CITY COUNCIL,OF THE CITY OF
TUSTIN, HELD IN THE CITY HALL
OF TUSTIN, ON MONDAY EVENING,
MARCH 21, 1949, AT 7:30 O'CLOCK
PRESENT WERE: COUNCILMEN GRAY, CHARLETON, BACON, HUMESTON.
ABSENT WERE: COUNCILMAN MILLER
ATTORNEY C. ARTHUR NISSON JR. WAS PRESENT.
Mayor Charleton called the meeting to order after the
meeting of the Tustin Pianning Commission was adjurned.
Minutesof the preceeding meeting were read and ap-
proved after a change was made, at Mayor Charleton' s
suggestion in the paragraph relating to the request
for a set back made by Reverend Scott in regard to the
new Parsonage being erected on property of the Advent
Christian Church on West Main Street.
BILL FROM Mayor Charleton called for the most recent bill for
SANTA ANA One hundred ($I00.00) Dollars from the Santa Ana City
CITY DUMP Dump which was held over from the proceeding meeting
and ordered that the same be held over again and that
their bill for the year before be placed before the
next meeting.
Mayor Charleton read a card announcing the fact that
Auditor Louis J. Hanson has. established himself in
business.
City Clerk Morris read a Bulleti:n from .the Associated
Chambers of Commerce of Orange County regarding a
dinner to be held on the evening of March 29th, 1949,
at the Newport Harbor Yacht Club. Speaker of the
eveningto be Edward F. Flynn on the subject "The
Industrial Trend Westward." Mayor Charleton stated
that reservations would be made for five persons who
may desire to attend.
FIRE CHI-EF Fire Chief Jerome C; Kidd reported on repairs to the
KIDD REPORTS Tustin Fire Truck and stated thet he removed the pan
ON FIRE TRUCK under the motor and found no plunger. He stated that
he installed a new plunger for the oil pump and that
the oil pressure is now up to 50 pounds. He said he
found nothing that could not be repaired in his garage.
Councilman Gray suggested that a new valve also be
instaIled.
Councilman Bacon reported that he inquired of the
City Of Aneheim as to the cost of their traffic sig-
nals and that the only information he could get from
them was that they were very expensive.
Mayor Charleton suggested that efforts should be made
to have a 4-Way Stop Signal installed at the inter-
section of Highway 55 and 101 Highway.
STREET SUPT Street Superintendent McMullen requested permission
ON REPAIRS from the Council for repairs to be made on the 4-Wheel
TO TRASH Brakes on the Trash Truck. Councilman Gray moved that
TRUCK Kidd' s Garage be authorized to repair the brakes on
the Trash Truck. Seconded by Councilman Bacon the
motion was carried.
MAYOR CHARLETON Mayor Charleton called attention to his desire to
RESIGNS resign as Mayor of Tustin as expressed at the meeting
of March 7, 1949. He stated that he is willing to sit
on the Council but cannot devote the time required
to the duties of Mayor. Mayor Charleton then sub-
mitted his letter of resignation to the Council.
Councilman Gray moved to accept Mayor Charleton's
resignation and was seconded by Councilman Bacon.
Motion duly carried.

HUMESTON Councilman Bacon moved to appoint Councilman Vincent
APPOINTED L. Humeston to the office of Mayor of the City of Tustin
MAYOR and was seconded by Councllman Gray. Motion duly carried.
City Clerk Morris requested clarification of the duties
of Deputy City Clerk S. C. Penington, Penington was au-
thorized by the Council to copy the County Assessment
Roll as relating to the City of Tustin, at the County
Court House in Santa Ana, Penington was not authorized
to do the outside assessing,
ISSUANCE OF The Council discussed the procedure of issuing Building
BUILDING Permits. It was agreed that the City Clerk must charge ~'~
PERMITS $I2.00 at the time each Permit is issued and to refund
any balance due the applicant upon completion of the
Job as provided in Tustin Cilty Ordinance No. 70.
McMULLEN Police Chief McMulIen requested the Council to grant
GRANTED him a sick leave beginnin Monday, March 28, 1949, and
SICK LEAVE ending Saturday, April 2, 1949. Councilman Charleton
moved to grant this request. Seconded by Councilman
Bacon the motion carried.
Police Chief McMullen reported on his attendance at
Sheriff Biscaluz office, in Los Angeles, of the State
Disaster Council and submitted an oral plan of the
Police Officer's part in the Statewide plan for co-
ordination of the local Defense Council, subject to
the provisionsof TustinCity Ordinance No. 59.
OFFICER Police Chief McMullen informed the Council that Gaylord
WILLIAMS Williams had this date resigned from his position on
RESIGNS the Tustin police force. Council agreed that Williams
be paid his final check on the morning of March 22,
BUDGET City Clerk Morris requested that the City Council out-
REQUESTED line a tentative new budget for the fiscal year 1949-50
Councilman Gray referred to certain improvements and
repairs that he considered necessary for the Fire De-
partment Building and stated that he would discuss the
matter further with Councilman Miller and Fire Chief
Kidd.
CHARLETON Councilman Charleton was appointed Street Commissioner
APPOINTED to replace Mayor Humeston in that position.
STREET
COMMISSIONER There were no bills presented at this meeting,
Councilman Bacon moved to adjourn. Councilman Charleton
seconded the motion. Motion carried,
