Resolution No. 81-28 supporting Assembly Bill 591
DIS~JSSION
Current state law provides that the State Building Standards
Co~,tssion ~,~t adopt a plumbing code that is consistant with the
Uniform Plumbins Code as adopted by the International Association of
Plumbing and Mechnical Officials (IAPMO). Assembly Bill 591, as
introduced, would change the law to the effect that the Plumbing Code
of the International Conference of Building Officials (ICBO) would be
the standard in lieu of the IAPMO code.
Assembly Bill 591 has the endorsement of the Legilative Com~ittee of
the Building industr~ Association of Southern California.
As requested, enclosed is a sampling of comparisons between the two
codes.

It is reco_~nded that in light of the advantages of the ICBO Code,
(i.e., provi_~ons that lower construction costs without adverse
consequences) that City Council show ~lpport for Assembly Bill 591 by
the adoption of Resolution No. 81-26.

~{ERE~S, the International Conference of Building Officials, a
California non-profit corporation ~hose voting membership consists
solely of local and state governmental jumistiction, has published the
ICBO Plumbing Code, and
Wt{EREAS, the IC~ Plumbing Cc~e is co~tible vrith the Uniform
Building Code and other state and locally-adopted codes used tb~ough(~lt
the State of C~%lifornia, and
WHEREAS, the ICHO Plumbing Code permits the use of a wide range of
ne~ products, m~tertals, smd systems responsive to the quest for
affordable ho,rasing ~nd the rapid changes in the state of the ~rt of the
construction industry without compromising minimum health ~nd s~fety
standards, and
'~EREAS, Legislation facilitating the use of the ICBO Plumbing Code
for housing will enable local government to realize substantial
economies through ~ine utilization of ICBO's support services, which
include correlauion of codes, research, and education, and resultant
~vings in ~es ~nd z~avel and meeting expenses, and
%~{EREAS, nhe current State Housing Law inhibits local governn~nt
frogs utilizing ~iue ICBO Plumbing Code and the advantages that it

Tustin does her~_bVj support the IC~ Plumbing Code and Assembly Bill 591
of 1981 which pro~-ides for its, statutory adoption in the State of
C~llfornia Housing Law,
BE IT FURT~ RESOLVED that the City Clerk be directed to provide
copy of this executed Resolution to Assemblyman James Costa, the League
of C~liforni~ Cities, and the County Supervisors Association of
C~%lifornia.
PASSED A~ ADOPTED at the regular meeting of the City Council held
