SUBJECT: AUTHORIZATION TO PURCHASE SIX TRUCKS AND DECLARATION OF
SURPLUS EQUIPMENT FOR PUBLIC AUCTION
SUMMARY
Staff is requesting City Council authorization to purchase three utility trucks, two pickup trucks and
one service truck for Public Works and Parks and Recreation. In addition, the City Council is
requested to declare certain City equipment no longer required for public use in accordance with
Section 1630a (2) of the Tustin City Code (TCC) and authorize their sale at public auction.
RECOMMENDATION
It is recommended that the City Council:
1. Adopt Resolution No. 16-71 authorizing the State of California Department of General
Services to purchase three (3) 9/ ton utility trucks and two (2) Y2 ton pickups, from Winner
Chevrolet Elk Grove, Ca. in the amount of $156,948.23 and one (1) medium duty service
truck, from Fred M. Boerner Motor Company in the amount $177,815.13;
2. Appropriate $109,815.13 from the Water Enterprise Fund; and
3. Declare, in accordance with
itemized list of equipment as
sale of the equipment at the
applicable City revenue fund.

the Vehicle Replacement Fund (Account #184-80-00-9710) and $109,815.13 is needed to cover
the cost of the Water Service Truck.

Safety and Protection of Assets, ensuring that Tustin is an attractive, safe and well maintained
community in which people feel pride.

DISCUSSION
Six vehicles within the Public Works and the Parks and Recreation Departments have reached
the end of the useful life and require replacement. The purchase consists of three (3) % ton utility
trucks, one (1)'/z ton pickup for Field Services, one (1)'/z ton pickup for Parks and Recreation and
one (1) medium duty service truck for Water Services. Factors considered in the replacement of
vehicles include excessive mileage, age, maintenance cost, unit hours, maintenance history,
safety and normal life expectancy. Each new vehicle will be equipped for tool storage, traffic
safety vehicle awareness (i.e. traffic control light bar and delineation) and/or the capability to carry
an array of materials and equipment necessary for the Public Works and Parks and Recreation
activities.
The Water Services truck, as specified, is a significant enhancement over the retired vehicle.
Water Services staff has expressed interest in replacing the retired vehicle, a standard % ton
truck, with a heavy duty vehicle to improve response capabilities to service leaks. Improved
response is made possible with this vehicle, as it houses all the equipment necessary to complete
repairs. Required equipment includes an air compressor, pneumatic tools, power inverter, power
tools, hydraulic tools, pumps, hoses and the necessary pipe and parts. Currently a minimum of
two (2) trucks and a trailer are needed to ensure all necessary equipment is on a job site. The
proposed vehicle eliminates the need for the trailer and on many occassions the additional
vehicle.
Staff anticipates a nominal financial impact over the next twenty (20) years. The current truck has
an expected life of 10 years and costs $70,000 to replace, not including equipment. The
proposed vehicle has a 20 year life and costs $180,000 to replace, including all equipment. The
proposed vehicle is designed to securely store equipment and tools whereas the current design
requires that equipment and tools be stored in the bed of the truck where they are easily
accessible. This truck will reduce trips to part warehouses, allow for less equipment on streets
because it will be fixed to the vehicle, secure equipment, provide for a safer work environment
and eliminate the potential to overload the vehicle as it has a higher weight capacity than all other
vehicles in the fleet.
Vehicles and equipment can be purchased through the State Contract in accordance with the City's
purchasing policy due to the volume discounts received by the State Department of General
Services.
The prices listed below include all taxes, applicable fees, rebates, delivery, state tire fees, and
optional equipment and the following identifies the breakdown:

In addition to the purchases requested above, staff is also requesting the declaration of certain
vehicles as surplus. Section 1630a (2) of the Tustin City Code requires the City Council to find
that these surplus items are not required for public use. The attached report of surplus equipment
to be sold at public auction specifies the estimated value at $21,100.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA AUTHORIZING THE DEPARTMENT OF GENERAL SERVICES
OF THE STATE OF CALIFORNIA TO PURCHASE CERTAIN ITEMS
WHEREAS, the City has need to purchase various material, supplies and
ipment in order to conduct the operations of the City; and
WHEREAS, Section 1625, Item C of the Tustin Municipal Code authorizes the
to of California to purchase materials, supplies, and equipment if it can be acquired
-e cheaply or efficiently by the State Department of General Services;
NOW, THEREFORE, BE IT RESOLVEU that the Gity Gouncil of the Gity of
Tustin, California, does hereby authorize the Procurement Division, Department of
General Services of the State of California, to purchase three utility trucks, two pickup
trucks and one service truck for and on behalf of the City of Tustin pursuant to Section
10324 of the California Public Contract Code, and that Mr. Jeffrey C. Parker, City
Manager, is hereby directed to sign and deliver all necessary requests and other
documents in connection therewith and for and on behalf of the City of Tustin.
