SUBJ£CT: State Department Water Conservation Program
As a result of Legislation passed in 1979, the State Department of
Water Resources has been directed to implement water conservation
programs throughout the State. Orange County has been selected to
be the second program area beginning in the spring of 1981 (Santa
Barbara County was the first).
The water conservation program is based on a two-fold approach.
The first is the distribution by mail to all households of a water
conservation kit, consisting of a toilet tank water displacer, two
showerhead inserts, two dye tablets to check for toilet tank leaks,
and conservation literature. The second method is water conserva-
tion literature distributed through the school systems to Grades K
through 8.
The Department of Water Resources is seeking support only in the
form of a resolution from the various water agencies within Orange
County. As the new operator of a water service, staff is support-
ive of the proposed program~ with the exception of the toilet tank
water displacer which may increase the likelihood of blockage in
household sewer lines due to reduced water flow. The resolution
has been written to include this concern and a City disclaimer of
any damages arising from the use of the water conservation kit
devices.

It is recommended that the City Council approve Resolution No. 80-
141 at its meeting of January 5, 1981.

RESOLUTION NO. 80-141
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, SUPPORTING THE STATE DEPARTMENT OF WATER
RESOURCES CONSERVATION PROGRAM IN ORANGE COUNTY
WHEREAS, on September 27, 1979, the Governor of the State of Cali-
fornia signed into law Senate Bill 201; and
WHEREAS, Senate Bill 201 directs the State of California, Department
of Water Resources, to acquire and distribute household water conservation
devices and instructional and curriculum materials for water conservation
education for Grades K through 8; and
WHEREAS, the California Department of Water Resources plans to con-
duct a distribution program in various sections of the State of California,
including Orange County, in 1981; and
WHEREAS, various water agencies and cities in Orange County are also
engaged in water conservation activities; and
WHEREAS, the City of Tustin operates a water service and desires to
assist the Department of Water Resources in its water conservation programs
and coordinate such programs with the water conservation activities of various
water agencies and cities in Orange County;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Tustin, California, hereby supports the Department of Water Resources 1981
Program to distribute water conservation kits by mail to Orange County house-
holds, and to disseminate water conservation education materials to Grades K
through 8.
BE IT FURTHER RESOLVED, that the Tustin City Council encourages the
Tustin community to practice water conservation methods but accepts no respon-
sibility for any damages arising from the use of such devices, and expresses
caution that poly-bag toilet tank water displacers may increase the possi-
bility of blockage in household sewer lines through the reduction of water
flow.
PASSED AND ADOPTED by the City Council of the City of Tustin, Cali-
fornia, at a regular meeting held on January 5, 1981.
