SUBJECT: RECLASSIFICATION OF ROUTE 55 (COSTA MESA/NEWPORT FREEWAY)
IN ORANGE COUNTY
The Orange County Transportation Commission (O.C.T.C.) is requesting Tustin's
concurrence with the reclassification of Route 55 from the Federal-Aid Urban System
to the Federal-Aid Primary System by adoption of the attached resolution by the City
Council.
Assembly Bill 663, enacted in 1979, requires Caltrans to take the necessary action to
remove Route 55 from the Federal-Aid Urban (FAU) System and place it in the
Federal-Aid Primary (FAP) System.
The procedure to reclassify this route involves Caltrans, the Orange County
Transportation Commission, affected local governments, and SCAG. The final decision
to reclassify this route will be made by the Federal Highway Administration. The
Oran§e County Transportation Commission is coordinating the necessary activities in
Orange County.
As part of the procedure for the federal system changes, OCTC, Orange County and the
affected cities must provide resolutions or letters of concurrence with the changes
from FAU to FAP. 'The other affected cities for Route 55 are;
Anaheim, Costa Mesa, Irvine, Newport Beach, Orange and Santa Ana.
The reclassification of Route 55 was originally included in AB 663 at the request of
the Orange County Transportation Commission. The reasons for the Commission's
support for the changes are as follows:
a)
The nature of travel on Route 55 exhibits characteristics more
closely related to the Federal-Aid Primary system than the
Federal-Aid Urban system. That is, this route serves as an
extension of the Federal-Aid Primary State Route 91 (Riverside
Freeway).
b)
The Federal-Aid Urban system in Orange County is characterized
by principal arterials which are not fully controlled access
facilities (freeways). It is inappropriate to include in the
Orange County FAU system major state highways that are
constructed to freeway standards.

The likelihood of funding for improvements to Route 55 would
be significantly enhanced if this route was reclassified as
FAP. FAP routes are eligible for both federal funds and state
cash in the State Transportation Improvement Program. In
terms of statewide priorties, it is very difficult to receive
state funding for projects on FAU routes. On the other hand,
state funds are used interchangeabl~ with federal funds for
improvements to FAP routes.
RECOMMENDATION:
That the Tustin City Council, at its meeting of March 16, 1981, adopt the attached
resolution requesting that State Route 55 be designated in the Federal-Aid Primary
System.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, REQUESTING
THAT STATE ROUTE 55 BE DESIGNATED IN THE
FEDERAL-AID PRIMARY SYSTEM
WHEREAS, under regulations issued by the Secretary of
Transportation under the Federal-Aid Highway Act (Title 23 U. S.
Code), routes may be added to and deleted from the Federal-Aid
Primary and Federal-Aid Urban systems.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Tustin concurs in and approves of the deletion of State
Route 55~signated in EXHIBIT A (being attached hereto and
hereby made a part of this resolution) from the Federal-Aid Urban
System and addition of this route in the Federal-Aid Primary
System, subject to the concurrence of the California Department
of Transportation and approval of the Federal Highway
Administration.
