Microfilm Fees
DISCUSSION
Ordinance No. 835 adopted the 1979 Uniform AdministrativeCode, and
amended Section 304(f)3 which reads in part: "In lieu of providing
microfilms of drawings, calculations...and all other documents, as
required by Section 302(d) the submittals may include a data
fee..." which "...shall be collected prior tx>permit issuance."
Staff has determined that the fee schedule included in Section
304(f)3 does not meet current costs involved in the microfilming of
documents. An extract of the current ordinance is attached.
A preferred procedure for fee schedules is to adopt them by
Resolution to enable amending without expensive publication of an
Ordinance.
Further, staff believes that a budget microfilm allocation should
be established to assure the availability of funds for the purpose
for which they were charged.
R~DED ACTION
1. The introduction of Ordinance No. 849 to provide a fee schedule
for microfilming by Council Resolution.
2. The adoption of Resolution No. 81- amending Resolution No.
80-28 (Schedule of Fees) to add:

AN ORDINANCE OF THE CITY OF TUSTIN A~NDING
SECTI(~N F3 OF ORDINANCE NO 835 ADOPTIN~ ~HE
UNIFOP~{ BUILDING CODE TO PROVIDE FEES FOR
MICROFIL~dIb~3 OF BUILDING RECORDS.
The City Council of the City of Tustin, California does hereby
ordain as follows:
Section 1:
Chapter 1 of Article 8 of 'the ~"~astin City Code adopting
the Uniform Building Code hy Ordinance No. 835 and
amending Section 304(f)3., of the UBC is hereby further
amended to read as follows:

In lieu of providing microfilm copies for
drawings, calculations, soils reports, energy
calculations, noise studies, reports and all
other documents as required by Section 302(d),
the submittals, may include a data fee in the
amount as specifiedby the Schedule of Fees
adopted by resolution of the City Council.
These fees shall be collected prior to permit
issuance.

of the fee set forth in Table 3-A with a
minimum fee of $10.00.
Should these Section 304 improvements be in
conjunction with improvements requiring a
building permit, pursuant to Section 301(a),
this fee shall not be required.
2. A fee of $25.00 shall be charged for each
temporary certificate of occupancy issued pur-
suant to Section 308(d) and for each utility con-
nection authorized prior to project completion,
Section 307(b).
3. In lieu of providing microfilms of drawings,
calculat~_ons, soils reports, energy calculations,
noise studies, reports and all other documents,
as required by Section 302(d), the submittals may
include a data ~ee in the amount of $.75
per drawing ~heet on sheets exceeding 8-1/2" x
14" and $.25 pe~~ each sheet of calculations,
soils report of other document on sheets 8-1/2"
x 14" or smaller. These fees shall be collected;

prior to permit issuance.
4. Investigation Fee. A special investigation
fee shall be charged by the Building Official
for any investigation of a building or structure,
work reports, certification, or any other re-
lated work requested by an owner or his autho-
rized agent. Sa~d fees shall be assessed in an
amount sufficient to reimburse thc City for costs
incur~(~, but in no case shall be less than
