STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: PARKING ON NEWPORT AVENUE SOUTH OF SYCAMORE AVENUE SUMMARY After the adoption of Ordinance No. 1468 to establish preferential permit only parking on Carfax Drive, Charloma Drive, Del Amo Avenue, Drayton Avenue and Mear Lane, the City Council directed staff to explore options to increase on -street parking in this neighborhood. Staff has identified an improvement involving head -in parking on both sides of Newport Avenue south of Sycamore Avenue, which increases the available on -street parking from 65 to 167 spaces. RECOMMENDATION Staff recommends that the City Council: 1. Approve the project concept for head -in parking on both sides of Newport Avenue south of Sycamore Avenue; and 2. Authorize staff to send a letter of concurrence to the Orange County Transportation Authority accepting their conditions of approval prior to project implementation. FISCAL IMPACT The estimated cost for design engineering, isolated street repairs, slurry sealing, and striping on Newport Avenue is $150,000. Staff has identified available Gas Tax funds (Fund 130) in the FY 2015-16 Roadway Rehabilitation and Sidewalk Repair Project (CIP No. 70015), which can be used to complete this project. CORRELATION TO THE STRATEGIC PLAN Fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, this action fosters the implementation of strategy #3, which among other items, are to ensure continuous maintenance and improvement of traffic control and transportation facilities so that Tustin can protect the health and safety and welfare of the public including those traveling upon and parking upon City streets. DISCUSSION AND BACKGROUND At the direction of the City Council, staff evaluated options to increase on -street parking for residents living in multifamily residential housing along Walnut Avenue, between Newport and Red Hill Avenues. Staff believes the best option is reducing vehicular travel to two (2) lanes in each Parking on Newport Avenue south of Sycamore Avenue October 4, 2016 Page 2 direction on Newport Avenue south of Sycamore Avenue to allow for head -in parking on both sides of the street. Because Newport Avenue is a designated roadway on the County of Orange Master Plan of Arterial Highways (MPAH), feedback from OCTA was sought for their concurrence of the proposed head -in parking since any change or use of a designated MPAH roadway that affects the volume capacity of the arterial could jeopardize the City's eligibility for Measure M funding. OCTA has provided the City a letter in support of the proposed parking plan on Newport Avenue south of Sycamore Avenue provided the City submits periodic progress reports every three years to OCTA ensuring that capacity is not needed. It is important to note that the striping for head -in parking would be a temporary condition. The City would be required to reinstate the roadway striping when vehicle capacity is needed or when Newport Avenue is extended to Edinger Avenue. The City entered into an agreement with Sequel Contractors, Inc. on June 7, 2016 for the FY 2015- 16 Roadway Rehabilitation and Sidewalk Repair Project (CIP No. 70015). Construction is currently underway and staff is proposing this work be added to the contract as an extra work item. Unit pricing for the required work has been established and adding this work to the existing contract will expedite completion of this project. Doug'I�s,S. Stack, P.E. Director of Public Works City of Tustin 300 Centennial Way Tustin, CA 92780 PE: Master Plan of Arterial Highways — Newport Avenue South of Sycamore Avenue Dear Mr. Stack: This letter is in response to the City of Tustin's (City) request for a letter agreement regarding the proposed restriping of Newport Avenue south of Sycamore Avenue. The Orange County Transportation Authority (OCTA) has reviewed the information provided by the City. It appears that the interim restriping of Newport Avenue from a three -lane, undivided, to a two-lane, undivided facility is feasible considering the existing traffic volumes, and excluding future traffic expected from the planned extension of Newport Avenue to Edinger Avenue. OCTA acknowledges that the proposed restriping is an interim/temporary condition, and that Newport Avenue south of Sycamore will continue to be shown as a planned six -lane, divided arterial on the City's general plan. The proposed restriping would remain until such time that increased capacity is needed to address traffic conditions on Newport Avenue. Should traffic conditions warrant, the City would be responsible for restoring the current striping configuration (three -lane, undivided). Further, should the planned extension of Newport Avenue to Edinger Avenue move forward in the future, it will require removing the interim/temporary condition and widening this portion of the facility. OCTA also requests that the City monitor and evaluate the traffic conditions on Newport Avenue, and provide a progress report to OCTA every three years.
