Workshops to in, prove coamunications, to aid nutual understanding and to allow a forum for discussing the more complex issues facing the City. BACKGROUNDBRIEFINGS BY DEPAR~M~I~TS (Max. 10min. ea.) COUNCIL M~.~TING PROCEDURES How can Council and Staff communicate better on special studies requested by one Council member at a meeting? (1) Possibly unclear whether it is desired by all members or just one - is it a "Council request"? (2) Council may not be aware of the time required by that study or what work will have to be delayed to accomplish it. b. Council concerns section, is this used excessively? (1) Could projects, project status, and reports of problems better be handled by contacting the Council liaisommember or City~lministrator? Potential develolmnents on the property west of Newport between Laguna Eoad and Main Street (Proctor property) (1) Nccd for sales tax. (2) Need for large develol~ment and different commercial - not "more of same". (3) Ncc~ for potential City cooperation. b. Housing issues (1) Condomini~nConversions: Rmnting versus home ownership (2) The 4 unit condominium. (3) How can affordable housing be achieved and how can it be preserved as "affordable"? (4) Can affordable housing be restricted to employees within five miles of the housing? (5) Other? ~DRKSHOP EVALUATION a. Participants view of its value and desirability as a regular event. b. Suggestions on change of format. c. Suggestions on issues desired to be discussed.
