WILSON, DIRECTOR, PARKS & RECREATION SERVICES SUBJECT: AWARD OF BID FOR THE HERITAGE PARK PLAYGROUND RENOVATION (CIP NO. 20078) SUMMARY: The bid opening for the Heritage Park Playground Renovation project was held on November 21, 2016. The Heritage Park Playground Renovation was identified by the Community Services Commission as the next project to be completed on their seven- year Capital Improvement Project priority list. RECOMMENDATION: 1. Staff recommends that City Council award the construction contract to D D Systems, Inc. (DBA Ace CD, Inc.) of Glendora, California, in the amount of $194,223.89 subject to the approval of contract requirements by the City Attorney and final execution of the contract. 2. Approve a supplemental appropriation of $25,000 for this project. $10,000 of this total was secured from a donation from the Santa Ana -Tustin Rotary Club and the additional $15,000 would be needed from the Park Development Fund (131) to fully fund this project including contingency. FISCAL IMPACT: Renovation of playground equipment at Heritage Park is included in the 2015-2017 Capital Improvement Program as a Park Development funded project budgeted at $175,000. Staff has also secured a donation of $10,000 from the Tustin -Santa Ana Rotary Club to bring the amount of current funds for this project to $185,000, which was the engineer's estimate. Adequate funding is available in the Park Development Fund (131) for this project, including the additional appropriation of $15,000. CORRELATION TO THE STRATEGIC PLAN: The project advances Goal A of the City of Tustin Strategic Plan regarding Economic and Neighborhood Development by making improvements to existing parks to expand recreational activities. BACKGROUND: The scope of work includes the replacement of the fifteen -year-old playground equipment at Heritage Park (2350 Kinsman Circle). The work to be completed consists of the demolition and removal of existing play equipment and surfacing and the installation of new playground equipment and surfacing. The new playground's pirate - themed design will include areas for both 2-5 year olds and 5-12 year olds. The new playground surfacing will be a combination of rubber poured -in-place and engineered wood fiber. SUMMARY: Sealed bids were opened on November 21, 2016. The five (5) bids were as follows: Contractor Bid Ace CD, Inc. (Glendora) $194,223.89 Cicero Engineering (Fullerton) $213,100.00 Child's Play (Irvine) $220,580.00 Aghapy Group (Bakersfield) $246,300.00 NR Development (Duarte) $289,500.00 Reference checks of the contractor, review of the bid documents and required bonds, and a determination that the contractor possesses a valid contractor's license have been completed. The City Attorney will complete a review of the contract and insurance certificates. Construction is scheduled to begin in January 2017 and the project should be completed by March 2017.
