OF THE CITY COUNCIL OF TUSTIN, HELD IN THE CITY HALL OF TUSTIN, TUES-
DAY EVENING AT 7:00 O'CLOCK, APRIL 20, 1948.
PRESENT WERE: COUNCILMEN: KIDD, FORNEY, HUMESTON, CHARLETON,
AND BACON.
ABSENT WERE: COUNCILMEN: NONE
CITY ATTORNEY C. ARTHUR NISSON, JR. WAS PRESENT,
ALSO CITY ENGINEER J. L. MCBRIDE.
THE MINUTES OF THE MEETING OF APRIL 19TH WERE
READ AND ADOPTED ON THE ORDER OF THE MAYOR.
THE MAYOR THEN ASKED FOR ANY BUSINESS TO COME
BEFORE THE MEETING.
RESOLUTION RESOLUTION # 203 DECLARING THE RESULTS OF THE
203 ADOPTED ELECTION WAS READ AND COUNCILMAN CHARLETON MOVED
TO ADOPT THIS RESOLUTION. COUNCILMAN BACON SECOND
THE MOTION AND IT CARRIED UNANIMOUSLY.
RESOLUTION RESOLUTION #204 APPOINTING IDUS H. HARPER AS
204 ADOPTED CITY TREASURER WAS READ AND COUNCILMAN FORNEY
MOVED TO ADOPT THIS RESOLUTION. COUNCILMAN
HUMESTON SECOND THE MOTION AND IT CARRIED.
RESOLUTION ENGINEER MCBRIDE EXPLAINED MEMORANDUM AGREEMENT
205 ADOPTED FOR EXPENDITURE ON THE GAS TAX FOR MAJOR STREET
WITHIN THE CITY. COUNCILMAN FORNEY MOVED TO ADOPT
THE RESOLUTION. COUNCILMAN BACON SECOND THE MOTION
AND IT CARRIED.
STREET REPAIR ENGINEER MCBRIDE EXPLAINED THERE WOULD BE IN THE
NEIGHBORHOOD OF $4500.00 FOR MAJOR STREET REPAIR
WITHIN THE CITY ON THE GAS TAX. COUNCILMAN FORNEY
MOVED THAT THE CITY ATTORNEY DRAW RESOLUTION TO
DECLARE AS MAJOR CITY STREETS, SECOND STREET FROM
PACIFIC TO B AND FROM C TO D. THIRD STREET FROM
MYRTLE TO B, AND C STREET FROM FIRST TO SIXTH.
COUNCILMAN HUMESTON SECOND THE MOTION. CARRIED.
PROJECT COUNCILMAN HUMESTON MOVED TO AUTHORIZE MCBRIDE TO
STATEMENT MAKE PROJECT STATEMENTS AND TO HAVE THE CITY CLERK
SIGN THE SAME. THE MOTION WAS 2ND AND WAS
UNANIMOUSLY CARRIED.
STREET ENGINEER MCBRIDE ALSO EXPLAINED METHOD IN BILLING
SWEEPING THE HIGHWAY FOR STREET SWEEPING DONE BY THE CITY
AND TO ASSIST THE STREET SUPERINTENDENT IN GETTING
THE WORK DONE ON PROPER FORMS FOR FILING WITH THE
HIGHWAY DEPARTMENT.
FIRES OUTSIDE FIRE CHIEF, JEROME C. KIDD, DISCUSSED WITH THE
CITY DISCUSSED COUNCIL THE FEASIBILITY OF THE FIRE DEPARTMENT
GOING OUTSIDE THE CITY TO FIGHT FIRES. THERE WAS
NO DEFINITE DECISION COME TO IN THIS MATTER.
ELECTION THE COUNCIL THEN PROCEEDED TO CANVAS THE VOTES CAST
AT THE MUNICIPAL ELECTION HELD TUESDAY, APRIL
13, 1948, TO ELECT THREE (3) COUNCILMEN FOR A
TERM OF FOUR (4) YEARS, WITH THE FOLLOWING RE-
SULTS. DAVID M. FORNEY 104 VOTES, WM. I. MILLER
95 VOTES, AND FRANK E. BACON 85 VOTES. THE CITY
CLERK WAS FOR THE TERM OF FOUR (4) YEARS. CHAS.
E. MORRIS RECEIVED 105 VOTES FOR THE CITY CLERK.
OATH OF OFFICERS FOR THE ENSUING TERMS WERE GIVEN THE OATH
OFFICE OF OFFICE. ATTORNEY NISSON ADMINISTERED THE OATH
TO CITY CLERK, CHAS. E. MORRIS AND THE CLERK THEN
PROCEEDED TO ADMINISTER THE OATH TO COUNCILMEN
FORNEY, MILLER, AND BACON.
CHARLETON EX-MAYOR, JEROME C. KIDD, TEMPORARILY RESUMED THE
MAYOR CHAIR AND NOMINATIONS FOR CHAIRMAN OF THE BOARD WAS
OPEN. COUNCILMAN CHARLETON NOMINATED COUNCILMAN
HUMESTON TO BE MAYOR. COUNCILMAN HUMESTON REFUSED
THE NOMINATION AND PLACED COUNCILMAN CHARLETON'S
NAME BEFORE THE COUNCIL FOR MAYOR. THE NEW
WM. I. MILLER PLACED DAVID M. FORNEY'S NAME ON THE
NOMINATION LIST AND AFTER A DISCUSSION COUNCILMAN
FORNEY MOVED TO CLOSE THE NOMINATION. COUNCILMAN
BACON SECOND THE MOTION, AND TO INSTRUCT THE CITY
CLERK TO CAST A UNANIMOUS BALLOT FOR COUNCILMAN
CHARLETON FOR MAYOR.
RESOLUTION RESOLUTION 206 WAS READ AND ADOPTED NAMING A SALARY
206 ADOPTED OF $225.00 FOR CHIEF OF POLICE AND $25.00 FOR STREET
SUPERINTENDENT. COUNCILMAN BACON MOVED TO ADOPT THE
RESOLUTION. COUNCILMAN FORNEY SECOND THE NOTION.
MOTION CARRIED.
RESOLUTION RESOLUTION 207 WAS ADOPTED NAMING THE SALARY FOR THE
207 ADOPTED CITY JUDGE AT $100.00 A MONTH. COUNCILMAN BACON
MOVED TO ADOPT THERESOLUTION. COUNCILMAN FORNEY
SECOND THE MOTION. MOTION CARRIED.
RESOLUTION RESOLUTION 208 ADOPTED SETTING THE SALARY ON THE GAR-
208 ADOPTED BAGE AND TRASH COLLECTORS AND PATROLMAN. CHANGES
WERE MADE AS FOLLOWS:
O.C. PHILLIPS FROM $165.00 to $175.00
Geo. H. SPICER FROM $150.00 to $160.00
RAY E. STATES FROM $200.00 to $210.00
COUNCILMAN HUMESTON MOVED THAT THE SALARY RAISE TAKE
EFFECT MAY 1, 1948. COUNCILMAN MILLER SECOND THE
MOTION. MOTION CARRIED.
CHANGE BUS STREET COMMISSIONER HUMESTON, REPORTED THAT THE STREET
STOP SUPERINTENDENT AND HE HAD DECIDED TO HAVE THE BUS
STOP CHANGED ACROSS THE STREET IN FRONT OF COX'
GROCERY FROM THE PRESENT LOCATION IN FRONT OF THE
DRUG-STORE.
TRAILER A DISCUSSION WAS UP ON THE USES OF TRAILER COURTS RE-
COURTS PORTED TO BE OPERATED IN TUSTIN OUTSIDE OF REGULAR
TRAILER COURTS AND THE CHIEF OF POLICE WAS INSTRUCTED
TO NOTIFY THE VIOLATORS THAT THEY MUST CORRECT THIS
CONDITION AND A TENTATIVE DATE OF MAY 15, 1948 WAS
SET. THE CHIEF OF POLICE WAS INSTRUCTED TO COOPERATE
WITH THE HEALTH DEPARTMENT IN BRINGING THIS INTO
EFFECT. COUNCILMAN BACON MOVED TO HAVE THIS DONE.
COUNCILMIN MILLER SECOND THE MOTION. MOTION CARRIED.
BILLS COUNCILMAN FORNEY MOVED TO PAY THE FOLLOWING BILLS.
COUNCILMAN MILLER SECOND THE MOTION. MOTION CARRIED.
