SUBJECT: F.Y. 180-181 HANDICAPPED RAMP CONSTRUCTION PROGRAM
Subject project consists of construction of wheelchair ramps at 15 locations at the
intersections of Main & Centennial, Main & Preble, Main & Prospect, 3rd & Preble, 3rd
& Prospect and 2nd & Prospect.
Funds for this project were obtained via an application submitted by the City in
October, 1980 for S.B. 821 Bicycle/Pedestrian Facilities Funds and amount to
$7,750.00. The Engineer's Estimate for this project is $7,000.00.
The tentative schedule for this project is as follows:

Attached is a resolution approving plans and specifications for subject project and
directing the City Clerk to advertise for bids.
RECOMMENDATION:
It is recommended that the Tustin City Council, at their meeting of Feb. 17, 1981,
adopt the attached resolution approving said plans and specifications and directing
the City Clerk to advertise for bids.

RESOLUTION No. 81-18
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR
FISCAL YEAR 1980-81 HANDICAPPED RAMP CONSTRUCTION
PROGRAM
WHEREAS, it is the intention of the City Council of the City of Tustin,
California to construct handicapped ramps at various locations as described
herein, and;
WHEREAS, the City Engineer has presented plans and specifications for
the construction of said work;
NOW THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer be and are hereby approved as the plans and
specifications for:
FISCAL YEAR 1980-81

PROGRAM
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or
proposals for the doing of the work specified in the aforesaid plans and
specifications which said advertisement shall be substantially in the
following words and figures to -wit:
"NOTICE TO CONTRACTORS"
SEALED PROPOSALS will be received at the office of the City Clerk,
Tustin City Hall, 300 Centennial Way, Tustin, California, until 11:00 A.M. on
the 10th day of March, 1981, at which time they will be publicly opened and
read, for performing work as follows:

1 The foregoing quantities are approximate only, being given as a basis for
the comparison of bids, and the City of Tustin does not, expressly or by
2 implication, agree that the actual amount of work will correspond therewith, but
reserves the right to increase or decrease the amount of any class or portion of
3 the work or to omit portions of the work as may be deemed necessary or advisable
by the Engineer.

Plans, specifications and proposal forms to be used for bidding on this
5 project can only be obtained by prospective bidders at the office of the City
Clerk, Tustin City Hall, 300 Centennial Way, Tustin, California, 92680, upon
6 payment of $5.00 per set, which amount shall be non-refundable.
7 Plans and specifications will be mailed out upon payment of $7.00 per
set, which amount shall be non-refundable.

In conformance with Section 37931 of the Government Code, all bids shall
9 be presented under sealed cover on the proposal form provided and accompanied
10 by one of the following forms of bidder's security:
a. Cash
11 b. Cashier's.check made payable to the City of Tustin.
c. Certified deck made payable to the City of Tustin.
12 d. Bidder's bond executed by an accredited surety insurer,
13 made payable to the City of Tustin.
The security shall be in an amount equal to at least ten percent (10%)
14 of the amount of the bid. A bid shall not be considered unless one of the
15 forms of bidder's security is enclosed therewith.
A Security Bond for payment of labor and materials will be required in
3.6 the amount of fifty percent (50%) of the estimated total contract price and a
Faithful Performance Bond in the amount of one hundred percent (100%) of the
17 estimated total contract price in the form attached to the contract
documents. Said bonds shall be issued by a Surety Company rated grade A or
18 better and Class IX or better by the latest edition of Best's Key Rating
Guide.

City of Tustin reserves the right to reject any or all bids, and/or
20 waive any informality on a bid. No bidder may withdraw his bid for a period
21 of thirty (30) days after the date set for the opening thereof.
22 The contract will be awarded to the lowest qualified bidder.
Provisions of the State Contract Act are not applicable, and prospective
23 bidders will not be required to be prequalified.
24 All work to be done under the direct supervision of the City Engineer,
25 City of Tustin.
All work to be paid for at the unit prices bid from appropriated monies.

The City Council of the City of Tustin has obtained from the Director of
Industrial Relations the general prevailing rate of per diem wages and the
general prevailing rate for legal holiday and overtime work in the locality
in which the work is to be performed for each craft or type of work needed
and a copy of the same is on file in the office of the City Clerk.
Not less than said prevailing rates shall be paid to workers employed on
this public works contract as required by Labor Code Sections 1771 and 1774
of the State of California.

ACTION OF THE TUSTIN CITY COUNCIL
CITY OF TUSTIN
A regular meeting of the City Council of the City of Tustin, California, was
held Monday October 6 , 1980. at 4:20 P.M.
PRESENT: COUNCILPERSONS: SALTARELLI, EDGAR, HOESTEREY, SHARP, KENNEDY
ABSENT: COUNCILPERSONS: NONE
SUBJECT: Transportation Development Act Program - Approval of Project and
Claim for "Program" Funds.
Moved, seconded, and duly carried that the City Council adopt a Minute Order
approving the construction of the handicapped ramps as proposed; and authorizing
the City Engineer as designated contact person; and also authorize the submittal
of the application for all funds available to the City of Tustin for fiscal 1980-81.
