Section 5340(f) of the Tustin Municipal Code (Uniform Traffic Ordinance) gives the Police Department authority to control parking in excess of eight {8) consecutive hours. The Police Department has been advised of the Agency's concern and the location of persistent violators. Ordinance No. 600 authorizes the Police Department to remove abandoned, wrecked, dismantled or inoperative vehicles from private property. There is no specific provision of the zoning ordinance controlling the parking of trucks on private property with the consent of the property owner. It may be inferred that since truck parking is not an authorized use in residential districts, it in effect is prohibited. We will further research this matter to determine if additional ordinances are necessary to enable enforcement. A lack of enforcement of Section 5340(f) of the Municipal Code is due to a vacancy in the position of parking control officers. An awareness of the Agency's concerns should increase the enforcement level until such time as an officer is assigned this responsibility. Re spec tful ly submitted, R. Kenneth Fleagle, D.P.A.
