White, Director of Community Services CALIFORNIA PARKLANDS ACT OF 1980 (PROPOSITION 1) As Council is aware, Proposition I passed in November, resulting in approximately $150,000. being allocated to the City of Tustin for future park projects. The State Department of Parks and Recreation has recently notified Orange County cities that somehow we all missed the March 16 application deadline for 1981/82 funding. This does not mean we have lost the money as there are five years from appropriation in which to spend the amount. The Orange County Division, League of Cities, is willing to attempt to amend the state budget bill in order to include any Orange County projects that desire immediate funding. Should the Council wish to do this, we would have to decide on a project immediately, lobby the League to carry amending legislation for us, and rush through a grant application. It is my recommendation, however, that we do not apply at this time. The grant application requires definite specifics as to ~ite and project. Since we have no Master Plan of Parks at present, we do not have a definite project on the "drawing board," ready to go. I don't feel Council or staff has enough information at presenc to make a ~ecision on this project. My recommendation is to wait and apply this September far 1982/83 funding. I anticipate we will be utilizing the $150,000. to partiaiiy fund some sort of recreation center. Should this be approved by Council in the Capital Improvements Budget, we would require at least one year's lead time in order to accomplish preliminary tasks such as community input meeting, determining the scope of the project, and design work. Therefore, I do not believe it is to our advantage to rush through an application. Receiving funds in the 1982/83 budget is appropriate for our purposes at present. Once funds are received, the City will still have three years to spend the money. RECOMMENDATION To apply for California Parklands Act of 1980 funding in September of this year with the intention of receiving the funds in the 1982/83 budget. RAW:ss
