Request for Proposals
This department requests authorization to solicit proposals for
preparation of an environmental impact report for Newport Avenue grade
crossing, (to Edinger Avenue) and alternatives.
An amount of $54,500 was budgeted (FY 80-81) for engineering studies
for the Newport Avenue extension. This amount cannot be utilized
until an environmental impact report has been prepared to satisfy the
Public Utilities Cormmission. Therefore funds are available
for preparation of an EIR.
RECOMMENDED ACTION
Authorize request.

SUBJ£CT: ADDITIONAL INFORMATION ON TUSTIN GARDENS ~
I. Ms. Hazel Jeanette Meyer's Letter to HUD:
Staff checked the original City of Tustin list which was forwarded to
G & K Management. As Ms. Meyer states in her letter (which we received
December 23, 1980), "A little over a year ago ... we were told we should
go to the City Hall in Tustin to sign up." This recollection of the
date would agree with out list which shows Ms. Meyer signed up on
November 14, 1979. However her recollection of being #80 on the
original list is erroneous; she was #758. The first people on the list
were placed on it in March of 1978; #80 was dated April 1978. This
is one year and seven months prior to Ms. Meyer visiting Tustin from
her home in E1 Monte.
Ms. Meyer~ however, currently is #21 on the waiting list. See below
for explanation.
II. Waitihg List:
The current waiting list has more than 700 names on it. Of these, 98
are Tustin residents. The current waiting list is a result of a
communication that was sent to all the 840 persons on the original list
and others. G & K mailed a letter to those on the original list to see
if they were still interested in the development. If they were, they
returned their application to G & K Management, and these were date
stamped as they came in. These forms were utilized to make up the
current waiting list. Ms. Meyer obviously returned her form promptly;
that's how she moved from #758 on the original list to #21 on the
current waiting list.
III. Turnover:
Since July, there have been only two vacancies. Both residents passed
away. It is highly unusual for residents to move voluntarily from
this type of complex.
IV. Note Regarding Data:
Council should note that staff is dependent upon the Tustin Gardens
resident managers for this data. The managers told us it would not
be necessary for us to actually look at the list, and that they would
give us the required information. That is how we obtained all the
data given above.
