THE CITY HALL OF TUSTIN ON MONDAY EVENING AT 7:30 P.M. MAY 3, 1948.
PRESENT WERE: COUNCILMEN: CHARLETON, MILLER, HUMESTON, FORNEY & BACON.
ABSENT WERE: COUNCILMEN: NONE.
CITY ATTORNEY C. ARTHUR NISSON JR. WAS PRESENT AND
J.L. MCBRIDE, CITY ENGINEER, WAS ALSO PRESENT.
MINUTES THE MINUTES OF THE MEETING OF APRIL 20TH WERE ADOPTED
ADOPTED AFTER MINOR CORRECTIONS WERE MADE.
STREET ENGINEER MCBRIDE WAS ASSIGNED TIME TO GIVE A REPORT
REPAIRS ON THE SURVEY OF 2ND AND 3RD STREETS WHICH HE IS
ARRANGING FOR IMPROVEMENT. HIS REPORT SHOWED THAT
THE IMPROVEMENT COULD BE MADE ACCORDING TO THE FORMER
ESTIMATE AND COULD BE MADE WITH THE GAS TAX MONEY
THAT WILL BE ON HAND IN TIME TO MAKE THE IMPROVEMENT
FROM MONEY DESIGNATED TO THE MAJOR STREETS IMPROVE-
MENT FUND. THE IMPROVEMENT OF CALIFORNIA STREET
HE STATED WOULD HAVE TO BE MADE BY THE CITIES GENERAL
FUND. THE COST WAS ESTIMATED TO BE AROUND $500.00.
MCBRIDE'S REPORT COVERED DETAILS OF THE PROJECT
STATEMENT COVERED IN RESOLUTION #205 WHICH WAS ADOPTED
AT THE LAST'MEETING.
RESOLUTION THIS RESOLUTION NAMING C. ARTHUR NISSON JR. CITY.
209 ADOPTED ATTORNEY FOR TUSTIN AND SETTING THE SALARY AT $80.00
PER MONTH WAS ADOPTED ON THE MOTION OF COUNCILMAN
HUMESTON AND THE 2ND BY COUNCILMAN MILLER. MOTION
CARRIED.
CORRES- A LETTER WAS RECEIVED FROM MRS. DON SQUIRES, PRESI-
PONDENCE DENT OF THE TUSTIN ELEMENTARY P.T.A., OUTLINING A
PROGRAM FOR A JOINT RECREATION FOR THE ELEMENTARY
AND HIGH SCHOOL DISTRICT TO BE HELD FROM JULY 5, 1948
TO AUGUST 15, 1948, ASKING THE COUNCIL TO CONTRIBUTE
TO THIS CAUSE. THE AMOUNT NEEDED SEEMED TO BE BE-
TWEEN $500.00 AND $600.00 OF WHICH THE ELEMENTARY
P.T.A. IS DONATING $100.00. COUNCILMAN FORNEY MOVED
THAT THE CITY FURNISH $50.00 TO THIS CAUSE. COUNCIL-
MAN BACON SECOND THE MOTION. MOTION CARRIED.
A LETTER TO EX-MAYOR KIDD, FROM THE CHAIRMAN OF THE
BOARD OF SUPERVISORS, WILLARD SMITH, STATING THAT HE
WISHED A REPRESENTATIVE FROM THE CITY OF TUSTIN AT A
MEETING TO BE HELD IN THE SUPERVISORS OFFICE MAY 7TH
AT 2:00 P.M., TO DISCUSS WITH THE CITY OFFICIALS A
PROGRAM OUTLINED BY THE GOVERNOR OF THE STATE TO
PERFECT AN ORGANIZATION WITH THE CITIES AND COUNTY
AUTHORITIES FOR A STATE DISASTRE COUNCIL.
COMMISSIONER'S THE COMMISSIONERS FOR THE COUNCIL WERE NAMED BY MAYOR
NAMES CHARLETON. COUNCILNAN HUMESTON WAS NAMED TO THE
STREET COMMISSION AND PUBLICITY CHAIRMAN. COUNCIL-
MAN FORNEY WAS NAMED CHAIRMAN OF THE FINANCE COMMITTEE
AND TO BE CO-CHAIRMAN OF THE POLICE AND FIRE COMMISSION.
COUNCILMAN BACON WAS NAMED CHAIRMAN TO THE CHIEF AND
FIRE COMMISSION. COUNCILMAN MILLER WAS NAMED CHAIR-
MAN TO THE UTILITIES COMMISSION AND CO-CHAIRMAN TO
THE STREET COMMISSION.
TIME THE MATTER OF LIMITED PARKING WAS PROPOSED TO
PARKING LIMIT PARKING ON EAST MAIN TO THE ALLEY, WEST MAIN
STREET TOTHE ALLEY, AND NORTH D STREET, ALSO TO
THE ALLEY, TO RESTRICT THIS DISTRICT TO BE A ONE
HOUR PARKING TIME WITH SOME STALLS DESIGNATED TO
BE A 20 MINUTE PARKING TIME. COUNCILMAN HUMESTON
MOVED TO HAVE THE CITY ATTORNEY ARRANGE SUCH IN
AN ORDINANCE. COUNCILMAN BACON SECOND THE MOTION.
MOTION CARRIED WITH THE UNDERSTANDING THAT AN
ORDINANCE BE DRAWN TO MAKE THE MATTER LAWFUL. IT
WAS AGREED THAT IT WAS NOT TO BE SET INTO MOTION
AT THIS TIME.
RESOLUTION RESOLUTION 210, A RESOLUTION CONCERNING WEEDS AND
210 ADOPTED RUBBISH ON LOTS, WAS ADOPTED ON THE MOTION OF
COUNCILMAN BACON AND COUNCILMAN HUMESTON SECOND
THE MOTION. MOTION CARRIED.
BILLS COUNCILMAN MILLER MOVED TO PAY THE BILLS.
COUNCILMAN FORNEY SECOND THE MOTION. MOTION
CARRIED.
