AUDIOVISUAL AND BROADCAST SYSTEM UPGRADE
On November 14, 2016, the City received proposals for the Council Chamber Audiovisual
(AV) and Broadcast System upgrade. Staff requests that the City Council award the
contract to Western Audio Visual for this project.
RECOMMENDATION:
It is recommended that the City Council:
1. Award the contract to Western Audio Visual (WAV) for the Council Chamber AV and
Broadcast System upgrade and authorize the City Manager to execute the contract
documents on behalf of the City; and
2. Approve a supplemental appropriation in the amount of $37,502 from the
unappropriated reserves of the PEG (Public, Educational, and Government) Fee
Fund (Fund 129) to cover the cost for the design and system upgrade.
FISCAL IMPACT:
The Fiscal Year 2016-2017 budget included an appropriation of $500,000 for the Council
Chamber AV and Broadcast System upgrade in the PEG Fee Fund. In April 2016, the City
hired a consultant, Integrated Media Systems (IMS), to work with staff to design the AV and
broadcast system improvements to incorporate all the latest industry standards that will
meet the City's current and anticipated future needs. The costs associated with this design
work for the current fiscal year was $21,435. Western Audio Visual's proposal for the
Council Chamber AV and Broadcast System upgrade is $516,067, which includes several

proposed alternatives that reduced the overall project costs. Therefore, a supplemental
appropriation of $37,502 is needed to fully fund this project.
CORRELATION TO THE STRATEGIC PLAN:
The Council Chamber AV and Broadcast System upgrade implements strategy number five
(5) of Goal E: Organizational Excellence and Customer Service.
BACKGROUND:
The City of Tustin's Council Chamber serves an important role in the City as the meeting
location where the City Council conducts its regular meetings. In addition, the Planning
Commission, Audit Commission, and Community Services Commission regularly conducts
their meetings in the Council Chamber. The Council Chamber is used as a meeting space
for hosting training, informational meetings, and -various other presentations.
The existing AV and broadcast equipment in the Council Chamber was installed in 2004. The
AV portion of the existing system was installed and maintained by WAV. The City looks
forward to continuing this partnership with WAV on the new AV and broadcast system. There
have been a number of technological improvements in the intervening years that have
presented opportunities for the City to undertake this project to upgrade the AV and broadcast
system to improve the functionality and efficiencies of the system. As such, Staff consulted
with and hired IMS in April 2016 to design and produce a comprehensive scope of work that
took into consideration the time constraints that were associated with the project. The City
posted the RFP for this project in October and received three (3) proposals.

On October 4, 2016, the City Council awarded the Council Chamber Renovation project (CIP
No. 10075) to TBC Contractors, Inc. (TBC). On December 6, 2016, the City Council adopted
the renovation schedule. The work for this upgrade project will occur before, during, and
after the renovation of the Council Chamber. Therefore, it will be imperative for WAV to work
collaboratively with TBC throughout the construction in order to ensure the successful
implementation of the AV and broadcast system.

The majority of the funding for this project will come from the PEG Fee Fund. The City started
to collect PEG fees from Time Warner and Cox Communication in 2014. On average, the
City receives about $100,000 in PEG fees annually. In order to speed up the timeline for this
project, the City advanced $211,000 from the Land Proceeds Fund (Fund 189) in Fiscal Year
2015-2.016 so that there will be sufficient funding for this project.

the Audiovisual Specification in the Request for Proposal.
Statement of Compliance
The Price includes all Engineering, Project Management, Installation, Programming, Equipment,
Training, as well as the inclusion of all applicable Taxes and Freight Charges for the following
specified systems:
Council Chamber Audiovisual and Broadcast Systems
In addition, a one year Preventative Maintenance and Warranty has been included within the
Base Bid Price & Optional Alternate Bid Price.
Lastly, the Base BidPrice & Optional Alternate Bid Price also includes having one of our system
Engineers onsite for the first live council meeting that is to utilize the newly implemented
system.
Western Audio Visual's Price to furnish and install the Audiovisual and Broadcast Systems
specified in this RFP is
including all Electronic Waste Tax and Freight charges as
detailed in the attached Pricing Summary. Note, Sales Tax is included in the above price.
Optional Alternate Bid ($516.067.31)

Brightline Lighting solution since it can save the City of Tustin a total of
$3,492.39 when compared to the Videssence lighting system. If you would
like more information on this lighting system, we can discuss it during an interview.
Western Audio Visual has proposed this alternative Broadcast System solution since we find it to
be a more robust and detailed system, giving the City several more features in comparison the
system listed in the RFP. In addition, the alternative system we have proposed can save the City
of Tustin a total of $4,084.96 when compared to the original specifications listed in the RFP. If
you would like more information on this Broadcast system, we can discuss it during an
interview, as we have integrated it into many local Cities.
Proposed Terms
Monthly Progress Payments based on work performed and Equipment Received.
Agreement Statement
Western Audio Visual does not have an exceptions to the standard agreement attached within
this RFP at this time. That said, we reserve the right to negotiate with the City on any provisions
or insurance(s) that are unclear at this time.

The AV Systems are warranted against all defects of materials and workmanship, as a system, as

provided within this proposal to cover Year 2, Year 3, and Year 4 of the systems specified in this
RFP. Please see below. If individual manufacturers, warranty their equipment for a longer
period, the manufacturer's warranty will apply.

Understanding of Need
The best proof of our understanding of the work to be performed is that we are the
team that Consultants and Suppliers like Crestron come to for help with City Council
Chambers, Broadcast Centers, and breakout conference rooms. Our Lead Engineer on
your project, Erik Wilson, has done more Council Chambers than anyone on the West
Coast (see attached). We are the team City's come to when the low bidder did not work
out. We have one City contract currently where we are cleaning up the mistakes of
inexperienced vendor. Our biggest compliment came from a very large Consulting Firm
that asked Crestron for their 5 biggest City Project References and all 5 Projects were
Western Audio Visual Projects.
The key to a successful installation for this type of project is prior experience and
good preparation before coming on-site. Since we are typically doing large installations
ranging between $1 Million and $3 Million in revenue we understand more than others
that attention to the small details is critical. Our team has been doing City Council
Chamber projects for over 25 years. Your project has less critical stages than most
projects, but our attention to detail will still make a big difference in the final result.

Proposed Project Approach
Our approach starts with hiring the best people. Your Project Manager,
Shelby Toal, is one of only two on the West Coast that has the prestigious
PMP Certification, He is also a 15 year veteran of the Audio Visual Industry.
Your Engineer, Erik Wilson, has the most experience with City Council
Chamber & Broadcast Rooms on the West Coast. He is the "go to" Engineer
for Consultants and Suppliers in the world of Council Chambers.
In the design/build approach, our Sales Team (Rep. & Engineer) will sit
down with the client to develop the wants and needs for each space. In
your case, this was already provided. Once this is complete, our team
develops a bill of materials and scope of work for each space. This is
reviewed with the client to ensure that it meets all the requirements for
the project.
We start off all projects with a Kick-off meeting to ensure that all parties
have reviewed the scope of work together. The better the Scope of Work,
the better the project goes. At this meeting we will give the client 1 point of
contact at our company and will determine the primary contact for the
client so that communication can flow at a fast pace.
Our team follows the steps in our System Milestone Schedule to insure
nothing is forgotten or left behind. Depending on the project needs, our
Project Manager will be on-site to provide daily or weekly updates on the
project.
Once we have completed the implementation and testing, there is another
critical piece which is the training. Over the years we have found out that
the best Training comes from the Engineer who worked with the client to
design the system and implement the system. It eliminates all the questions
of "Why" since both parties were part of the design, changes, deletions,
adds, etc.

Testing & Acceptance
Aside from all the good preparation needed on the front-end, one of the
most critical elements will be testing.
Our technicians utilize a quality control checklist, to ensure that all new
items of the system are working properly. Please see this checklist
attached.
The Lead Technician will always verify that his team has completed each
item on their checklist.
In addition, our Project Manager will perform multiply quality audits
throughout the installation of this project. Please see the quality audit form
attached.
Upon final project walk through, the PM (Project Manager) or PE (Project
Engineer) will provide final sign off on the quality control checklist.
Once the installation and testing is complete, training will be scheduled.

Council Chambers
The City of Tustin upgraded their existing audio system with a state -of --art
Multimedia presentation and Wing *-stern. At the heart of the system is a custom
AMX control system which allows the Deputy City Clerk to take
complete control of all functions of the system. including lighting control, full
microphone control, speaker timing control and all recording functions. A variety of
sources inchWing VHS playback, DVD playback, Document Camera, Laptop
computer, Network PC and the local broadcast food can be projected on the 150"
diagonal Draper screen using a 4500 Linnen, high resohit ion lnfocus LCD projector.
In addition, all sources can also be displayed on 15" monitors, located at the council
dais and staff locations. All video and audio signals are muted to the local cable
company for public broadcast. When a vote from the council is required, the Clerk
selects the voting body and initiates the vote from the AMX system. The members
cast their varves on custom 5" touchpanels located at the dais. When all votes are
cast, the votes are electronically tabulated and the Cleric can display the tallied
results on the screen for public viewing. A recording system saves all of the
proceedings on the network computer for dictation at a later time if necessary.
The system not only allows more efficient communication within the Council
Chambers during. Wings, but provides the public with more ofthe information
that is being, presented during the bimonthly mem with the City of Tbstm
Council Chambers.

Preventive Maintenance, Remote Monitoring and System
Warranty
Per the RFP's requests, Western A/V has provided the following (optional) proposal to extend
the Warranty to cover Year 2, Year 3, and Year 4 of the newly implemented system:
2nd Year: $6,640
3rd Year: $6,640
4th. Year: $9,960
In addition, Western A/V has also provided the following (optional) proposal to extend the
warranty to cover Year 5 of the newly implemented system:
5th Year: $9,960
Warranty repairs include any AV system repairs or maintenance required to an existing system
to return it back to 100% operational & restore functionality. Billable services would include any
additions, upgrades or changes in functionality to the AV system.
Per the RFP, Western A/V also included a remote monitoring system within our proposal. The
remote monitoring system is a custom solution utilizing a desktop computer. If you would like to
discuss this remote monitoring system in more detail, we can do so over an in interview.
