SUBJECT: MONUMENT SIGNS AT CITY ENTRIES
SUMMARY
Design for the Median Landscape Renovation project (CIP No. 10074) is currently underway. It
is proposed that as part of the project, the monument signs at some of the City entries be
removed and replaced. Design alternatives are now available for review and staff is seeking
input from the City Council and the Community.
RECOMMENDATION
That the City Council review the attached entry monument signage design concepts and provide
staff direction to further refine concepts for design and construction.
FISCAL IMPACT
The new monument signs are proposed to be used throughout the community. Phase 1 of the
Median Landscape Renovation project has a budget of $1,883,400 in Fiscal Year 2016-2017.
The street segments proposed to be completed during this phase all have existing entry
monuments.
CORRELATION TO THE STRATEGIC PLAN
The recommended actions contribute to the fulfillment of the City's Strategic Plan Goal B, Public
Safety and Protection of Assets.
DISCUSSION AND BACKGROUND
In 2015, Governor Brown prohibited the use of potable water on turf medians. The City has
complied with the prohibition, which has now become permanent. The City hired Nuvis
Landscape Architecture to prepare landscape and irrigation plans that include low water use
plants and an efficient drip irrigation system for the medians on Irvine Boulevard between SR55
and Newport Avenue, First Street between SR55 and Newport Avenue, and Newport Avenue
between Sycamore Avenue and Wass Street (just north of Old Irvine Boulevard).
As part of the design effort, multiple concepts have been created for the monument signs that
welcome drivers to Tustin. The new monuments at these locations could retain the wishing well
theme that is currently present or a new monument theme can be introduced. In either case,
staff has evaluated the use of uplighting to illuminate the new monuments at night as a visually
appealing point of entry into Tustin in the evening.
With a variety of concepts available, staff is seeking City Council direction on the future
monuments to ensure the best possible outcome. Colors and materials can easily be modified
based on feedback from the City Council to further define a preferred alternative.

Concepts are included as attachments to this report and will be presented by staff at the City
Council meeting on November 1, 2016.
Staff suggests the concepts be made available to the community for feedback via a survey on
the City's website. The survey can be made available to the public by November 15, 2016.
