Reid, Building Official Resolution No. 81-26 supporting AB 591 BACKGRDUNDANDDISCUSSION Assemblyman, James Costa, Fresno, has introduced Assembly Bill 591 whichwill, when it becomes law, adopt the ICBOPlumbing Code. For eight years the International Conference of Building Officials, ICBO, Board of Directors (all building officials of various cities), have urged the International Association of Pl~nbing and Mechanical Officials, IAPS.~), Board of Directors (all plumbing and mechanical inspectors, who are supervised by the building officials in their respective cities), to change their ByLaws. This change was urged to eliminate the influence of manufacturers and pl~w,bing contractors over code development. In addition, code changes specificially opposed or supported by the ICBOmembership were defeated by the IAl%{Omembership, thus creating conflicts with the Building Code. The membership, ICBO, at the Annu~l Education and Code Development Conference, 1977, directed the ICBO staff, to prepare a Plumbing Cede . This code was approved by the ICBOmembership at the 1978 conference and first published in 1979. This action wzs taken due to the repeated frustrating, negotiations with the IAP~D. N-ny jurisdictions outside California have adopted the ICBO Plumbing Code. The State of California by law, m, ny years ago, adopted the IAP~O PlumbingCode, thus each California jurisdiction ~nst adopt the IAt~Oplumbing code. It is intended to change the health and safety cede to adopt the ICBOPlumbingCode. The ICBO Pl~hing Code is essentially the same as the National Plumbing Code utilized by most jurisdictions in the midwest and east. Thus, the ICBO PlumbingCode is comparable with the Plumbing Code enforced in most of the r~mmin 35%of the country, (ICBOCodes are adopted by 65%of the country). In the past, I have used the National Plumbing Code. Initially, I did not like the difference from the IAP~DPlumbingCode but after a few days I found it to be better. After resolving Plumbing Code interpretations with contractors utilizing the IAI~O Plumbing Code, I, privately, determined how the interpretation would be if the ICBO Plumbing Code were to be adopted. I found the ICBOPlumbingCodebetter. Staff report Resolution No. 81-26 Page -2- A resolution was adopted by the California Building Officials (with one vote in opposition) to support the passage of AB 591. The building officials expressed regret, including those building officials who were once plumbing inspectors and were prominent in IAi~O Code development and support. RECO~9~NDATION It is with a deep feeling of frustration and sincere disappointment that I recomnend to the Honorable ~a¥or and Council, the adoption of Resolution No. 81-26 to support AB 591. This emotion is shared by all b~lilding officials as we would ~uch rather continue our support of IAPMO. We csn no longer support IAl~Oand continue to advocate the greatest amount of he~lthand life safety at the least cost of a building construction. Building Official GF~/hn 1 3 4 5 6 ? 8 9 10 1! 12 13 14 15 16 18 19 20 21 22 23' 24 25 26 28 29 30 31 32 RESOLUTION NO. 81-9.8 A RESOLUTION OF THE CITY COUNCIL OF ~ CITY OF TUSTIN, SUPPORTING AB-591, ADOPTION BY THE STATE OF CALIFORNIA OF OF THE ICBO PLUMBIN3 (/)DE WHEREAS, the International Conference of Building Officials (ICBO) has recently published a plumbing code; and WHEREAS, the provisions of this code are most compgtible with the Uniform Building Code, Mechanical Code, and other model codes; and WHEREAS, this code contains provisions utilizing less costly building m~terials and installation practices; and WHEREAS, these less costly materials do not effect life, safety and sanitation; and WHEREAS, this City of Tustin is a member of this highly respected code promulgating body; N(~¥, THEREFORE, BE IT RESOLVED that the City of Tustin supports AB 591, authored by the Honorable James Costa, which provides for the adoption of the ICBO Plumbing Code. By this action the council orders the City Clerk to distribute copies of this resolution to Assembly~n Costa, County Supervisors Association of California, and the League of California Cities.
