APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION
TO ADVERTISE FOR BIDS FOR THE ANNUAL MAJOR MAINTENANCE
PROJECT, FY 2003-2004 (CIP NO. 7001), AND ANNUAL SIDEWALK,
CURB AND GUTTER REPAIR PROJECT, FY 2003-2004
(PROJECT NO. 402-6235)
SUMMARY
The plans and specifications for the Annual Major Maintenance Project, FY 2003-2004 (CIP No. 7001
and Annual Sidewalk, Curb and Gutter Repair Project, FY 2003-2004 (Project No. 402-6235) have bee~
prepared and the project is now ready to be bid. The Annual Major Maintenance Project, and Annm
Sidewalk, Curb and Gutter Repair Project will again be bid as one project. Notices of Exemption haw
been recorded with the County of Orange for both projects since they are categorically exempt unde
CEQA requirements.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 03-118, approving the plans an,
specifications for the Annual Major Maintenance Project, FY 2003-2004 (CIP 7001), and Annu~
Sidewalk, Curb and Gutter Repair Project, FY 2003-2004 (Project No. 402-6235) and authorizing an~
directing the City Clerk to advertise for bids.
FISCAL IMPACT
The FY 2003-2004 Capital Improvement Project (ClP) budget provides the funding for all of th~
various components in the Annual Major Maintenance Project (ClP No. 7001), including desigr
construction and contract administration. The Public Works Department/Engineering Divisio~
Operating Budget provides the funding to cover all of the costs associated with the Annual Sidewal~
Curb and Gutter Repair Project (Project No. 402-6235). Both of these projects are part of the City'
on-going Maintenance of Effort (MOE) requirements to maintain eligibility for Measure M funding. Th,
total engineer's construction cost estimate for both projects is $560,000.00.
DISCUSSION
The Annual Major Maintenance Project and the Annual Sidewalk, Curb and Gutter Repair Project wi
again be bid as one project to simplify the contract administration process and to reduce duplicatio
of effort in coordination of the two projects. Combining the two projects will reduce disruption in th.
areas where both projects have construction impacts and facilitate contract administration efforts b
City staff during construction.

The FY 2003-2004 Annual Major Maintenance Project consists of asphalt concrete repair, asphal
concrete resurfacing, crack routing and sealing, and traffic striping and markings. This year's curren
phase of the street maintenance cycle is for streets within Zone 4 of the City's Pavemen
Maintenance System. Zone 4 is bounded by the Interstate 5 Freeway, Tustin Ranch Road, Edinge~
Avenue, and Newport Avenue. The Majority of streets in Zone 4 are in good condition with th~
exception of Branbury Place, Deerfield Avenue, Dartmouth Circle, and Cloverbrook Drive, which wil
be resurfaced. El Camino Real between Jamboree Road and Tustin Ranch Road, which has beer
deferred from previous projects due to funding constraints, will also be resurfaced as part of thi,~
year's maintenance program.
The FY 2003-2004 Annual Sidewalk, Curb and Gutter Repair Project consists of removal an(
replacement of sidewalk, curb and gutter, and drive aprons to correct tripping hazards a
approximately 110 locations throughout the City. The Engineering Division has conducted a survey an(
evaluated locations where tree mots are causing sidewalk damage. Some of these trees will be remove(
with the FY 2003-2004 project. These trees will be replaced either in kind or with a species more suitabl(
to the parkway area. The City's Tree Maintenance contractor will perform the tree removals an(
replacements. The Annual Sidewalk, Curb and Gutter Repair project for FY 2003-2004 will fund the tre(
removals and replacements.
The other major function of the Annual Sidewalk, Curb and Gutter Repair project is to provide a mean,,
for addressing improvements throughout the City to comply with the ADA. These locations are typical~
requested by citizens and/or are identified by City staff to provide for completion of missing segments o
sidewalk and curb ramps to improve disabled/pedestrian access.
Since both the Annual Major Maintenance Project FY 2003-2004 (CIP No. 7001) and the Annua
Sidewalk and Curb & Gutter Repair Project FY 2003-2004 (Project No. 402-6235) involve the
replacement and repair of existing facilities with minor modifications, they are categorically exempt unde
CEQA requirements. Notices of Exemption for both projects have been recorded with the County 0
Orange.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE ANNUAL
MAJOR MAINTENANCE PROJECT, FY 2003-2004 (CIP NO. 7001), AND
ANNUAL SIDEWALK, CURB AND GUTTER REPAIR PROJECT, FY 2003-2004
(PROJECT NO. 402-6235), AND AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin California to
contract for the construction of the Annual Major Maintenance Project, FY 2003-2004
(CIP No. 7001), and the Annual Sidewalk, Curb and Gutter Repair Project, FY 2003-
2004 (Project No. 402-6235); and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, these projects are categorically exempt from the requirements of the
California Environmental Quality Act; Class I: Existing Facilities;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer are hereby approved as the plans and specifications for:
Annual Major Maintenance Project, FY 2003-2004 (CIP No. 7001), and
Annual Sidewalk, Curb and Gutter Repair Project, FY 2003-2004 (Project
No. 402-6235)
BE IT FURTHER RESOLVED that the City Clerk is herby authorized and
directed to advertise as required by law for the receipt of sealed bids or proposals for
the performance of the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 20th day of October 2003.
