STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: AWARD OF CONTRACT FOR THE COUNCIL CHAMBER RENOVATIONS CONSTRUCTION PROJECT CIP NO. 10075 SUMMARY On September 20, 2016, bids were opened for the Council Chamber Renovations Project (CIP No. 10075). Staff requests that the City Council award the contract to TBC Contractors, Inc., the lowest responsive and responsible bidder. RECOMMENDATION It is recommended that the City Council award the construction contract for the Council Chamber Renovations Project (CIP No. 10075) to the lowest responsive/responsible bidder, TBC Contractors Inc. and authorize the Mayor and City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT Sufficient funds have been budgeted and appropriated in this Fiscal Year 2016-2017 Capital Improvement Program for the Council Chamber Renovations Project (CIP No. 10075) Construction Project. The engineer's estimate with contingency for the project is $570,571. CORRELATION TO THE STRATEGIC PLAN The Council Chambers Renovations Project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets, Specifically, the project implementation of Strategy 3, which among other items, is to ensure continuous improvement of public facilities. BACKGROUND The project scope includes installation of ballistic hardening in key areas and fixed security posts for police department personnel; replacement of the audience seating, reconfiguration of the area to the right of the podium, integrate audio visual components, convert lighting to LED; various aesthetic finishes; assisted listening devices, and wall coverings. The City Council approved plans and specifications and authorized soliciting bids at the August 16, 2016 meeting. Formal bids were received on September 20, 2016 and reviewed by the Public Works Department. Int'I., Inc .............................................. $ 893,000 • Hamel Contracting, Inc................................................................. $ 914,006 • Kemcorp Construction, Inc........................................................... $ 978,000 Staff has reviewed the references and the State Contractor's License for TBC Contractors, Inc. and has determined that they are appropriate for all aspects of the subject project. Also, TBC Contractors, Inc. has completed projects throughout City Hall that include IT Room Upgrades in April of 2011, Finance Reconfiguration in January of 2012, Installation of Windows in January of 2014 and File Floor Supports in May of 2014. Project notes reveal an exceptional experience between TBC Contractors, Inc. and the City of Tustin in all cases. It is therefore recommended that the City Council award the construction contract for the Council Chamber Renovations Project (CIP No. 10075) to the lowest responsive/responsible bidder, TBC Contractors Inc. and authorize the Mayor and City Clerk to execute the contract documents on behalf of the City. gla ack, P.E.
