redwood, shipped
down by boat to McFadden Landing in Newport Beach in 1886,
and then carted by horse and wagon to Tustin. This home is
a beautiful example of Victorian architecture with its tall
cupola, sharply pitched roof, decorative railings, facia and
ruby red etched crystal front doors.
Gfeller Development is currently developing plans to restore and improve the
Stevens house. Some of the items that will be renovated outside are,
foundation strengthening, new asphalt shingles for the roof, scrap and paint
entire house. The yard area in front of the house and to the northwest of
the house will be enhanced through replanting. The major speciman trees will
continue to accent the property.
Inside the house we are attempting to preserve the character and accent
points of each room. Ceiling plaques, wall sconces, fireplaces, hardwood
floors, etc. will be preserved.

Continued maintenance will be provided by the maintenance association
that will govern the entire project as to landscaping, building mainten-
ance, collection of rents, etc.

RESOLUTION No. 81-71
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN ESTABLISHING THE STEVEN'S
HOUSE, 228 W. MAIN STREET, AS A HISTORIC
BUILDING
WHEREAS:
1. The City Council has adopted criteria for the establishment of
historic buildings (Resolution 81-33).
The City Council, by adoption of Specific Plan No. 1, has
stated encouragement of the renovation of existing victorian
and western style buildings in the E1Camino Real area,
(Section G.4, Ordinance 510).
The owner of the Steven's House, Gfeller Development Company,
Inc., submitted a proper request to have the house considered
as a historic building.
That the City Council finds that the Steven's House should be
designated as a historic building due to it's unique and
irreplaceable value to the community based upon the following
considerations:
a. That the structure was erected by one of Tustins leading
pioneer citizens, Sherman Stevens, in 1887.

That the structure was recognized to be of historic and
architectural significance by the Tustin Area Bi-Centennial
Foundation in the publications ("Tustin Heritage Walk" and
"Tustin Tintypes".)
That the structure exemplifies the cultural, social and
historic heritage of Tustin and portrays a era of history
characterized by it's distinctive Victorian style.
The City Council of the City of Tustin does hereby resolve that the
Steven's House located at 228 W. Main Street (Lot 1, Tract 10979)
is declared to be a building of historic significance to the
community subject to thefollowing condition:
"That the conditions, covenants, and restrictions for the
approved office development on the site shall contain a
maintenance program for the continued up keep of the
historic building".
2. That the City shall have approval authority for the
preservation program.
