DISCUSSION: The following report provides a summary of projects and activities since the last project summary report was presented at the July 12, 2016, Planning Commission meeting. The report focuses on the status of projects that the Planning Commission, Zoning Administrator, or staff approved; major improvement projects; Certificates of Appropriateness; Code Enforcement activities; and, other items which may be of interest to the Commission. Old Town Updates • Downtown Commercial Core Plan: During 2016, the City of Tustin continued with the implementation of the Downtown Commercial Core Plan (DCCP). The goal of the DCCP is to develop a planning document which will facilitate a greater understanding and "sense of place" for the traditional center of Tustin; define strategies to enhance Old Town; create a pedestrian oriented community; revitalize the City's commercial core; protect community resources; improve connectivity and access roads; and, attract new businesses. City staff is currently reviewing Requests for Proposal for Main Street improvements which includes narrowing the entryway into Old Town. EI Camino Real is also being evaluated looking at various traffic calming measures, as well as incorporating more outdoor seating and parklets. Parking options for the area are also being evaluated. • EI Camino Cafe ABC License and Outdoor Seating (195 EI Camino Real): Plans are under review by City Staff for a Type 41 ABC License and outdoor seating at EI Camino Cafe. Planning Commission Report Summary of Projects October 25, 2016 Page 2 • Centro Outdoor Seating (140 E. Main Street): Plans have recently been submitted for outdoor seating in front of Centro. City staff is currently in the process of reviewing the proposal. • Chaak Restaurant (Gabbi's-Tustin) (215-217 EI Camino Real): On October 25, 2016, the Planning Commission will consider a request to expand the existing office building, converting it into a restaurant, Chaak. The request also includes establishing a Type 47 ABC license at the location, and incorporating a space for outdoor seating. i ..............................Id Chaak Restaurant location ................................. • Vintage (420 W. Sixth Street): On September 27, 2016, the Planning Commission recommended that the plans for a new townhome community consisting of 140 residential units be forwarded to the City Council for their approval. A Street): Habitat for Humanity has recently submitted an application to construct two (2) detached condominium homes at a currently vacant parcel of land. • Old Town Activity Highlights: Various activities within the Old Town Tustin area that are of interest to the Community Development Department include: o Tustin's Economic Development Department, along with the Parks and Recreation Department, coordinated the painting of multiple planter boxes by local artists in conjunction with the Old Town Art Walk event, which occurred on October 15, 2016. Planter boxes in Old Town ........................................... o On November 13, 2016, the City of Tustin in conjunction with the Chamber of Commerce will host the 2nd Annual Totally Tustin Food and Wine Festival. This year, proceeds from the festival will be used to commission and construct a bronze bust of Columbus Tustin, which will be located in Old Town. Tustin Legacy Updates • Tustin Legacy Specific Plan Amendment: The Specific Plan Amendment will incorporate mixed-use, transportation oriented development, and a main-street concept. City Staff continues to work with PlaceWorks on the plan for the area. An Initial Study for the Tustin Legacy Specific Plan has been released for public review and comments which have been collected. Staff and PlaceWorks are currently working on technical documents along with the Supplemental FEIR/EIS. Public hearings are anticipated to be scheduled before the Planning Commission and City Council are anticipated to be held during winter 2016 / spring 2017. Construction of the homes continues to progress, and to date, 247 homes have been completed with 122 homes currently in progress. This new facility will replace the existing facility in Orange. A groundbreaking ceremony for the new site was also held in July 2016, and permits for grading work have been issued for the project. As information, building permits for construction of the facility will be issued by the County of Orange. • South Orange County Community College District (SOCCCD) Advanced Technology and Education Park (ATEP) Campus (Armstrong Avenue/Valencia Avenue): Plans for the first ATEP building which will house career technical programs for Irvine Valley College have been approved by the Community Development Department, and a groundbreaking ceremony for the site occurred on September 16, 2016. The timeline for construction of the project anticipates completion of the first building by 2018. Planning Commission Report Summary of Projects October 25, 2016 Page 5 • Heritage Elementary School (15400 Lansdowne Road): On October 14, 2016, a ribbon cutting event was held for Heritage Elementary School which is opening as a STEAM (Science, Technology, Engineering, Arts, Math) school. • Mixed-Use Urban Village (Neighborhood D, Community Core): An Exclusive Agreement to Negotiate with OliverMcMillan Tustin Legacy, Inc has been approved for the development of a mixed-use urban village concept within the community core of Tustin Legacy. Next steps include the preparation of a concept plan and business plan as the basis for drafting the Disposition and Development Agreement for the urban village. This project is located in area 15 on Attachment A (Tustin Legacy Map). • Flight at Tustin Legacy — formally Cornerstone 1 (Barranca Parkway/Red Hill Avenue): The City Council approved an Exclusive Agreement to Negotiate with Lincoln Property Company for the development of a creative office complex. The development proposal includes a variety of uses such as: research and development; professional office; specialized employment; retail; and, a food hall including a connection into Tustin Legacy Park. On September 27, 2016, the Planning Commission reviewed the development proposal, and recommended approval of the project to the City Council. The City Council is anticipated to deliberate on the item at the November 1, 2016 meeting. •� ,iCe 'fi Ir f FT f �" tl w j..........................................6 Design for Flight at Tustin Legacy ........................................... • Tustin Legacy Linear Park (Barranca Parkway/Red Hill Avenue): This 26-acre portion of the linear park is considered the "anchor" to the linear park which is anticipated to run throughout the Tustin Legacy area in the future. The park incorporates the Barranca Detention Basin within its concept plan, and is proposed to include direct linkages to the Flight project, mentioned above. Phase I of the park construction, which involves the detention basin has begun, with work anticipated to be complete in Summer 2017. Planning Commission Report Summary of Projects October 25, 2016 Page 6 • The Village at Tustin Legacy (Kensington Park Dr. / Edinger Avenue). A request was approved to develop The Village at Tustin Legacy, which includes 248,292 square feet of non-residential uses comprised of two (2) major components including- A retail center Valencia Avenue and Kensington Drive; and, a medical plaza with a medical center, an acute care hospital/rehabilitation facility, and medical office/retail buildings fronting Kensington Park Drive and Edinger Avenue. A few of the tenants anticipated in the new shopping center include- Great Foundations Montessori; Stater Bros.; Great Clips; Pacific Dental; CVS Pharmacy; Dunkin' Donuts; Yogurtland; Pizza Press; Pier 76; Club Pilates; Burger Boss; Bank of America; Chipotle; and, Board & Brew. A groundbreaking ceremony for the new shopping center was held on August 25, 2016, and grading work at the site has commenced. The retail shopping center is projected to begin and continue construction throughout 2017. The veteran's plaza and memorial area, designed as a place of honor, will be located at the west side of the park. The park is currently in the design stage. Planning Commission Report Summary of Projects October 25, 2016 Page 7 • Army Reserve Land Exchange/Relocation: The U.S. Army will be relocating from their current Army Reserve Center located on Barranca Parkway adjacent to The District shopping center, to the future location at the north east corner of Red Hill Avenue and Warner Avenue. The relocation would benefit both the U.S. Army and the City of Tustin. Construction is in progress for the new Reserve Center, and it is anticipated to be complete during 2018. • Whole Foods (2847 Park Avenue): Permits have been issued and construction is underway for an interior remodel at Whole Foods. The remodel will consist of removal of their craft wine and beer bar, replacing with a new restaurant offering regional wines, select craft beers, and expanded seasonal and vegan menus. An additional restaurant, Mendocino Farms, will be locating inside the store as well. Mendocino Farms is anticipated to open in November, and the craft beer/restaurant area is anticipated to open in the following months. • Union Market (2493 Park Avenue): Belage Bakery is now open within the Union Market, and additional new tenants have located in the space including Treatery and Sweets Choice, - s w i r r...... .. Belage Bakery in Union Market ........................................... • Joon's Shabu Shabu (2453 Park Avenue): A new Shabu Shabu restaurant will be opening at the end of 2016 in The District next to Mobtown Pizza in the AMC Courtyard area. • Ike's Deli (2487 Park Avenue): This new sandwich shop and deli is anticipated to locate in the former Capriotti's Sandwich Shop location. Ike's Deli is projected to open during the beginning of 2017. Other Updates • Hopdoddy Burger Bar (3030 EI Camino Real): This restaurant, which features craft beer and burgers, is now open in a newly constructed tenant space in The Market Place. • Nordstrom Rack (2882 EI Camino Real): Nordstrom Rack has now opened in the former Toys R Us space within The Market Place. • Wokcano (3015 EI Camino Real): Wokcano is a new sushi/fusion restaurant which opened in The Market Place during summer 2016, adjacent to Jared Jewelers. • New Retail Space (2999 EI Camino Real): An application was recently submitted for a new retail space to be constructed within The Market Place next to Loft. Plans for the new space are currently under review by staff. • Red Hill Specific Plan (Red Hill between San Juan & Mitchell): On July 21, 2016, the City of Tustin held its first workshop on the Red Hill Specific Plan. The workshop was well-attended, with approximately 100 residents PROPOSED PROJECT AREA and business owners present. The interactive « workshop allowed the attendees to identify and present their treasures, « challenges, and vision for the area. Each fourplex has two (2) three-bedroom units, one (1) two-bedroom, and one (1) one-bedroom unit. 1 .. t G � r (U K + S T y ry Veterans Housing ...............................: • Chronic Tacos ABC License (14075 Newport Avenue): Chronic Tacos completed tenant improvements and recently opened in the Tustin Strata Center. They are now in the process of obtaining a Type 41 ABC License for their restaurant. • Condominium Development (1381 — 1391 San Juan): The Planning Commission approved the subdivision of the existing lot along with a conditional use permit and design review to construct five (5) single family detached condominiums at the existing site. Permits for construction have been issued. • New Creative Office (14171 — 14201 Franklin Avenue): An application has been submitted to remodel the existing industrial/laboratory building converting it to creative offices at subject location. Plans for the interior and exterior improvements, which includes improvement of the existing adjacent vacant parcel into new parking lot, are under review by staff. • New Medical Offices (721 West First Street): Plans for the subdivision of the property and the construction of a new 7,200 square foot medical office were approved by the Planning Commission in April 2016. Review of the Final Parcel Map for the property is currently underway. • Creamistry (13681 Newport Avenue #7): A new frozen liquid nitrogen ice cream shop recently opened Tustin Plaza off of Newport Avenue and Main Street. d k `MRI I. Y r sus, ��t f Creamistry ti.................... • Tustin Village Plaza (15761 Tustin Village Way): Multiple tenants currently have plans in review for individual tenant improvements within this newly reconstructed shopping center. Tenants anticipated to occupy the existing spaces include a new market/convenience store, ice cream shop, seafood restaurant, and various retail uses. Planning Commission Report Summary of Projects October 25, 2016 Page 11 • OB Square Restaurant (13832 Red Hill Avenue): On October 25, 2016, the Planning Commission will consider a request to establish a new restaurant within an existing tenant space, as well as the approval of a Type 41 ABC License in conjunction with the restaurant use. • Bublyz Cafe (2505 EI Camino Real): The Planning Commission recently approved a request to establish an outdoor seating area in conjunction with an existing restaurant within the Ansar Gallery market. • Basebology (2872 Walnut Avenue): An application has been submitted and is currently under review by staff for a new baseball hitting/pitching training facility. Zoning Administrator Actions • New Animal Clinic (14051 Newport Avenue): In May 2016, the Zoning Administrator approved a request to operate a new animal clinic in an existing tenant space in the Tustin Freeway Center. Permits for tenant improvements to the space have been issued. • Wagly (13942 Newport Avenue): On May 16, 2016, the Zoning Administrator approved a request to operate an animal clinic, grooming, and animal kennel/day care facility in the former Petco tenant space on the corner of Newport/EI Camino Real. Tenant improvements to the site are currently in progress. • McDonalds Drive-Thru (2452 Bryan Avenue): In January 2016, the Zoning Administrator approved a request for McDonalds to remodel their existing single- lane drive-thru to a double-lane and to revise their hours of operation. Construction of the new drive-thru is now complete. • 17th Door Haunted House (2856 EI Camino Real): The establishment of a temporary haunted house within an existing tenant space at The Market Place was approved by the Zoning Administrator in June 2016. This is the same temporary haunted house which was in operation during 2015, and it is currently open once again, running from the end of September through early November. • Friends Cafe 17391 17th Street): On October 17, 2016, the Zoning Administrator approved a request to establish a new restaurant in the former Lampost Pizza tenant space within the French Quarter shopping center, and for the applicant to obtain a Type 41 ABC License in conjunction with the new restaurant. • Planet Fitness (2495 Park Avenue): On October 24, 2016, the Zoning Administrator will consider a request to establish a fitness center within an existing tenant space in The District. The space was formerly leased by DSW, and is anticipated to open as Planet Fitness in Spring 2017. Code Enforcement Updates • Graffiti: The chart below displays the number of graffiti incidents from the prior three (3) fiscal years, through the year-to-date. Attachment B to this report includes the locations of graffiti incidents from July 2016 through the present. The two (2) categories are industrial and commercial and are separated into high, medium, and low priority. Each year, Code Enforcement Officers conduct inspections based on the priority of a project. o Industrial NPDES Inspections: During the 2016-17 fiscal year, City staff is focusing on high and low priority inspections. They are aiming to complete 24 such inspections by the end of the fiscal year, and 10 inspections by the end of the 2016 calendar year. o Commercial NPDES Inspections: This year, City staff is focusing on high and low priority inspections. They are aiming to complete 27 inspections for the current fiscal year, and are anticipating completing 11 of those inspections by the end of the 2016 calendar year. The goal of the Water Quality Management Plan (WQMP) is to develop and implement practical programs and policies to minimize the effects of urbanization on site hydrology, urban runoff flow rates or velocities, and pollutant loads. Developers are required to submit a WQMP for any new development or significant redevelopment which increases the impervious surface of a developed site. The WQMP is required to include Best Management Practices (BMPs) for source control, pollution prevention, and/or structural treatment BMPs. o WQMP's: There are 129 properties that have a WQMP in place. Of those 129 properties, 18 are public projects. There are 12 WQMP's currently under review by staff. Staff anticipates completing approximately 30 inspections by the end of the 2016 — 17 fiscal year. Public Works Department Updates (Public Improvements) • Roadway Rehabilitation & Sidewalk Repair (CIP No. 70015): The fiscal year 2015-16 Roadway Rehabilitation and Sidewalk Repair ' Project is currently under construction with its anticipated completion to take place in November 2016. • Roadway Rehabilitation & Sidewalk Repair (CIP No. 70016): This project includes the removal and replacement of damaged curbs, gutters, and sidewalk, and replacement of non- conforming ADA access ramps adjacent to new asphalt improvements. Planning Commission Report Summary of Projects October 25, 2016 Page 14 limit to the north, Browning Avenue to the west, the 1-5 freeway to the south, and the city limit to the east. The fiscal year 2016-17 Roadway Rehabilitation and Sidewalk Repair Project is currently under design with its anticipated approval for the Plans and Specifications and Authorization to Advertise for Bids in April 2017. • Traffic Equipment Upgrades/ Replacements, (CIP No. 40080): Funds are being used for upgrading or replacing outdated traffic signal equipment including but not limited to the replacement of deteriorating internally Illuminated Street Name Sign (ISNS) panels at signalized intersections with work beginning the week of June 6, 2016, and completion scheduled for spring 2017. • Detention Basin Landscaping and Water Quality Installation at the Corner of Red Hill Avenue and Barranca Parkway (CIP No. 50038): This ecological park facility including a detention basin is partially funded by an OCTA Measure M2 Environmental Cleanup Program Tier 2 grant. Phase 1 construction of this park project has begun, and should be complete by Summer 2017. w,- o. :da vs arm . wro ............................................... Construction of Barranca Detention Basin •............................................... • Edinger Well Phase II Equipping Project (CIP No. 60165): The project is located near the intersection of Edinger Avenue and Newport Avenue, adjacent to the Residence Inn and Fairfield Inn & Suites. The Phase I Well Drilling Project was completed in August 2013 in conjunction with construction of the hotels. The Phase 11 Equipping Project is now complete, and consisted of constructing the wellhead, building, associated site facilities/equipment, and standby generator. The project was funded with 2011 Water Bond Funds. Planning Commission Report Summary of Projects October 25, 2016 Page 15 • Simon Ranch Reservoir, Booster Pump Station and Pipeline Replacement Project (CIP 60114): The project is located at the intersection of Valhalla Drive and Outlook Lane in North Tustin. The project will replace the existing buried, gunite lined, earthen reservoir with a new circular, pre-stressed concrete tank. The project will also replace the existing booster pump station and approximately 1,600 feet of pipeline feeding the new pump station and reservoir. The project is currently in the environmental phase with CEQA clearance anticipated in November 2016 with the final design phase to follow. Construction is anticipated to begin in summer 2017. The project is funded with 2013 Water Bond Funds. • Peters Canyon Wash Water Capture and Reuse Pipeline (CIP No. 50040): This is a joint project with the City of Irvine, City of Tustin, Caltrans, Orange County Flood Control, and Irvine Ranch Water District. The pipeline will capture and divert discharges of selenium laden groundwater via an underground pipeline to Orange County Sanitation District. The flows will be captured from two (2) locations in Tustin- Edinger Circular drain and Moffett Avenue. The project will be managed and maintained by IRWD and is being partially funded by a grant from SAWPA and OCTA. The project went to bid in March 2015, and E.J. Meyer was selected. E.J. Meyer has completed installing the pipeline and is currently installing the diversion structures at three locations. This project has been deemed completed, and has been turned over to IRWD to operate and maintain. IRWD is currently conducting testing before turning on the system full time. u a° 1 � s' ............................................ Planning Commission Report Summary of Projects October 25, 2016 Page 16 • Moffett Drive bridge construction over Peters Canyon Channel (CIP 70224): Design for the project has been completed, demo of the existing bridge has commenced, and construction of the new bridge is anticipated to start in the beginning of 2017. �r i r' .......................................... Demolition of Moffett Drive bridge :.........................................: • Moffett Drive (CIP No. 70224) and Park Avenue (CIP No. 70225): This project involved a roadway extension, storm drain construction, wet and dry utilities installation, sidewalk and street lights installation, and median landscaping on Moffett Drive from Park Avenue to Peters Canyon Channel, and Park Avenue from Moffett Drive to Victory Road. Planning Commission Report Summary of Projects October 25, 2016 Page 17 • Moffett Drive (CIP 70230), Legacy Road (CIP 70231), TUSD School Site (CIP 70234) and City Property (CIP 70235) Grading Project: Design engineering of Moffett Drive from Tustin Ranch Road to future Legacy Road, Legacy Road from Valencia Avenue to future Moffett Drive, and City Property adjacent to the TUSD school site are underway in conjunction with TUSD's design of their new 6 — 12 Legacy School project adjacent to Valencia Avenue, Tustin Ranch Road, and future Legacy Road. The grading contract has been awarded and work will commence at the end of October 2016. • Victory Road Extension (CIP 70221): Design engineering of this roadway extension from Red Hill Avenue to Armstrong Avenue has been completed. Construction is anticipated to begin in December 2016. • Tustin Ranch Road/Irvine Blvd. Intersection Widening: The intersection is being improved by The Irvine Company. Tustin Ranch Road is being widened north and south of the intersection to accommodate dual left turn lanes from northbound Tustin Ranch Road onto westbound Irvine Blvd. and from southbound Tustin Ranch Road onto eastbound Irvine Blvd. The three westbound lanes on Irvine Blvd. will continue through the intersection and then merge down to two lanes before Ranchwood Road with the removal of the pork chop island at the northwest corner and elimination of the "free-right" turn from southbound Tustin Ranch Road onto westbound Irvine Blvd. The project includes the associated traffic signal modifications. This project will improve traffic flow and also enhance safety by allowing last-minute pedestrians a refuge as they cross the intersection. This project was recently identified as a recommended project by OCTA's 2016 Comprehensive Transportation Funding Program's (CTFP) Regional Capacity Program (RCP) and will be partially funded by this grant. Construction is anticipated to commence for this project in summer 2017. • Main Street Improvement Project: The improvements on Main Street within Old Town are intended to create a more pedestrian and bicycle-friendly environment with traffic calming features and to create a strong entrance into Old Town with the inclusion of a gateway entry sign. This project also includes proposed improvements on EI Camino Real at various locations to facilitate outdoor gatherings and events. The project is currently in the environmental phase with final design to follow. Construction is anticipated to begin in summer 2017. This project is funded by a federal Bicycle Corridor Improvement Program (BCIP) grant, and the Community Development Block Grant (CDBG). • Wayfinding Signs for Parking in Old Town: An analysis is being carried out to determine better signage for public parking areas including additional wayfinding signs and more visible parking lot monument signs. O ld Town TUSTTN Ln Rk • Tustin Ranch Road and EI Camino Real: PUBLIC PARKING Using mitigation funds from The Irvine Company's Lower Peters Canyon Specific Plan (Irvine Planning Area 4 known today ' as West Irvine), improvements to the rl. westbound approach at the intersection will be designed and constructed including dual left-turns, dual thru lanes and an exclusive right-turn lane. The project proposes to modify the existing landscaped median and restripe the eastbound leg of the intersection to accommodate the second left-turn lane. This project was recently identified as a recommended project by OCTA's 2016 Comprehensive Transportation Funding Program's (CTFP) Regional Capacity Program (RCP), also known as Project O, and will be partially funded by this grant. Design to commence by the end of October 2016 with construction expected in early 2017. • Newport Avenue Modification at SR-55 Freeway Northbound Ramps/Del Amo Avenue to Add a Second Southbound Right-Turn Lane — This project is comprised of the design and construction of a second southbound right-turn lane on Newport Avenue at SR-55 Northbound (NB) Ramps/Del Amo Avenue. The project proposes to modify the curb return at the northwest corner of the intersection and the southbound roadway striping to accommodate a second right-turn lane. This project was recently identified as a recommended project by OCTA's Comprehensive Transportation Funding Program's (CTFP) Regional Capacity Program (RCP), also known as Project O, and will be partially funded by this grant. Design to commence by the end of October 2016, with construction expected in in the spring/summer of 2017. • OCSD Gisler Red Hill System Improvement: The Orange County Sanitation District has awarded a contract to Kiewit Construction West for their Gisler Red Hill System Improvements. This work includes new trunk sewer construction, manhole cone and cover replacements, and rehabilitation of existing sewer manholes, interceptors, and trunk lines all along Red Hill Avenue from Warner Avenue to Mitchell Avenue with additional work at the Newport Avenue-Mitchell Avenue intersection. The duration of work is anticipated to last 18 months to two years. Construction has begun as of June 2016 along the Tustin Legacy portion of Red Hill Avenue with the new trunk sewer. • Tustin Ranch Road Signal Synchronization Project: This project is a collaborative effort and lead by the City of Irvine and involves developing and implementing optimized signal synchronization timing improvements for 30 intersections (19 in Tustin) on Tustin Ranch RoadNon Karman Avenue from Pioneer Way (Tustin) to Campus Drive (Irvine). Signal improvements include replacing signal cabinets and controllers, installing conduit and new interconnect, upgrading the city's Traffic Operations Center with Centracs Advanced Transportation System and communications integration. This project was recently identified as a recommended project by OCTA's 2016 Comprehensive Transportation Funding Program's (CTFP) Regional Traffic Signal Synchronization Program (RTSSP), or Project P, and will be partially funded by this grant. The City of Irvine is currently developing the cooperative agreement and will be sending it to the City of Tustin after the current OCTA CTFP Call is closed. • Newport Avenue Signal Synchronization Project: This project is in its last stages with timing changes recently implemented to 12 signals along Newport Avenue between Old Irvine Boulevard and Sycamore Avenue. Caltrans in the past has not been a participant in synchronization projects but recently with a cooperative agreement between Caltrans and the city, the Caltrans controlled signal of the 1-5 Northbound Off-Ramp will be synchronized with the City's signals on EI Camino Real to the north and Mitchell Avenue to the south. This project will be going into the two-year Operations and Maintenance (O&M) phase shortly after the timing adjustments have been completed. • Seventeenth Street Signal Synchronization Project: As part of OCTA's Comprehensive Transportation Funding Program's (CTFP) Regional Traffic Signal Synchronization Program (RTSSP), or Project P, 2015 Call for Projects, this project involving six agencies has commenced in August 2016. The City is proposing to upgrade existing controllers at 3 intersections (includes Yorba Street South at Vandenberg Lane). The City is also proposing to install fiber optic cable in new and existing conduit and upgrade communication at all 3 intersections. • Local Transit Circulator Feasibility Study: The City of Tustin is conducting a study to determine the feasibility of a local transit circulating between major employment/retail centers with the City. This project was recently identified to be funded under OCTA's Comprehensive Transportation Funding Program (CTFP) Community Based Transit Circulators Program, or Project V. A Consultant Services Agreement has been recently executed and the study is anticipated to commence in December 2016. • Parking on Newport Avenue South of Sycamore Avenue: At the direction of the City Council, city staff evaluated options to increase on-street parking for residents living in multifamily residential housing along Walnut Avenue, between Newport and Red Hill Avenues. On October 4t", 2016, City Council authorized Newport Avenue south of Sycamore to be reduced to two (2) lanes in each direction to allow for head-in parking on both sides of the street.
