White, Director of Community Services RESO/UIION APPRO¥ING IHE APPLICAIION FOR GRANI FUNDS UNOER IH[ ROBERTI-ZIBERG URBAN OPEN SPACE AND RECREATION PROGRAM Subject Resolution is attached for Council approval and is the same basic Resolution as Council has approved in previous years. This is the fifth year of funding under the Roberti-Z'Berg Urban Open Space and Recreation Program, and the City of Tustin is eligible for $8407.00 under the Block Grant Program. Although the grant guidelines specify that the City has up to three years in which to spend the money from the time it's received, the application must be sent to Sacramento before the end of April in order to meet the deadline. There are capital impre~e~ents projected for fiscal year 81/82 which could be covered in part by tnese ~u~ds. It is staff's recommendation that these Block Grant Fun~s be used for additional improvements to Peppertree Park including installation of a fitness-trail course and additional play apparatus. A second alternativ~ would be ts ~iiize the funds for improvements to Centennial Park, including upgrade of zhe west sandpit play area, installation of sand volleyball court, an~ installation o~ a fitness-trail course. Both of these projects approximaze parameter~ ~f zhe Roberti-Z'Berg funding this year, both would substantially benefit ?e csm~unity, and both meet State guidelines. RAW:ss Attachment: Resolution for Approval 1 4 5 6 8 9 10 11 12 14 15 16 17 18 19 2O 21 22 24 25 26 27 28 29 ~0 51 RESOLUTION NO. 81-37 A RESOLUTION OF THE CITY COUNC[t OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE APPLICATION FOR GRANT FUNDS UNDER THE ROBERTI-Z'B£RG URBAN OPEN-SPACE AND RECREATION PROGRAM WHEREAS, the legislature of the State of California has enacted the Roberti-Z'Berg Urban Open-Space and Recreation Program, which provides funds to certain political subdivisions of the State of California for acquiring lands and for developing facilities to meet urban recreation needs; and WHEREAS, the State Department of Parks and Recreation has been delegated the responsibility for the administration of the program, setting up necessary procedures governing applications to the state; and WHEREAS, said applications contain a certification that the applicant will comply with all federal, state, and local enrivonmental, public health, relocation, affirmative action, and clearinghouse requirements and all other appropriate codes, laws and regulations prior to the expenditure of the grant funds; and WHEREAS, the project applied for under this program must be of a high priority and satisfy the most urgent park and recreation needs with emphasis on unmet needs in the most heavily populated areas; NOW, THEREFORE, BE IT RESOLVED that the City Council hereby; Approves =he filing of an application for funding under the Roberti- Z'Berg Ur'3aq Open-Space and Recreation Program; and Certifies =ha= said agency understands the general provisions of the agreement: and Certifies =~at said agency has or will have sufffcient funds to operate arid maintain the project funded under this program; and Certifies =rs= said agency has or will have available prior to commenceTe~= of any work on the project included in this application matching money from a nonstate source; and 5. Rourke, City Attorney as legal council for said agency with authorization to sign the certification on page i of application.
