Applicant: Initiated by Arnold Hamala
Location: Easterly side of Holt Avenue, northerly of present city
limits to a point 292 feet southerly of Warren Avenue.
Proposal:
To pre-zone the area north of the existing city limits
easterly of Holt Avenue from the Orange County E-4 to the
City of TuStin PD (3,000), effective upon annexation to
Tustin.
BACKGROUND
On November 17, 1980 a public hearing was held by the Planning Agency
to amend the General Plan for this subject area (80-2[b]). At that
meeting the Planning Agency recommended the amendment be approved. On
December 1, 1980 a public hearing was held by the City Council to
amend the subject area (80-2[b]). At that time the matter was
continued to the December 15, 1980 meeting of the City Council.
On December 15, 1980 the Planning Agency adopted Resolution No. 1932,
recommending to the City Council approval of Pre-zone 80-2. It would
now be appropriate to take action on the pre-zoning to bring it into
conformance with the General Plan.
DISCUSSION
The requested zoning would be the same zoning as the properties to the
south of this area. The developer proposes to build townhouses which
would require a conditional use permit and approval by the Planning
Agency. As part of the use permit process, all properties covered by
the zone change must be developed in an integrated manner, which would
provide for reciprocity during development between the individual
lots.
RECOMMENDED ACTION
Staff recommends that the City Council approve Pre-zone 80-2 after
first reading by title only, with the introduction of Ordinance No.
839.

ORDINANCE NO. 839
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, APPROVING THE PRE-ZONING
OF CERTAIN PROPERTIES ON HOLT AVENUE UPON
APPLICATION PZ-80-2.
The City Council of the City of Tustin does hereby ordain as follows:
I. The City Council finds and determines as follows:
That a proper application was initiated by Arnold Hamala to
pre-zone certain properties on the easterly side of Holt
Avenue, northerly of North Tustin Channel, to the Planned
Development (PD 3,000) District, as described and
incorporated herein as Exhibit "A".
That a public hearing was duly called, noticed, and held on
said application.
That the proposed use and density is in conformance with the
Tustin Area General Plan.
That a Negative Declaration has been applied for to comply
with the requirements of the California Environmental Quality
Act.
II.
The City Council hereby approves Pre-zone 80-2 for the above
described properties to the Planned Development (PD 3,000),
subject to the following conditions:
A. The pre-zoning shall be effective upon annexation to the city
of Tustin.
B. Density of proposed development shall not exceed one dwelling
unit for each 3,000 sq. ft. of land area.
Parking accorauodations shall be provided at a ratio of two
(2) parking spaces for each dwelling unit; one of which shall
be in an enclosed garage.
Drive access and turn-around area shall be designed so as to
preclude the necessity for any vehicle to back upon Holt
Avenue.
Design plans for proposed developments shall be reviewed and
approved by staff in accordance with the criteria of the
Guidelines for Development, as adopted by City Council.
F. As part of the use permit process, all properties covered by
the zone change must be developed in an integrated manner
which would provide for reciprocity during development
between the individual lots.
PASSED AND ADOPTED at a regular meeting of the City Council held on
