OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, HELD IN THE CITY HALL
OF TUSTIN, M0NDAY EVENING, DEC. 6th,
1948, AT 3:30 P.M.
PRESENT WERE COUNCILMEN: HUMESTON, CHARLETON, MILLER, BACON
and FORNEY.
ABSENT WERE NONE
CITY ATTORNEY ARTHUR C. NISSON Jr. WAS PRESENT.
Mayor Charleton called the meeting to order and had
the minutes of Nov. 15th read and adopted, with
the following omissions added:
"Recollection of a prior discussion, regarding
the City assisting by donating to a project of the
Cub Scouts in the City of Tustin, to build an
outdoor barbecue pit on the Tustin Grammar School
grounds, available for public use. It was noted,
and the Council approved the payment of $100.00,
and directed the Clerk to draw a warrant for same.
Fire Chief, Jerome C. Kidd, took up the matter of the
Police Car having the Fire Truck's fire extinguisher
is use, and that the truck was short of an extin-
guisher. The Council authorized the Chief to
purchase an extinguisher for the Police Car and
have the Fire Truck's equipment returned to the
truck by the Police Department.
Walter Rawlings, Superintendent of the Tustin
Water Works was present and discussed at length
with the Council Metropolitan Water District
WALTER RAWLINGS set-up. He stated that as a citizen of Orange County,
GIVES REPORT it would be a good move, and as an individual, it
ON THE CITY would be a big hearted act, as it would cost more
WATER FOR and the water is not as good as that now used.
TUSTIN. Councilman Miller was named Chairman and Councilmen
Bacon and Humeston were appointed to the Committee
to investigate the report on the advisability of
the City joining the Metropolitan Water District
also to feel out the attitude of the people toward
joining the District. Rawlings reported that the
service of the Water Company had been extended to
approximately 1200 at this time, as compared to
900 in 1941. He also pointed out practical
differences of service fee to the City of Tustin,
if Tustin City went into the Metropolitan Water
District, and the rest of the Water Company did not.
Mr. John Prescott, from the Chamber of Commerce,
requesting the City to participate in the erection
of signs on South-east City Limit boundary, on
101 Highway the estimated total cost to be
$350.00 - $400.00. Councilmen Bacon and Forney Forhey
appointed to study the matter and make a
recommendation at the next Council meeting.
Mayor Charleton was directed by the City Council,
COUNCILMAN on motion of Councilman Humiston, seconded by
CHARLETON TO Councilman Miller, which was duly carried, in favor
REPRESENT CITY of the proposed interim agreement regarding the
ON SANITATION aquisition of sewerage system of the Santa Ana Air
BOARD. Base, by the County of Orange.
Councilman Humiston reported on the tree needing
STREET attention on Prospect Ave, - pepper tree near
SUPERINTENDENT Steppe's house. Street Superintendent McMullen
INSTRUCTED TO was directed to get estimates, and also to trim
MOVE TW0 PEPPER Pepper tree at 200 W. Main St., and to also remove
TREES, AND dead Pepper tree on Main St. at Tustin Ave. north-
TRIM ONE. east corner. Councilman Miller moved and it was
seconded by Councilman Forney, to have the Street
Commissioner and Street Superintendent get three
estimates on tree work, and proceed to have the
work done, on the best satisfactory bid.
A petition of residents on Mountain View, near
First St., protesting motorcycle abuses in and
about Ed. Fitzgerald's Service Station. The matter
was turned over to Chief of Police and City
Attorney to assist the Chief of Police, and tell
motorcyclists and Fitzgerald of the violation and
warn them against further violations, and to report
progress on the matter back at the next meeting.
Chief McMullen is authorized to check parking next
to crossing walk near Fitzgerald's Service Station
and report time and dates of parking in this space
at the next meeting.
Councilman Bacon recommended a six-months trial
COUNCIL PROPOSES period for a third Policeman, and there was a

Co-commissioner to report recommendation of the
matter at the next meeting.
Councilman Forney moved to adjourn. Councilman
Humiston seconded the Motion. Motion carried.
