BACKGROUND & DISCUSSION
Subject tentative map consist~ of 10 numbered and three lettered
lots on .9+ acres in Phase I. Phase II consists of 10 numbered and
five lettered lots on .9+ acres. The zoning of the property is R-3
3000 with an overlay of Specific Plan No. 6.
Recent actions on this property were:
1. Annexation to the City on April 20, 1981, known as Holt/Hamala
No. 127.
2. General Plan Amendment (80-2) from single family to multiple
family approved on December 15, 1980.
3. Prezoned to R-3 - 3000 on January 19, 1981.
4. Specific Plan No. 6 approved for these properties on May 4,
1981.
5. Approval of Use Permit 81-12 on May 18, 1981.
This map is in conformance with the Tustin Area General Plan.
The plan is to ultimately develop 20 townhomes, 10 in Phase I and
10 in Phase II. Staff has concerns regarding the placement of the
open space. Lot "E" as shown, which would house the so called
neighborhood amenities does not tie to Phase I unless Phase II is
constructed. Depending upon timing of construction, the residents
of Phase I could be left without a common area, for amenities for a
very short, time or a very long period of time. Staff suggests
that a surety bond be provided to guarantee the ultimate
development of Phase II,with the common open space.
On June 1, 1981, the Planning Agency recommended approval of this
map by the adoption of Resolution No. 1975.
RECOMMENDED ACTION
Uphold the findings of the Planning Agency and approve Tentative
Tract No. 11476 by the adoption of Resolution 81-67.

RESOLUTION NO. 81-67
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN APPROVING TENTATIVE TRACT MAP NO. 11476
'The City Council of the City of Tustin does hereby resolve as
follows:
I. The City Council of the City of Tustin finds and determines as
follows:
That Tentative Tract No. 11476 was submitted to the City
Council by Jack P. Norris on behalf of Arnold Hamala for
the purpose of creating a 20 lot subdivision for
residential purposes from the north half of lot 10 of the
Vanderlip and Rowan Tract as shown on a map recorded in
Book 5, Page 160 of Miscellaneous Records of Los Angeles
County.
That said map is in conformanCe with the Tustin Area
General Plan.
II. The
A Negative declaration was previously approved to comply
with the requirements of the California Environmental
Quality Act.
City Council hereby approves Tentative Tract Map No. 11476,
subject to the following conditions:
All improvements within the public rights-of-way may be
shown on the final site or grading plan with the
appropriate City standard drawing numbers for said
improvements.
A permit to be issued by the Orange County Environmental
Management Agency for connection to the E1Modena Irvine
Channel will be required.
Submission of a final grading plan for review and approval.
Construction of public improvements which include but are
not limited to the following:
a. Curb and Gutter
b. Drive Apron
c. Sidewalk
d. Street Trees
e. Street Lights
f. Flood Control Inlet
g. Sanitary Sewer Connections
h. Domestic Water Services
Annexation of said parcel to the Tustin Lighting District
or Orange County Lighting District No. 6. Proof of
submission of said annexation to the County Surveyor's
office must be furnished the City prior to approval of
final map by the City Engineer.
Individual Sanitary Sewer and domestic water service to
each dwelling unit.
Payment of East Orange County Sanitation District No. 7
sewer connection fees.

8. Payment of East Orange County Water District fees in the
amount of $500/dwelling unit.
Submission of C.C.&R.'s to City Attorney for review and
approval. All property outside the building lines (except
meters, eaves or overhangs above a certain height) shall
be held in common and maintained by the association.
All lettered lots shall be held in common and maintained by
the association.
10. Dedication of all access rights to the City alon§ Holt
Avenue except at approved access points.
11. Payment of park land dedication fees.
12. Provide a surety bond to guarantee ultimate development of
the open space in Phase II.

In Phase I the pipe between Lot A and the channel shall be
in an easement and designated on the final map. Phase II
will require a similar type drain which shall be designated
as an easement on the final map.
PASSED AND ADOPTED at a regular meeting of the City Council of the
City of Tustin held on the 1st day of June, 1981.
