(INFORMATION REPORT)
Staff has ccmpleted the preliminary review and estimate of the Red Hill Avenue at the
Santa Ana (I-5) Freeway and Newport Ave. at the Santa Ana (I-5) Freeway bikelanes.
Each area will be described separately as follows:
RED HILL AVENUE AT I-5 FREfT~IAY
Due to the location of the columns for the freeway bridge structure, it would be
necessary to locate the bike lane behind the colu~Tns or away from the street side of
these o01u~ns. This would require the construction of an additional sidewalk area
adjacent to the bikelane. It is suggested that both sides of Red Hill Ave. under the
freeway be handled in a similar manner. In the event t~he westerly side of Red Hill
was improved, it w~uld be necessary to provide a sidewalk adjacent to the curb in
front of A1 's Woodcraft between the offramp and. Nisson Rd., whi~ in turn would
require the aoquisition of a strip of right-of-way 3~ feet wide.
This proposal would provide for an off-street bike lane 6 feet wide and a separate
pedestrian walk 6 feet wide on both sides of Red Hill Ave. between the on/off ramps
of the freeway and a 4.5 foot wide sidewalk on the westerly side of Red Hill Ave.
between the off rmmp and Nisson Red.
A dangerous condition would still remain on both the northbound and southbound
approaches of Red Hill Avenue where the third lane of Red Hill is added to provide
right turn only lanes to the freeway.
The estimated cost of this ~ork is $123,300 which includes but is not limited to the
following:
a. Construction of retaining walls.
b. Sidewalk construction.
c. P~location of signal controller and signs.
d. Acquisition of right-of-way.
The overall width of Red Hill Avenue between curbs (52') is not wide enough to
acco, odate two 6' wide on-street bike lanes.
Nf~IIK)R~ AVENUE AT I-5 FREEWAY
This location differs a great deal from the previously mentioned location at Red Hill
Ave. The northbound direction of Newport cannot be altered in that the easterly
bridge abuttment is located approximately five feet behind curbface. Therefore, any
bike lane must be placed in the street adjacent to the curb. This would require the
relocation of the westerly curb of Newport Ave. four feet westerly. The sidewalk and
bike lane would then be located behind or westerly of the first row of bridge
colu~s on the westerly side of N_~q~ort Ave. j

A dangerous condition would still exist in the northbound direction where the third
lane of Newport is added to provide a right turn only lane to eastbound Nisson Rd.
The estimated cost of this work is $50,000 which incudes but is not limited to the
following:
a. Relocation of curb, gutter and sidewalk.
b. Relocation of concrete drainage swale and signs.
Co Construction of 6 foot wide bike lane.
Each of these projects would require approval and an encroachment permit from
Caltrans. Plan preparation by a consultant and processing through Caltrans would
require 6-8 n~nths to complete.
