MINUTES OF THE MEETING OF THE
CITY COUNCIL, OF THE CITY OF
TUSTIN, HELD IN THE CITY HALL
OF TUSTIN, ON MONDAY EVENING,
FEBRUARY 21, 1949, AT 7.30
O'CLOCK.
PRESENT WERE: COUNCILMEN BACON, GRAY, CHARLEON, HUMESTON AND
MILLER.
ABSENT WERE: NONE
ATTORNEY C. ARTHUR NISSON JR. WAS PRESENT
Mayor Charleton called the meeting to order.
Minutes of the preceeding meeting were read and
approved as corrected.
Correspondence was submitted by City Clerk Chas. E.
Morris as folIows:-Letter from Associated Chambers
of Commerce announcing a meeting to be held at
Santa Ana Civic Center on February 22rid at 7 P- M.
Speaker; Hon. Raymond Darby, Member of Los Angeles
County Board of Supervisors. Subject to "stimulate
a YES vote for the Sanitation Board Election"
scheduled for February 28, 1949. Letter from Orange
County League of Cities announcing Monthly Dinner
Meeting to be held at Newport Beach on Thursday,
February 22, 1929. Copy of letter from J. W. Vickery
to Hon. Earl W. Stanley concerning the traffic
study for the proposed traffic signals at Main & D
Streets, Tustin. Letter from Koebig and Koebig,
Consulting Engineers, applying for an appointment
of their services in connection with a Survey of
District No. 7 of the County Wide Sewer System.
TRAFFIC Mayor Charleton appointed Councilmen Miller and
SIGNALS Humeston to investigate the cost of installation
of traffic signals in Santa Ana.
COUNCILMAN Councilman Miller reported on his investigation as
MILLER REPORTS to the laying of new sidewalks in front of his
REGARDING property on First Street and as to whether the
SIDEWALKS State under the Collier-Burns Act was to make the
installation and he said that he could get no de-
cision from the State. Mayor Charleton appointed
Councilman Humeston to help Councilman Miller as a
Committee and requested Attorney Nisson to write
a letter to the State Highway Department for clari-
fication in the matter.
PROPOSED NEW Councilmen Miller and Humeston were appointed by
CITY HALL Mayor Charleton to take preliminary steps regarding
investigation of the possibility of erecting a
building to be used as the Tustin City Hall on the
city's property, next to the Fire Hall, on West
Third Street.
SHADE TREES City Attorney Nisson was requested to work out de-
ON CITY tails with the City Council in the matter of plant-
STREETS ing of shade trees on the city streets and to pre-
pare an Ordinance for the approval of the City
Council.
Mayor Charleton appointed Councilman Humeston a
Committee of one to see Ed. Cox regarding the Lions
Club taking as a project the problem of overseeing
tree planting in the City of Tustin.

RENTAL OF The matter of the rental of the City owned Grader to
CITY GRADER the Tustin Water Works was clarified after an open
discussion as to the advisability o fits being al-
lowed to be operated without the city furnishing the
operator. Councilman Bacon moved and Councilman Gray
seconded and it was unanimously carried that City
Attorney Nisson draw up an Agreement between the
City of Tustin and the Tustin Water Works whereby the
Tusttn Water Works will assume liability and payment
of any damage to Grader while being used by them,
MAYOR Councilman MilIer moved and Coundilman Bacon seconded
CHARLEON the motion to grant Mayor Charleton permisston to be
GRANTED absent from the State from March 1 to March 10. Motion
LEAVE duly carried,
BILLS The following bills were presented and approved for
payment on motion of Councilman Gray, Seconded by
Councilman Humeston. Mition carried,

Councilman Bacon moved to adjourn. Councilman Gray
