DISCUSSION A preliminary budget has been prepared for the water service through June 30, 1981. An analysis of the estimated revenues and expendi- tures shows less than $2,000 reserves by the end of the year. This will not support the replacement of the vehicles requested. There is a possibility that funds may be available from the col- lections of Tustin Water Works that are part of the adjustments to, the purchase price. There are several questions that remain to be answered before this document can be finalized. Due to the disrepair of some of the vehicles, they are unsafe to operate. There is also some operational impairment owing to borrow- ing a vehicle from Public Works for water operations. The need for replacing the vehicles is of a magnitude to warrant a loan from the general fund, if necessary. RECOMMENDATION Authorize the replacement of the vehicles, as requested by the Public Works Director. If it becomes apparent at some future date that the water service fund will not support this expenditure, I will return to Council and request a short-term loan from the general fund. DAN BLANKENSHIP, CITY ADMINISTRATOR FROM: BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: TUSTIN WATER SERVICE VEHICLE AND EQUIPMENT INVENTORY (File #2860) The Water Service Vehicle and Equipment Inspection and Evaluation has been completed by the Maintenance Division and is summarized on the attached charts. In addition, replacement costs are shown in 1981* dollars. The following vehicles require replacement at this time: Three Pick-up Trucks $21,200.00 One Cushman Scooter 5,100.00 One 1 -Ton Dump Truck 15,700.00* *This particular vehicle is available for the 1980 price at this time. The monies received from any vehicles or equipment that are sold or junked should be transferred into the Water Service vehicle and equipment lease fund and applied towards the purchase price of the new vehicles. Until a recap of available revenues and estimate of expenditures for the Water Service is completed through the current fiscal year, it may be wise to delay any purchase of vehicles. It is anticipated that preliminary figures on the revenues and expenditures for the remainder of this fiscal year will be available in about two weeks of this date. Parts are hard to obtain. (.Assigned to Police Dept.) 1976 Chevrolet Nova City #3004 I.D. 1X69L6L137775 This vehicle was on the line as a Police Unit for two years, has hiah horsepower engine, poor gas milage and is in poor condition. 1976 Chevrolet Nova City #4204 I.D. 1X69L6L137758 History is the same as above, (long past due for replacement.) 1970 Chevrolet Pickup City 43005 I. D. CE140Z146555 This vehicle was handed down from the Maintenance Department when we replaced it. The vehicle is over 11 years old and should be replaced. B Priority: 1972 American Motors Matador City #5621 I. D. A2A157N270715 This is a nine year old vehicle handed down from the Fire Dept. Body rust and difficulty in obtaining parts. 1974 American Motors Matador City #5602 I. D. A4A157Z501437 Will be eight years old by t^e tiii.-, replacement is purchased. Handed down from Fir(! Eel,t. Body rust and difficult to obtaining parts. 40u cubic inch motor, high gas usage. 1974 American Motors Matador City # 5005 I.D. AIA15PZ501448 r Replacement of City Vehicles February 9, 1981 (continued: C Priority: (1974 Matador) This vheicle was handed down from the Fire Dept. High horse power, high gas usage, difficult to get parts, body rust. 1977 Dodge Aspen City # 3420 I.D. NK41L7F227467 1977 Dodge Aspen City # 3422 I.D. NK41L7F227468 1977 Dodge Aspen City # 3440 I.D. NK.41L7F227469 The above vehicles have been very unsuited for the use. They are high horse power pursuit vehicles have giver. poor service and are expensive to operate both for parts, labor and gas. From a good fleet management point of view I recommend that all the listed vehicles be replaced, nothing can be gained by keepinq them as the longer we keep the older larger motored high gas usage vehicles the less recovery price we will receive. We could very well be only a year or so away from not beino able to dispose of them for any thing more than the price of junk metal. I have only listed them by priority in case the Citv feels it is impossible to replace them all. I have made no attempt to recommend what they should be replaced with as I have no idea what the various departments wish to use their vehicles for; they may be planning to change the use and would require different types. ,When the usaqe of the vheicles are established, there are certianly several options that should be looked at.
