TUSTIN AREA SENIOR CENTER NEEDS ASSESSMENT
SUMMARY
Authorization is requested to enter into a Consultant Services Agreement (CSA) with RJM Design
Group to conduct a program and facility needs assessment for the Tustin Area Senior Center.
RECOMMENDATION
It is recommended that the City Council:
1. Authorize staff to enter into a Consultant Services Agreement with RJM Design Group
for professional services in an amount not to exceed $67,964; and
2. Appropriate $18,000 from the unappropriated General Fund Reserves (Fund 100).
FISCAL IMPACT
Funds have been budgeted and appropriated for this project in the Fiscal Year 2016-2017 Parks
and Recreation Department Operating Budget in the amount of $50,000. An additional
appropriation from unappropriated General Fund Reserves (Fund 100) in the amount of $18,000 is
necessary to augment the current budget to cover the CSA amount.
CORRELATION TO THE STRATEGIC PLAN
This recommendation advances Strategy 6b of Goal A in the City of Tustin Strategic Plan regarding
Economic and Neighborhood Development in that it provides direction for future resources for
senior services to meet changing demographics and trends.
BACKGROUND
In conjunction with the Mayor's goals for 2016, staff prepared a Request for Proposals (RFP) for a
needs assessment for the Tustin Area Senior Center. The purpose of this project is to assess the
suitability of the existing programs and facilities to meet the current and future needs of Tustin's
senior population. The results of this needs assessment will provide the basis from which City
leaders and staff can develop a strategic plan of action.
Proposals were due September 12, 2016, and reviewed by the Parks and Recreation Department.
The RFP was mailed to eleven (11) qualified design firms in the Southern California area by both
U.S. Mail and email and one proposal was received from RJM Design Group. This proposal was
evaluated using a qualification based selection process with the following categories:
1. Approach and work plan to achieve specified city objectives.
2. Qualifications and experience of the Project Manager and other key individuals.
3. Results of reference checks.
4. Clarity of proposal.
5. Compliance with proposal requirements.
Past experience with this vendor has been satisfactory and reference checks were completed to
verify the quality of their services. City staff also met with the contractor to clarify the scope of work,
contract compliance, and to share the City's expectation for quality and performance. In addition,
staff conducted a survey of other cities and found the proposal is fair and equitable for the Scope
of Work, with prices ranging from $66,000 - $118,000 for similar needs assessments.
It is recommended that the City Council authorize staff to enter into a Consultant Services
Agreement with RJM Design Group for the Tustin Area Senior Needs Assessment in the amount of
$67,964.00.

We are grateful for the opportunity to present our approach and qualifications. We have prepared a scope of
work for the Tustin Area Senior Center Needs Assessment project that provides an efficient and effective process
to meet your needs. Our scope includes an existing conditions analysis, a thorough public input process, needs
assessment including a program and facility gap analysis, presentations, and concluding with the final approved
report. The Senior Center Needs Assessment Report will be the guiding tool for the future of senior facilities
and programs.
It is our understanding that the proposed study will have the following purpose, program, and direction:
Determine the needs for Senior Services.

b. Examine existing facility conditions.
c. Examine recreation program recommendations
The study includes the evaluation of demographics, needs, issues, and capacity for Senior Center programs
and facilities in the City of Tustin.
This study will be conducted over a 5 to 6 month period.

architectural design firm. Our mission is to assist communities in the planning and
design of recreation environments that enhance the quality of life for all. We believe
innovative planning and design is the physical expression of fundamentally sound

Feasibility Studies, Needs Assessments and Planning Documents are specialties
of RJM Design Group, Inc. We have conducted Senior Center Feasibility Studies
and Needs Assessments for many communities throughout Southern California, as
well as planned and designed Senior Centers, Community Centers, Parks, and Public
Gathering Places. We believe that at the heart of every successful community project
is an effective community involvement process.
Our goal is to facilitate a community involvement process that provides the necessary
tools for the City of Tustin to determine their Senior Center needs through a public
engagement and consensus building process. We offer experience in successful,
actionable public participation processes by facilitating a community consensus
process that results in defining community "wants", "needs" and "priorities". Our
past experience demonstrates our ability to engage the community, be responsive to
your goals and policies, identify current conditions and future trends, and ultimately
design aesthetic, sustainable and fiscally prudent solutions that speak to the larger
goal of creating community.
Our Senior Center Needs Assessment Services include a existing conditions analysis,
community surveys and workshops, program development, needs analysis, and
concept plans. We look forward to providing an easy to understand report with
results from the senior community outlining Tustin Area's Senior Center needs and
recommendations. We recommend the following scope of work:
PHASE A - PROJECT FAMILIARIZATION AND RESEARCH Q Weeks)
TASK Al: DOCUMENT REVIEW
Review all reference material and documents pertinent to this project, as provided by
the City. This includes but is not limited to the following: demographic and usage data,
population projections, existing plans, studies, reports, operating budget, program
information and participation, capital improvement plans and budget, demographic
information, housing and population data and other pertinent material.
TASK A2: SOCIO -DEMOGRAPHIC ANALYSIS AND PROJECTIONS
Understanding the recreation facility, program, and support services needs and
preferences of the senior and mature adult residents of the Tustin Area Senior Center
Service Area first depends upon an understanding of the population and its demographic
characteristics. Steps in this process involve a review and update of data regarding
the population base for the City of Tustin and Orange County (total and by age group)
as defined in the 2000 and 2010 Censuses and updates available through the American
Community Survey. Current year estimates of key variables can also be obtained from the
California Department of Finance. As available, detailed demographic data regarding such
variables as age, ethnicity, household size, employment status, and income characteristics
will be analyzed in order to develop an understanding of the City's senior and mature
residents by age group for use in the demand analysis. Special attention will be given to
any sub -groups of the population which show unusual trends of change.

PHASE B - BEST MANAGEMENT PRACTICE REVIEW (3 Weeks)
TASK B1: TRENDS ANALYSIS
Research trends information through resources such as CPRS, National and State Council on Aging, AARP, Public Health and
Human Service organizations to identify industry trends and issues related to senior adult programs and services. Specifically,
identify trends and best management practices in senior centers and senior services organizations including items such as
fund-raising, multi -generational programs, fee-for-service models, or use of satellite offices vs. a central location, and practices
suggested by the National Council on Aging. Pertinent findings in California Counts -Graying the Golden State 2000 and the
State Park and Recreation Department Needs Survey (2008) will be reviewed. The CPRS Action Plan and the CPRS Aging
Section Strategic Plan will be used as a reference.
TASK 132: BENCHMARK SURVEY COMPARISON
Gather data on available senior services and facilities from Orange County, Los Angeles County, and/or the City of Tustin
to benchmark current level of service within the service area. Three senior facilities will be considered and evaluated on
programming, staffing sizes, facility size, and annual budgets for senior centers serving a similar sized community.
The consultant's analysis will help to determine what levels the current facility meet in regards to the social, health, and
recreation needs of the senior citizens that use the facility currently and the capacity to meet future needs of this community
in a new facility.
PHASE C - COMMUNITY OUTREACH AND SURVEYS (6 Weeks)
The consultant has developed a Community Involvement process for Tustin including stakeholder interviews, focus groups,
and user questionnaire:
TASK Cl: COMMUNITY OUTREACH PLAN
Consultant shall meet with City Staff and identify a list of stakeholders to interview, as well as agree on the questionnaire and
format of the interviews.
TASK C2: STAKEHOLDER INTERVIEWS
Conduct individual interviews with selected stakeholders from public and private organizations that provide services and
facilities for seniors to gather information on current and future service needs, issues, long range plans, funding resources,
and capacity to meet future needs. Each interview will be scheduled for 1 hour during the course of 3 day. Twenty-four (24)
interviews are included in our base scope of work, additional interviews will be an optional service. The following list provides
suggested organizations to be considered for interviews: Mayor, City Council Members, City Manager, Senior Center Staff,
Senior Center Volunteers, Seniors, Senior Advisory Board Senior Advisory Commission, OCTA, Council on Aging, Office on
Aging, SeniorServ, Alzheimer's Association, St. Joseph Hospital, Talbert Medical Center, Concordia University, Irvine Valley
College Emeritus, One OC, Orange County Rescue Mission, Second Harvest Food Bank, SCAN Health Network, Tustin Police
Department, Orange County Public Health, Faith based / non-profit service provider.
TASK C3: STAFF FOCUS GROUP
Conduct a 2 -hour Focus Group. RJM shall facilitate a Strengths, Weaknesses, Opportunities and Threats (SWOT) Focus Group.
Staff Focus Group will provide input on community needs over the next 5-10 years.
TASK C4: TUSTIN SENIOR CENTER USER QUESTIONNAIRE
Soliciting the attitudes and desires of Tustin Senior Center users is an essential element in the process. This questionnaire
can achieve the objective of outreach to these users, providing valuable information regarding facility usage, program usage,
expectations, and satisfaction that is most important in an understanding of need. The Consultants will provide a questionnaire
form containing information relevant to the usage of the senior center. The Staff will be responsible for reproducing the
questionnaire form, distributing, and encouraging users to complete and return the questionnaires in a timely fashion. The
responses would then be tabulated and analyzed by the Consultant Team.

PHASE D - GAP ANALYSIS AND FACILITY NEEDS (4 Weeks)
TASK D1: ANALYSIS OF CURRENT USES
Analyze current uses by all users of existing facility. This will include types of programs and space needs for those programs.
Scheduling and efficiency of facility use will also be evaluated.
TASK D2: INVENTORY OF SERVICES
Complete an inventory of services for older adults in the service area of for the Tustin. This should include all programs and
other service providers in the area such as Orange County of, AARP, transportation services, other private, non-profit, and faith
based programs for older adults. This information will serve as a baseline for Needs Assessment.
TASK D3: EVALUATION OF PROGRAM/SERVICE OPPORTUNITIES
Based on the research and community input, analyze, and evaluate the current program and service offerings to identify how
to address the needs of the future. The analysis will discuss opportunities for the organization to work in collaboration with
other public and private agencies to deliver services and will include evaluation of the capacity and functionality of existing
facilities and current methods of operation to accommodate future needs of the senior population.
A complete inventory will be compiled of programs and services offered by the City of Tustin and by area providers in the
region within the last two years. This inventory will include current program offerings and uses of facilities and identify other
service providers that also meet the needs of the community to set the baseline for analysis.
If available, data that will be collected on programs will include: frequency, ages served, attendance and other pertinent details.
Based on the information gathered and identified in the needs assessment process, an evaluation will be performed of the
current program offerings in the context of City of Tustin goals that relate to area of population and identify service gaps or
unnecessary duplication.
TASK D4: EVALUATE CURRENT SENIOR CENTER FACILITIES
Conduct an on-site review of existing Senior Center to assess current facility. Provide an assessment of conditions of the
facility and prepare a list of any deferred maintenance or rehabilitation that may need to be performed to bring the facility to
a good state of repair or to meet Federal and state requirements. The inventory will be compared with other input to identify
underutilized facilities and the potential reasons for lack of use.
TASK DS: RECOMMENDATIONS FOR AN OPTIMAL FACILITY
The Consultant will identify a Portrait of an Optimal Facility. The gap analysis should arrive at a suggested range of options
that would well serve City of Tustin. These options would constitute what could be termed an Optimal Facility. (Note ... it may
be more than one facility.) Consultant will develop a tabular laundry list of critical, preferred, and optional features that the
Optimal Facility might have:
• Types of Services (Age ranges, fee basis, multi -generational, etc.)
• Staffing counts and budget, which affect building size and maintenance
• Operational Issues affecting building size (Partnerships, Contract Opportunities)
• Other issues of merit that define an Optimal Facility (ample parking, designated area for shuttles, private meeting
spaces, gym, commercial kitchen, access to the building with automated doors, storage room for large items such as chairs,
organized shelf storage, gift shop with storage, natural light, universal design, utility costs, connection and permitting issues,
proximity to transit, driving and transportation preferences of target market, etc.)
TASK D6: NEEDS ANALYSIS
In light of the current inventory of recreation facilities, programs and support services we will identify surpluses and
deficiencies (gaps) in the existing recreation facilities, programs, and support services to serve the population base as it exists
now and with projections into the future. The degree of need will be used as one criteria to help establish priorities.

TASK D7: ENGINEERING COST ESTIMATES AND AVAILABILITY REVIEW
Consultant will display a "deluxe'; "standard," and "economy" Optimal Facility to model. A preliminary opinion of probable
construction costs will be developed to accommodate those scenarios in either existing -building retrofit (retrofit of existing
Senior Center building and/or other commercial buildings) or build -from -new designs.
PHASE E - DELIVERABLES AND SERVICE CONSIDERATIONS (6 Weeks)
TASK E1: PROJECT KICK-OFF MEETING
Discuss project intent, scope, approach, issues, review, and schedule. Review request for existing documents (to be provided
by the Client) pertaining to the work, including existing base information such as:
• List of other senior program / facility providers in the area
• Potential list of opportunity sites for delivery of services
• Site plan and floor plans of existing senior facility
• List of staff and job descriptions
• List of potential "partner" organizations and / or stakeholder groups
TASK E2: DELIVERABLES/MEETINGS
A. Kick-off meeting with the City (see above task E1).
B. Phone Updates.
C. One (1) Meeting to review survey, community outreach methods, and target audiences with City prior to initiation of
outreach.
D. Collect and summarize senior center user questionnaires.
E. Gather information through stakeholder meetings and focus group.
*F. Meeting (1) with all full-time and select part-time staff that provide senior services, including Support Services team.
*G. One (1) joint meeting with Center volunteers, the Senior Advisory Board and the Community Services Commission.

H. Conduct confidential interviews with representatives.
*I. One (1) PowerPoint presentation on needs assessment methodology to the City of Tustin Community Services
Commission. (Combined with Task G)
J. Prepare Executive Summary/Public Presentation Package - 10 color copies, plus digital PDF including copy of senior
center user questionnaire.
K. One (1) PowerPoint presentation of the Executive Summary and Final Report to the Mayor and Tustin City Council.
Presentation to include information on the analysis and recommendations. Key staff shall be present at the meeting
to answer any general related questions. Changes requested by the Mayor and Council will be included in the final
written report.
L. Provide final draft of the Written Report with:
i. Results of assessment methods, processes, tools and interviews with seniors, staff, and community stakeholders;
ii. Demographics Review;
iii. Best Management Practice Review, Trends and Best Practices.
TASK E3: FINAL TUSTIN AREA SENIOR CENTER NEEDS ASSESSMENT
The final plan will be revised based on comments from Staff, the Senior Advisory Commission, and City Council. Submit four
(4) color copies of the completed Tustin Senior Center Needs Assessment along with the pdf file.

Project Summary
Identified in a series of public and senior workshops, the community of
Poway's vision is for a multi-use/multi-generational facility.
The new 36,000 square foot Mickey Cafagna Community and Senior Center
will be will be developed in connection with Phase One of the Poway
Community Park renovation. The center will meet the current and future
needs of residents and provide separate programming and office space
for the seniors. The new building would be located adjacent to existing
facilities, with a joint entrance area to share staffing.
Canyon Country Community/Senior Center Needs Assessment

Project Summary
The purpose of the Canyon Country Community/Senior Center Community
Engagement/Needs Assessment project was to identify and prioritize the type
of services and amenities desired by the community for a permanent facility in
Canyon Country. The process provided opportunities for public dialogue regarding
expectations, solutions, and vision for the center.
RJM gathered community input through a variety of methods to ensure that the
Community Engagement Project was as inclusive as possible. The Community
Engagement project utilized the following tools and identified the priority program
and facility needs: User Questionnaire, Web Questionnaire, (2) Stakeholder Focus
Groups, Staff Focus Group, and (2) Community Workshops.
To better define the types of facilities identified in the Community Engagement
process, a comparison was made of several existing community centers. The
Comparable Facility Area Analysis provides the basis of the diagrammatic floor
plan. A Preliminary Opinion of Probable Construction Cost was developed for the
Center based on the diagrammatic floor plan and relative room sizes, not including
site specific data. The preliminary project budget is $11.2 Million, not including
land costs or site specific data.

Santa Clarita Valley Senior Center Needs Assessment

Project Summary
The Senior Center Needs Assessment was a study of existing conditions of the Santa
Clarita Valley Senior Center and an assessment of the facilities that will be needed
to optimally accommodate future population growth in the region. The Needs
Assessment utilized a number of tools to identify needed and desirable facilities
for the Senior Center including a Senior Center User Questionnaire, Stakeholder
Interviews, Stakeholder Focus Group, a Comparison of Similar Facilities, an
identification of an Optimal Facility, and a Facilities Tour and Assessment. The
top priority needs identified in the Needs Assessment include a computer room,
exercise/fitness room, facility expansion, kitchen expansion/improvement and a
library.
In addition to the costs to renovate the existing facility to meet current building
and safety codes, the site's size limits its potential to adequately serve the growing
population. The study identified the optimal facility size, amenities, and costs for
development. The study indicated potential spatial relationships of a new Senior
Center facility and examined several potential sites and a schematic site design
layout, which can be used as a general template for further site specific analysis.
By utilizing the recommendations developed through the Needs Assessment, the
Santa Clarita Valley Senior Center will be able to continue to meet it's goal of being
the premier senior resource for the Santa Clarita Valley.
Laguna Woods Village Recreation Needs Assessment

Project Summary
Laguna Woods Village is an age -restricted community for active adults aged 55
and over. RJM Design Group conducted community-based planning effort to assess,
evaluate, update, and define the need for recreation facilities and programs for the
community. Laguna Woods Village offers programming and meal programs in (7)
clubhouses, a community center, golf course, equestrian facility, gardens, tennis
courts, and library.
As part of this planning effort, RJM Design Group services included:

The RJM Team pioneered the development of statistical techniques to develop measures of demand for many
types of facilities, indoor and outdoor. Our approach is designed to quantify demand for facilities that are
specific to residents of the City, today and in the future. This method has been proven to be both actionable
and defensible for the many agencies we have served.
A comparison of our program and facility needs method to other approaches demonstrates two important
and unique assumptions at the heart of our method. First, we believe that "I want" does not define community

needs. Thus, while skillfully facilitated workshops can derive essential information about community
expectations ("wants"), the inevitable result of the use of workshop results alone to assess needs is the
community wants "more" Even survey approaches that probe individuals to identify community needs
are only able to conclude that "more" programs or facilities are required to meet community expectations.
We stipulate to the assumption that communities and, in particular, stakeholders, will typically advocate
for more programs or facilities. We believe advising an agency that they need to deliver "more" programs
or facilities is simply insufficient information upon which to make decisions. In particular, we believe our
clients need to know how many, when, and where these programs and facilities should be planned to meet
current and forecast community needs.
The second important and unique assumption at the heart of our method is that an informed community
is a valuable resource in making decisions regarding needed facility or program priorities. We facilitate
opportunities for the community to be informed about what programs or facilities are needed as a basis for
them to discuss, consider, and agree on the priorities of needed programs or facilities. These community -
driven priorities are taken into consideration along with funding or partnership opportunities as well as
conclusions regarding core services to derive recommendations.
In order to determine the current and forecast needs for senior recreation facilities, programs, and support
services within the Tustin Area, it is first necessary to define the usage patterns of the senior residents.
Techniques described below will generate usage rates which are specific to the senior residents of the Tustin
Area. These rates will then be used to determine the needs that are unique to the Valley senior population.
The Consultant recommends a community -wide senior resident telephone survey as the most effective and
statistically reliable method to generate unbiased, detailed and accurate data regarding the true current
demand for senior recreation facilities, programs, and support services specific to the Tustin Area. All other
survey methods (mail surveys, on-site interviews, user questionnaires, focus groups, etc.) derive results that
may be biased or not statistically representative.
The ability of the community -wide survey to represent the current needs of Tustin Area senior residents is
the result of the design of a custom survey questionnaire. The subject areas of this survey will be developed
through conversations with Staff and/or community stakeholders. Questionnaire topics may include, but
are not limited to, selected demography and attitudes regarding senior recreation facilities, programs, and
support services. Profiles of users and non-users can also be developed and reasons for non-use explored.
Most importantly, respondents can be questioned regarding how frequently all senior members of their
household participate in recreation activities, programs, and support services.
For the telephone survey, we recommend completion of 200 questionnaires among a random sample of
Tustin Area households with a head 45 years or older, yielding an error margin of ± 7.1% at a 95% confidence
level, with a questionnaire length of approximately 10 minutes. This scope assumes that the language of the
survey will be English and that all interviews will be conducted on land lines.
The Consultant will prepare a written summary of the findings of the survey research. These findings will
include a detailed analysis of the results of each area of inquiry as well differences in attitudes or usage
patterns that are apparent when examined by distinct senior population groups that comprise the Valley.
The results of the telephone survey regarding the level of usage of senior recreation facilities, programs and
support services by the residents of the Tustin Area will be calculated and arrayed as a starting point in the
Demand and Needs analysis. Using a statistical analysis technique which the Consultants have developed for
similar studies done elsewhere, the usage rates will be converted into peak day demand estimates for each
of the types of activities, programs, and services. By applying design standards, which will be developed in
conjunction with the Staff, an estimate of the facilities required to satisfy the current and projected demand
will be determined.

The demand estimates described above will then be compared to the current inventory of senior facilities,
programs and support services to identify surpluses and deficiencies (gaps) in the existing facilities,
programs, and support services to serve the population base as it exists now and with projections into the
future. The degree of need will be used as one criteria to help establish priorities.
One of the primary advantages to this DNA (Defensible Needs Assessment) methodology for determining
need is that it provides a quantitative, unbiased evaluation of the surpluses and deficits in the senior facilities,
programs, and support services, both currently and in the future. Thereby, special interest group needs are
exhibited in the context of the needs of the broad range of senior and mature residents and consensus is
more readily obtained.
OPTION 2: INTERNET INTEGRATION/WEBSITE
We can develop a web -compatible, public information road map to be hot linked to the City's website and/
or RJM Design Group's "community" web page (at wwwrjmdesigngroup.com.) This public participation
tool will inform the public of the Plan project goals, objectives, and timeline, detailing the opportunities
for community participation in that process. This information can be updated to reflect project progress.
This tool can be complemented by informative press releases for the local newspaper as well as workshop
announcements/letters for distribution by the City to residents via mailers or postings in public facility
locations (created jointly by RJM and City Staff).
OPTION 3: FACILITY NEEDS CALCULATIONS
Determine needs related to increased use of the facility as a result of additional programing. Include analysis
of parking impacts and needs also as a result of increased use. Include both interior and exterior uses for
programing and public use. Evaluate efficiencies related to expanding current facility or constructing new
facility.
OPTION 4: MAINTENANCE & OPERATION EVALUATION & RECOMMENDATIONS
Prepare recommendations for maintenance and operations standards needed to meet the current and
future program and facility needs. A detailed report will identify current facility maintenance standards and
practices for communities of similar size, composition, and demographics as those of Tustin. This report will
include recommendations based on the senior facility needs, comparison with other local senior facilities,
and best professional practices. Prepare recommendations for policies, maintenance standards and levels
of service for the facility and program. Prepare a summary of key findings related to maintenance and
operations.
ADDITIONAL SERVICES
Professional services not specifically identified in the scope of work will be considered additional services
and may be performed at Client's request, reimbursable at consultant's standard hourly rates. Additional
services may include, but are not limited to:
