CITY COUNCIL, OF THE CITY OF
TUSTIN, HELD IN THE CITY HALL
OF TUSTIN, ON MONDAY EVENING,
FEBRUARY 7, 1949, AT 7.30
O'CLOCK.
PRESENT WERE: COUNCILMAN FORNEY, BACON, HUMESTON, MILLER AND
CHARLETON.
ABSENT WERE: NONE
ATTORNEY NISSON WAS PRESENT.
Mayor Charleton called the meeting to order.
Minutes of the preceeding meeting were read and
approved as corrected.
CHIEF McMULLEN Police Chief McMullen read a letter from G. D.
READS LETTER McCoy, State Highway Engineer, addressed to
REGARDING Assemblyman Stanley and forwarded to him by
SIGNALS Stanley, regarding installation of signals at
Main & D Streets. Cost to be prorated on a
50-50 basis. Councilman Humeston was requested
to write to Assemblyman Stanley to determine
definitely the cost of installation and pro-
cedure.
Chief McMullen reported on possibility of the
purchase by the City of a Motor Patrol and Combina-
tion Sweeper. Council considered it too costly
and decided to let the matter drop.
Mayor Charleton suggested selling the Grader on
a bid basis which was not considered by the other
members.
Councllman Humeston raised the question of patch-
ing D Street, to be marked on calender for the
first meeting in April. Action regarding First
Street, between D and Prospect Streets, was also
postponed until April.
RESOLUTION Mayor Charleton read Resolution, regarding appoint-
REGARDING ment of S. C. Penington as Deputy City Clerk.
PENINGTON Motion adopting Resolution made by Miller, sec-
APPOINTMENT onded by Humeston and carried.
Chief McMullen presented request for removal of
Walnut tree at 143 North B Street. Tree to be re-
moved by Mr. Kinney. Council approved.
CHIEF McMULLEN Chief McMullen suggested a shalIow dip at 6th and
REGARDING DIP B Streets for purpose of drainage. Dip to be across
AT 6TH & B 6th Street and not over four inches deep at an es-
STREETS timated cost of about $100.00, to be paid for by
the City and County on a 50-50 basis. Councilman
Bacon moved and Miller seconded that if the work
can be done on this basis that Chief McMullen be
instructed to go ahead with the project.
Chief. McMullen read a report on recent fatalities
in Tustin and in Orange County.
A report by Thomas McMullen, Street Superintendent,
was read to the Council and Ordered incorporated
in the minutes of this meeting by Mayor Charleton.

REPORT OF STREET SUPERINTENDENT
TO THE TUSTIN CITY COUNCIL
On North B. Street obstructing roots of a tree have
been removed and the excavation filled in and re-
surfaced
STREET SUPT. On North A Street the same procedure was followed re-

REPORTS
On East 2nd Street, 6n the South side of the street,
from D Street to the alley was excavated and base re-
filled with crushed gravel·
On West 6th Street the North gutter was bladed out and
all high spots taken out to permit the water to have
a natural flow.
On West 3rd Street, at the entrance to the Fire Station,
a big tree that a storm blew down and across the street
was cleaned up.
Also there were various holes patched on several streets.
Material used for patching streets was approximately 6
tons of plant mix and about 37 tons of crushed gravel.

ATTORNEY NISSON Attorney Nisson informed the Council that the School
REGARDING Signs must be kept out of the middle of the streets
SCHOOL SIGNS and that the State will furnish signs in future. He
also stated the the State will remove all advertising
Signs that encroach on State property and that the State
would deal with property owners involved directly and
not through the City
FORNEY
RESIGNS Mayor Charleton read letter of resignation from David
M. Forney, effective February 7, 1949. Motion to accept
made by Bacon and seconded by Miller. Motion carried.
GRAY Mayor Charleton read Resolution to appoint William H.
APPOINTED Gray as City Councilman. Motion made by Miller and
Seconded by Humeston. Resolution adopted.
AUDITOR'S Mr. Louis Hanson, Auditor, informed the Council of the
RECOMMENDATION advisability of consolidating the Cash Journal, creating
a Cash Drawer and establishing a fund of $50.00 for Petty
Cash Account. Motion ordering establishment of such
funds and procedure made by Miller and seconded by Hume-
ston. Motion carried.
May 1st Calender was set for resumption of discussion as
to the possibility of securing City Picnic Grounds on
railroad property on Newport Avenue.
Councilman Miller reported on proposed purchase of prop-
erty for City Hall. Property was considered too expensive.
BILLS The following bills were presented and approved for pay-
ment on motion of Councilman Miller. Seconded by Council-
man Humeston. Motion carried.
