White, Director of Community Services~' '1 ~ RESOLUTION REGARDING PRIORITY PLAN FOR EXPENDITUREL_U~FDER THE PROVISIONS OF THE CALIFORNIA PARKLANDS ACT OF 1980 BACKGROUND AND DISCUSSION: In October 1980, the Tustin City Council adopted Resolution No. 80-101, in support of Proposition 1, the California Parklands Act of 1980. As Council is aware, Proposition i was passed by the California voters in November. The key element in determining the allocation of these funds available to Orange County ($6,726,633) is: The County must submit to the State a "Priority Plan of Expenditures (PPE)" approved by at least 50% of the population of the cities and districts within the County, and by the Board of Supervisors.' Staff has been actively involved in the initial efforts to have the Orange County Division, League of California Cities, recommend to the County the PPE most advantageous to our community. The League has recommended this alternative to the County, as has the County's Harbors, Beaches, and Parks Commission. The recommended alternative is to divide the entire $6.7 million among the cities and districts on a per capita basis, less $50,000 reserved for three south county coastal cities which didn't receive their fair share of urban grant monies. This alternative will produce $125,463 for Tustin. Council may notice that the population listed for Tustin is less than current figures. This is due to the fact that all population figures are as of July, 1980. Also, there is approximately $45,000 allocated for the North Tustin C.S.A. These funds will be allocated to the S.M.A.C., and Council may or may not wish to approach them with a possible joint project sometime in the future. However no action regarding the S.M.A.C. is necessary at this time. Time is of the essence, as the county must receive a certified copy of your Resolution by February 25, 1981, to ensure its consideration in time to meet the deadline for County submittal to the State of its properly approved PPE. RECOMMENDATIONS: Adopt attached Resolution, approving Alternative 3 as the priority plan for expenditures of Orange County's allocation of funds under the California Parklands Act of 1980. WHEREAS, the California Parklands Act of 1980 requires that each county shall consult with all cities and districts within the County which are eligible to receive grant funds under provisions of Section 5096.156 of the Act and develop and submit to the State for approval a priority plan for expenditure of the county's allocation; and WHEREAS, said priority plan must be approved by at least fifty percent (50%) of the cities and districts representing fifty percent (50%) of the population of the cities and districts within the county; and WHEREAS, said priority plan shall reflect consideration of deficiencies within the county in the preservation of historical resources and natural landscapes as well as in the provision of recreational areas and facilities; and WHEREAS, said priority plan shall also reflect regional park or open-space needs as well as community and neighborhood park and recreation needs in any county in which a regional park or open-space district is wholly or partially located; and WHEREAS, Orange County has consulted with this city as required under the provisions of the Act; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin approves Alternative 3 of Exhibit "A" attached hereto as the priority plan for expenditures of Orange County's allocation of funds under the California Parklands Act of 1980; and BE IT FURTHER RESOLVED that the Clerk of the City Council is hereby authorized and directed to forward a certified copy of this resolution along with Exhibit "A" to the Orange County Environmental Management Agency for presentation to the Orange County Board of Supervisors. PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin, California, this 1?th day of February, 1981.
