Caltrans will be presenting this meeting to identify the alternatives ar~ significant environmental issues which should be considered in the preparation of an Enviro~m~ental Impact Statement/Report for the subject interchange modifications. The primary purpose of this scoping meeting is to make sure that various public agencies and any interested persons are involved early in the envirorm~ntal planning process. Therefore, a copy of this memo will be forwarded to the Tustin News as a press release. Attached is a fact sheet which briefly explains the background of the Caltrans planning efforts. Please forward this mead to the City Council so that they may plan their calendars for attending this meeting. STIP (STIP ~961) - Only R/W programmed in 1980 STIP 83/84 FY $ 5,730,000 Interstate 83/84 FY 5,730,000 Non-Interstate $11,460,000 Total ALTERNATIVES BEING CONSIDERED c) COST ?'n Project £~w to moderate cost operational improvements on both 5 and 55. a) Interchange improvements only. b) Interchange improvements with an opuim~, mix of cperational ~mprovements. Interchange improvements with major new capacity improvements. Range of cost is frc~ 7 to 10 million for low to moderate cost operational improvements; $25 t~ $35 million for interchange reconstructibn alone; up to $200 million for major new capacity improvements on Rte. 5 - Culver to Rte. 22 and on Rte. 405 to Rte. 22, including 5/55 interchange reconstruction. TENTATIVE CONSTRUCTION YEAR 1985/86 FY (This is scheduled to meet federal dates for environmental documen~ approval and contract award to qualify for FAI funding. 1987/88 seems more practical.) RIGHT-OF-WAY Right-of-Way will be required. Acquisition will be held to a minimum. CURR~NT STATUS ' Stage II Project Work Prog=am approved 4/I/81. Report sent to HQ requesting FAI funding be sought. ~xpect HQ to make formal reques~ to Feds shortly. MAJOR ISSUES · Air and noise pollution. . Aesthetics of soundwalls, retaining walls, new structures · Closure and/or relocation of existing ramps to satisfy current design standards. As part of this issue, the effect on trips diverted to local street system must be addressed and possible mitigation (e.g. extension of Ne~,~ort Boulevard to Edinger Avenue) must be studied. . Acquisition of new R/W relocation requirements. · ~raffi¢ disruption during construction. · Compatibility of alternatives with duture widening in OCTC's long-range plans. · Possible impacts (especially noise) to St. Jeanne De Lesto~mac School (a private parochial school). · Possible impacts on Utt Park and Prentice Park Zoo.
