AND WALNUT AVE-BROWNING AVE. Staff is proposing to combine two (2) projects into one contract for both convenience and economy. These projects are detailed as follows: Walnut Avenue-Franklin Avenue This installation will provide a fully actuated traffic signal which will have the capabilities of adding an interconnected system as additional signals are added along Walnut Avenue. This project was budgeted in the Capital Improvement Program in July, 1980. Walnut Avenue-Browning Avenue This installation will provide a fully actuated traffic signal with pedestrian push buttons for all legs of the intersection. This signal will also have the capabilities of adding an interconnected system as additional signals are added along Walnut Avenue. This project was a supplemental appropriation to the 1980-81 Capital Improvement Budget, which was previously approved by City Council in October, 1980. The following is a recap of the budgeted amounts and the Engineer's estimate for these projects. Recommendation: It is recommended that the Tustin City Council, at their meeting of January 5, 1981, adopt the attached resolution approving said plans and specifications and directing the City Clerk to advertise for bids. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROV-iNG PLANS AND SPECIFICATIONS FOR THE TRAFFIC SIGNAL INSTALLATION AT THE INTERSECTIONS OF WALNUT AVE.-BR~NING AVE. AND WALNUT AVE.-FIIANKLIN AVE. AND DIRECTING THE CITY CLERK TO ADVERTISE FOR BIDS. WHEREAS, it is the intention of the City Council of the City of Tustin, California, to construct certain street improvements and appurtenant work designated as traffic signal installaion at the intersection of Walnut Ave.-Browning Ave. and Walnut Ave.-Franklin Ave. ~HEREAS, the City Engineer has presented plans and specifications for the construction of said work; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer be and are hereby approved as the plans and specifications for the construction of traffic signal installation at the intersections of Walnut Ave.-Browning Ave and Walnut Ave.-Franklin Ave. BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or porposals for the doing of the work specified in the aforesaid plans and specifications which said advertisement shall be substantially in the following words and figures to-wit: "NOTICE TO CONTPACTORS" SEALED PROPOSALS will be received at the office of the City Clerk, Tustin City Hall, 300 Centennial Way, Tustin, California, until 11:00 A.M. on the 28th day of January, 1981, at which time they will be publicly opened and read, for .performing work as foll(y~s: Traffic signal installation at the intersections of Walnut Ave.-Browning and Walnut Ave.-Franklin Ave. Bids are required for the entire work described herein: IT~[I~. ~IT QUANTI~ 1. L~pS~ 1 DESCRIPTION Traffic instllation at Walnut Ave. and Browning Ave. Traffic installation at Walnut Ave.and Franklin Ave. The foregoing quantities are approximate only, being given as a basis for the comparison of bids, and the City of Tustin does not, expressly or by implication, agree that the actual amount of work will correspond therewith, but reserves the right to increase or decrease the amount of any class or port,ion of the work or to omit portions of the work as may be deemed necessary or advisable by the Engineer. A-1 1 4 5 ? 8 9 10 11 14 15 16 18 19 24 25 28 29 50 Plans, specifications and proposal forms to be used for bidding on this project can only be obtained by prospective bidders at the office of the City Clerk, Tustin City Hall, 300 Centennial Way, Tustin, California, 92680, upon payment of $5.00 per set, which amount shall be non-refundable. Plans and specifications will be mailed out upon payment of $8.00 per set, which amount shall be non-refundable. In conformance with Section 37931 of the' Government Code, all bids shall be presented under sealed cover on the proposal form provided and accompanied by one of the following forms of bidder's security: a. Cash b. Cashier's check made payable to the City of Tustin. c. Certified check made payable to the City of Tustin. d. Bidder's bond executed by an accredited surety insurer, made payable to the City of Tustin. The security shall be in an ~nount equal to at least ten percent (10%) of the amount of the bid. A bid shall not be considered unless one of the forms of bidder's security is enclosed therewith. A Security Bond for payment of labor and materials will be required in the amount of fifty percent (50%) of the estimated total contract price and a Faithful Performance Bond in the amount of one hundred percent (100%) of the estimated total contract price in the form attached to the contract documents. Said bonds shall be issued by a Surety Company rated grade A or better and Class IX or better by the latest edition of Best's Key Rating Guide. City of Tustin reserves the right to reject any or all bids, and/or waive any informality on a bid. No bidder may withdraw his bid for a period of thirty (30) days after the date set for the opening thereof. The contract will be awarded to the lowest qualified bidder. Provisions of the State Contract Act are not applicable, and prospective bidders will not be required to be prequalified. Ail work to be done under the direct supervision of the City Engineer, City of Tustin. All work to be paid for at the unit prices bid from apprcgriated monies. Said City of Tustin, pursuant to the labor code of the State of California, has ascertained and determined that the general prevailing rate of hourly and per diem wages in the locality in which the said work herein described is to be perform~, for each craft or type of workman or mechanic needed to execute the contract and also the general prevailing rate for legal holidays, and overtime work for each craft or type of workman or mechanic, to be as indicated in Resolution 77-52 as previously published in a newspaper of general circulation, and on fil~ in the office of the City Clerk. Employer payments other than those itemized therein, as defined in Section 1773.1 of the Labor Code, are to be paid in accordance with the terms of the collective bargaining agreement applicable to the t_~vpe or classification of the workmen or mechanics ~ployed on the project.
