The compensation levels have been pre- viously approved and would not be affected by adoption of these descriptions. The job descriptions were produced by compiling related job descriptions from other agencies into task check lists. These checklists were given to the water employees who were asked to indicate which tasks they performed and the appro- ximate frequency. These checklists were summarized into task statements and minimum qualifications were assigned. The final descriptions were produced following the standard City format, and where appropriate, were alligned with existing City descriptions. There has been no description prepared for the Water Services Manager, as it would be difficult during the period of transition to develop a realistic description. The entire range of descriptions will need to be modified as the operations of the Water Department are standardized and integrated in to the City operations, and a description can better be prepared at that time. Currently, this is being projected to coincide with the beginning of the new fiscal year. RECOMMENDATION That the City Council adopt the attached classfications for inclusion in the City classification plan. DUTIES & RESPONSIBILITIES Duties include developing and maintaining records on fixed assets; installed pipe, main extension agreements, existing bonds, budget development and labor distribution; reporting to staff on water operations, both present and future; providing input on water'rates, operational practices with regard to deposits and rules and financial analysis; providing information relative to usage of the computer; documents locations, size, age, material and life expectancy of installed pipe and other equipment or facilities. EXPERIENCE & EDUCATION Bachelor's Degree in Business Administration, Public Administration or a re- lated field. Sufficient additional experience/education to demonstrate possession of the required knowledges and skills. SKILL IN Writing to prepare clear concise reports; performing research and analysis into records and files; developing plans for future water system operation; dealing effectively with other staff and City Administration. KNOWLEDGE OF Operation and recordskeeping of municipal water function; computer systems suff- icient to read and understand print-outs and records; water rate structures; general administrative procedures; legal guidelines affecting municipal water system usage. WATER CONSTRUCTION SUPERINTENDENT DEFINITION Under supervision of the Water Manager, is responsible for the construction, n~intenance and operations of water facilities. DUTIES AND RESPONSIBILITIES Duties will include supervising maintenance employees of the Water Department and responsibility for the day to day operation of water facilities, such as water pumping equipment, regulator stations and reservoirs; assisting and training employees in operational procedures, taking water samples and check- ing water pressure and reservoir levels; and preparing reports and responding to citizen's questions or complaints regarding water systems. EXPERIENCE AND EDUCATION Sufficient experience/training to demonstrate possession of the required skills and knowledge. SKILL IN Supervising water operations personnel; operating a variety of power-driven equipment such as backhoe, pumps, jackhammer, air compressor; writing to pre- pare activity reports; and repairing and adjusting water pumping equipment meters, recorders and gauges. KNOWLEDGE OF Operation of a municipal water system; job functions in water operations to supervise and train personnel as needed; and safety and maintenance procedures in use and care of tools and equipment. CERTIFICATES Possession of a valid Class III California Driver's License and Certificate in Backflow Prevention. WATER SERVICES TECHNICIAN DEFINITION Under the general supervision of the Water Construction Superintendent is responsible for connecting and disconnecting water service; responds to citizens questions and complaints regarding water service and performs other operational duties as required. DUTIES AND RESPONSIBILITIES Duties include connecting and disconnecting water service as required; responding to citizens questions and complaints regarding water service; performing a variety of manual labor tasks such as filling depressions with slag or gravel, lifting and carrying material and cleaning and sweeping work area; operating a variety of power- driven equipment such as a jackhammer, pipe tapping machine and air compressor; checking water pressure and reservoir levels; reading recording and repairing meters, recorders and gauges; and installing and repairing water mains, meters, valves and other water lines. EXPERIENCE AND EDUCATION Previous experience in water operations sufficient to possess the required know- ledge and skills. Some training courses in water operations desirable. SKILL IN Installing and repairing water mains, meters, valves and other water lines; inter- facing with citizens, customers, co-workers and department heads in a polite and courteous manner; use of power-driven equipment and other tools in an effective manner; driving automobiles or trucks demonstrated by a good driving record. KNOWLEDGE OF Water systems; safety procedures in use of power-driven equipment and in the per- formance of heavy manual labor; reading and recording of recorders, meters and gauges; installing and repairing of water, mains, meters, valves and other water lines. CERTIFICATE Possession of a valid Class III California Driver's license add certificate in backflow prevention is desirable. EQUIPMENT OPERATOR II DEFINITION Under general supervision, operates and performs minor maintenance on backhoe and light to medium vehicles and equipment. DUTIES AND RESPONSIBILITIES Duties include 6perating a backhoe and other light to medium vehicles and power- driven equipment such as a skip loader, air compressor and others as needed. Per- forming a variety of heavy manual tasks such as digging ditchesand trenches, cleaning street of debris, lifting, carrying, loading and unloading materials; maintaining and repairing water meters, mains and valves and other water lines. Checking maintaining and caring for tools, equipment and vehicles; preparing activity reports as, required. EXPERIENCE/EDUCATION Sufficient experience or training which demonstrate knowledge and skills. possessions of the required SKILL IN Operating a backhoe and other light to medium vehicles and power-driven equipment; repairing water mains, meters, valves and other water lines; driviHg automobiles or trucks demonstrated by a good driving record; writing to prepare required acti- vity reports; and interfacing with other employees and the public in a courteous and polite manner. MAINTENANCE WORKER II - WATER DEFINITION Under general supervision performs a variety of rOutine, heavy, unskilled or semi-skilled manual tasks and other related work as required. May train others in work assignments and safe use of tools. DUTIES AND RESPONSIBILITIES Duties include working alone on specific assignments or as a member of a crew to perform a variety of manual labor tasks such as digging ditches and trenches; lifting, carrying, loading and unloading material; cleaning and sweeping work area; breaking up concrete; and filling in depressions with slag or gravel. Operating a variety of power-driven equipment such as jackhammer, concrete saw, whacker and air compressor; i~stalling and repairing water mains, meters and valves and other water lines; reading and recording meters, recorders and gauges. Maintaining and repairing water facilities, structures, tools, equipment and water pumping equipment; set up barricades and safety cones and direct traffic. EXPERIENCE AND EDUCATION Sufficient experience or training which demonstrates possession of the required knowledge and skills. SKILL IN Operating a variety of power-driven equipment. Maintaining and installing various types of equipment such as water mains, meters and valves, water pumping equipment and regulator stations; using and maintaining tools; driving automobiles or trucks demonstrated by a good driving record; interfacing with other employees and the public in a polite and courteous manner. KNOWLEDGE OF Accepted practices in directing and diverting traffic in safe and logical manner; basic construction techniques; care and use of tools and equipment; reading and recording meters, recorders and gauges; and accepted safety practices in performing manual labor tasks. MAINTENANCE WORKER I - WATER DEFINITION Under supervision performs a variety of routine, heavy, unskilled or semi- skilled manual tasks and other related work as required. This position is primarily assigned to the Water Maintenance Department. DUTIES AND RESPONSIBILITIES Duties include working alone on specific assignments or as a member of a crew to perform a variety of manual labor tasks such as digging ditches and trenches, breaking up concrete, filling depressions with slag or gravel, lifting and carrying materials and cleaning and sweeping work areas; operating a variety of power-driven equipment such as jackhammers, air compressors, chain saws, tampers, skip loaders, front-end loaders, backhoes and various ptLmps; installing and repairing water mains, meters and valves and other water lines; driving City trucks and other vehicles; inspecting making repairs and adjusting water pumping equipment and regulators; reading and recording meters, recorders and gauges; preparing required activity reports; setting up barricades and safety cones and directing traffic; performing a variety of maintenance duties such as maintaining and repairing water facilities and structures; performing minor preventive maintenance on vehicles; and maintaining and caring for tools and equipment. EXPERIENCE AND EDUCATION Sufficient experience/training which demonstrates possession of the required knowledge and skills. SKILL IN Operating or ability to learn to operate a variety of power-driven equipment; maintaining and installing various types of equipment such as water mains, meters and valves, water p~lmping equipment and regulator stations; driving automobiles or trucks demonstrated by a good driving record; interfacing with other employees and the public in a polite and courteous manner. WATER ACCOUNTANT DEFINITION Under direction of the Accounting Coordinator performs various auditing and accounting duties. DUTIES AND RESPONSIBILITIES Duties include various accounting functions with regard to Water Services such as: maintaining and balancing revenue and expenditure accounts; reconciling bank accounts; taking trial balances; checking and coding invoices; retrieving infor- mation from the computer; computing and preparing payroll; balancing ledger accounts, preparing checks manually; completing all payroll tax returns ; res- ponding to public inquiries, and preparing financial reports and auditing duties as required. EDUCATION/EXPERIENCE Education equivalent to graduation from High School supplemented by accounting courses and sufficient experience in a finance or accounting department to pro- vide the necessary knowledge and skills. KNOWLEDGE OF Accounting principles to have a thorough understanding of maintaining a set of books, year-end closing procedures, and auditing function; maintaining inventory records, input and retrival of accounting data into computer; and laws and regula- tions pertaining to preparation and maintenance of payroll records. SKILL IN Interfacing cooperatively with the public, staff and department heads; operating a ten-key adding machine by touch; computing payroll, taxes and other financial transactions. WATER BILLING SUPERVISOR DEFINITION Under supervision of the Accounting Coordinator, supervises the water billing staff, develops and implements procedures for expediting the flow of clerical work through the office and assists in various water billing functions. DUTIES AND RESPONSIBILITIES Duties include supervising the activity of water billing personnel; assisting in accounting functions such as establishing and maintaining fiscal and budget records, coding cash receipts to proper accounts, inputting and recording infor- mation into computers, maintaining and balancing revenue and expenditure accounts, compiling and preparing financial reports; training and evaluating employees; .participating in the formulation of department policy; writing and issuing pay- ment checks; taking trial balance, operating a variety of office machines and equipment such as duplicating machines, computer terminal, two-way radio and typewriter; typing a variety of material such as agendas and information packets, routine correspondence, fiscal reports and other statistical data and forms. EDUCAtION/EXPERIENCE Equivalent to graduation froTM high school supplemented by college course work or additional training in accounting and sufficient experience in an accounting de- partment to demonstrate possession of the required skills and knowledge. KNOWLEDGE OF General accounting principles to post and balance ledger accounts, take trial balance, conduct periodic internal audit and review and revise accounting system; principles of supervision; general office practices and procedures; and computer hardware and software as it relates to input, storage and retrieval of accounting data. SKILL IN Typing at a corrected speed of about 50 wpm; interfacing with department heads, the public and other staff members in a satisfactory manner, performing basic math functions, operating or ability to learn to operate duplicating machines and two-way radio, and operating ten-key adding machine by touch. DATA ENTRY OPERATOR DEFINITION Under supervision of the water billing supervisor performs the data entry function for the City Water Services and performs routine clerical work. DUTIES AND RESPONSIBILITIES Duties include inputting various accounting data into computer using kcyboard terminal; checking terminal displays and print outs; retrieving information from computar as required; answering telephones, routing calls and providing information relative to billing and maintenance problems; acting as cashier for water services customers; preparing outgoing mail and distributing incoming mail. EDUCATION/EXPERIENCE Previous experience/training in data entry using a keyboard terminal which demon- strates possession of the required knowledge and skills. KNOWLEDGE OF Knowledge of general office practices and procedures, basic accounting practices., and procedures for inputting and retrieving information from computer. SKILLS IN Type at a corrected speed of about 50 wpm; entering alpha/numeric material into computer using a keyboard terminal in a fast and accurate manner; interfacing with the public, customers and other employees; using basic mathematical techniques to provide accurate data on record-keeping functions and cashiering transactions. WATER BILLING CLERK DEFINITION Under supervision of the Water Billing Supervisor, assists in the maintenance of the financial records of the water billing services; processes applications for water service, records meter activity; acts as cashier for the Water Ser- vice; and performs various routine clerical duties. DUTIES AND RESPONSIBILITIES Duties include operating a variety of office machines and equipment, such as a two-way radio, cash register and computer terminal; processing billings and main- taining record of meter cards; answering telephone and assisting customers and the public with problems and comPlaints; sorting and distributing incoming mail, acting as cashier computing and accepting fees and payments and issuing receipts; processing applications for water service; inputting information and records into computer and checking terminal displays and print-outs for accuracy; typing a variety of material including memos, letters and notices; assisting in the com- pilation, preparation and maintenance of financial records such as statistical statements, and financial reports; posting to general ledgers; and performing general office and accounting clerk functions as required. EDUCATION/EXPERIENCE Sufficient clerical experience and/or training which would demonstrate possession of the required knowledge and skills. KNOWLEDGE OF General accounting principles to set up and maintain accounts receivables files, balance ledger accounts, take trial balances and compile and prepare financial reports; general office practice and procedures; and input and retrieval of infor- mation from a computer by use of a computer terminal. SKILLS IN Typing at a corrected speed of about 45 wpm; dealing with customers, employees, Department Heads and the general public in a satisfactory manner; operating or ability to learn to operate a v~riety of office machines such as a two-way radio, cash register, adding machine by touch and other standard office equipment.
