BETWEEN PROSPECT AVENUE AND NEWPORT AVENUE Subject plan was prepared for the Irvine Blvd. proposed FAU project between Yorba Street and Red Hill Avenue. This FAU project briefly consists of traffic signal interconnect, m~dification of existing signals to provide traffic actuation and left turn phasing, new traffic signal at Fashion Lane, pavement rehabilitation between Prospect and Newport and construction of raised center medians between Prospect and Newport. The features of the center median plan are: (1) Most mid-block businesses (excluding corner lots) have at least one left turn ingress & egress driveway. (2) Left turns only will be permitted at driveway turn pockets. "U" turns will not be permitted. (3) "U" turns will be permitted only at signalized intersections in conjunction with left turn green arrows. ,- The Federal funding available for this project dictates that the purpose of the center medians is to provide traffic channelization and increase safety, thus the criteria listed above was used in an attempt to meet Federal guidelines. All property owners of record fronting on Irvine Blvd. between Prospect and Newport were notified of this project (copy of letter attached) and invited to attend an informal meeting to discuss the project. Prior to the meeting t~ persons viewed the proposed median plan in the Engineering office and had no objections. Six people attended the meeting. They represented the Palm Gardens Condominium and two professional office buildings. The parties in attendance were all in favor of the project and expressed the opinion that they felt the proposed in~provement would do a lot to improve traffic safety. RECOMMENDATION It is recc~mended that the City Council, at its meeting of May 4, 1981, by Minute Order approve and adopt the proposed center median plan presented as the Official Master Plan for Raised Center Medians for Irvine Blvd. between Prospect Avenue and Newport Avenue. Hoesterey RE: ASSESSOR'S PARCEL NO. 401-282-10 (10' Strip) The City of Tustin has obtained a favorable indication Ehatwe will receive Federal funding for the improvement of Irvine Blvd. between Prospect Avenue and Newport Avenue. The proposed improvements will consist of recycling and overlaying the existing pavement, construction of raised center medians, new traffic signal at Fashion Lane and modification and interconnection of all existing traffic signals between Yorba Street and Red Hill Avenue to provide for left turn arrows and progressive signal timing. The project, if finally approved, will involve approximately $622,000.00 in Federal funds and $128,000.00 of City funds. Federal funds for this project are available under the FAU Program, whereby funds are provided for projects which improve traffic safety and traffic flow. Therefor, the purpose of the raised center medians will be to inhibit vehicular movements which could impede traffic flow and/or cause accidents. The City of Tustin Engineering Division has prepared a preliminary plan for the proposed raised centermedians. We have attempted to provide a few openings in the medians to provide left turn ingress and egress at some mid-block driveways but, obviously, we_ are sc~ewhat limited in just how many openings we can provide and still meet the Federal gdidelines for traffic safety. The purpose of this correspondence is to invite you and all interested parties to an informal meeting where we will explain the proposed median plan, answer any questions you may have about the project and receive your input. This meeting will be held at the Civic Center Council Chambers, 300 Centennial Way, Tustin, California on the 15th day of April, 1981 at 7:30 p.m. Please notify any of your tenants, leasees or other interested parties of this meeting and plan on attending.
