Thismonthlyexpense reimbursement has not been increased since September 1978, and will result in the following rates: Current Requested %Increase Mayor $17---~. $200/mo. 14.3% Councilmember 125/mo. 150/mo 20.0% In light of double-digit inflation and rising costs most heavily impacting expenses incurred by Councilm~mbers during the performance of their duties (ie. gas, food, ar~ telephone costs), the increase lis not unreasonable. Furthermore, the population constituency and area of Tustin has increased, placing additional financial requirements upon a Councilmember's expense account. FISCAL IMPACT Upon adoption to be effective March 1, 1981., the action will result in a $500.00 increase to the City Council's budget for ~ remainder of the fiscal year. The Finance Director has determined that this increase can be absorbed in the existing budget due to cost-savings in other accounts. WI~, each Councilme~Der experiences monthly costs for transl~rtation, meals, telephone, and ot21er miscellaneous exponoi~ures directly related to the perforn~nnce of t/~eir public duties; and h/dEREAS, Councilmember monthly expense allowances have increasod since Septeral~r 11, 1978, spanning a 2 1/2 year' timel~rio::l; WMEREAS, during that same 30 month timeperic~ the Cons~aer Price Index has risen by 31%, %~stin's population has increased by 19% an~ the City's area has expanded by 42%, thereby creating larger demands upon a Council~_mber' s financial resources; NOW-, ~EREFORE, BE IT RESOLVED that the City Council of the City of Tustin, California does hereby deter~aine that each me:~er of the City Council is expending in excess of $200.00 per month for expenses related to the performance of their elected official duties; and BE IT FURTHER RESOLVED, that in lieu of filing individual expense claims for reimbursement from petty cash, the ~layor is authorized payment of a fixed sum of Two Hundred Dollars ($200.00) per month, an~ each Councilmember is authorized payment of a fixed sum of One RuF~red Fifty Dollars ($150.00) per nDnth; and BE IT Fur{~HER RESOLVED, t/7.at the provisions containe~ in this Resolution shall be effective as of ~larch 1, 1981, and after each Council~mber files with the Finance Department an appropriate statement affi~7~ing said expenses and requesting such reimbursement.
