Six Star Cablevision
The City Council received a report from the Director of Public
Works on April 20, 1981, pertaining to the desire of Six Star
Cablevision to locate an antenna site on City-owned property.
Staff met with Six Star representatives subsequent to the Council
meeting and determined, subject to concurrence by the City Council
the following actions:

The Beneta Well Site is adequate to accommodate the location of
the cablevision antennas, with the proposed antenna not to
exceed 50' in height.
A focused EIR would be required to determine the impact of the
proposal on the adjoining properties. -
A Use Permit application must be filed and a hearing conducted
to locate the antennas on the Beneta Well Site.
An appraisal of the fair market lease value of the land is
necessary in order for the City Council to negotiate a lease
for the use of the property by Six Star.
By terms of the franchise with Six Star, the Cablevision Company is
required to furnish at least one (1) two-way channel for the
exclusive use of the City and at least one (1) channel for
educational and public access.
The cablevision company is also required to provide subscriber ·
services and a tie-in connection, without cost, and upon a request
from the City when the system passes a public school or City
building.
The cablevision company is also required, at cost, to make
available a studio, equipment and technical services for the
production of live and video-tape municipal programs.

By copy of this memorandum, department heads are being advised of
the potentials for application of cablevision services to City
operations as follows:
Automated traffic control
Utility meter readings
Peak load water management
Library access and reference service
Emergency medical information
Fire and police emergency data
Broadcast of public meetings and recreation programs
Election returns
Emergency over-ride alert system
Since the potential of cablevision service is being realized,
Council and Staff are requested to determine the municipal services
that are desired by the City prior to entering into an agreement
for the lease of public property.
RECOMMENDED ACTION:
It is recommended that the City Council indicate a willingness to
further explore the feasibility of locating the Six Star
Cablevision antenna on the Beneta Well Site and direct Six Star to
proceed with the ~quired applications.
It is further recommended that Council and Staff determine those
applications of cable T.V. that would be in the best interest of
the public in the providing of municipal services and information
prior to the negotiating lease rights to public property.

Also recommended is that Six Star deposit $1,000.00 with the
City to cover the cost of an appraisal to determine the
reasonable rental charge. The rental will go to the Water
Fund for the uses on the water well site.
