RE: City of Tustin Investigation of Charges of WILLIk~ HULL
Dear Mr. Rourke:
This office has conducted an investigation of the charges made
by WILLIAM HULL against certain personnel of the Tustin Police
Department. Based on our review of the allegations, supporting
documentation, and interviews with Mr. HULL and former Tustin
police officer Harte Beebee, it is our opinion there is no
evidence which would justify the filing of criminal charges
against any person or persons involved in the controversy. Our
inquiry, of course, was limited to possible violations of crim-
inal statutes of this state. In the absence of additional
charges or further evidence, our office is closing its investi-
gation into this matter.
