STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: ADOPT RESOLUTION NO. 16-74 TO ACCEPT IMPROVEMENTS FOR THE FY 2015-16 ROADWAY REHABILITATION AND SIDEWALK REPAIR PROJECT (CIP 70015) SUMMARY Construction of the Fiscal Year (FY) 2015-16 Roadway Rehabilitation and Sidewalk Repair Project (CIP 70015) has been completed to the satisfaction of the City Engineer and the project is now ready for City Council acceptance. RECOMMENDATION It is recommended that the City Council: Adopt Resolution No. 16-74 accepting the construction of the FY 2015-16 Roadway Rehabilitation and Sidewalk Repair Project (CIP 70015); and 2. Authorize the City Engineer to execute and file the Notice of Completion with the County Recorder's Office. FISCAL IMPACT The final construction cost for the FY 2015-16 Roadway Rehabilitation and Sidewalk Repair Project (CIP 70015) is $1,577,243, which includes $11,050 of work related to and reimbursed by the Orange County Sanitation District to adjust their manhole frames and covers to grade. The final construction cost is higher than the contract amount of $1,479,346 due to additional work added to the project to provide on -street parking on Newport Avenue south of Sycamore Avenue, approved by City Council on October 4, 2016; otherwise, there were no change orders. The project is part of the City's ongoing Maintenance of Effort (MOE) obligation to maintain eligibility for Renewed Measure M (M2) funding and was funded through a combination of General Fund, Measure M2 Fair Share, and Gas Tax. CORRELATION TO THE STRATEGIC PLAN Rehabilitation of roadways and repair of sidewalks contribute to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy #3, which among other items, is to ensure continuous maintenance and improvement of public facilities. DISCUSSION The FY 2015-16 Roadway Rehabilitation and Sidewalk Repair Project (CIP 70015) consisted of asphalt concrete pavement repair, asphalt concrete overlay, slurry sealing, traffic striping, and removal and replacement of curb ramps to meet current federal ADA requirements on various FY 2015-16 Roadway Rehabilitation and Sidewalk Repair (CIP 70015) December 20, 2016 Page 2 streets within Zone 4 of the City's Pavement Management Program. Zone 4 is generally bounded by Nisson Road to the north, Newport Avenue to the west, Edinger Avenue to the south, and Tustin Ranch Road to the east. The project also included citywide sidewalk repair, which focuses on removal and replacement of damaged sidewalk at numerous locations throughout the city, based on an annual field survey conducted by the Engineering Division. Construction of the project is deemed complete to the satisfaction of the City Engineer and is now ready for City Council acceptance. /,�21 fl ' /-� Vru;�s'S.Stack, P.E. etqr q Public Works/City Engineer Attachment 1: Resolution No. 16-74 Attachment 2: location Map S:1City Council Items12016 Council Items112-20-20161NOC for Roadway Rehab - CIP 700151NOC Roadway Rehab (CIP 70015).doc ATTACHMENT 1 RESOLUTION NO. 16-74 RESOLUTION NO. 16-74 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE FY 2015-16 ROADWAY REHABILITATION AND SIDEWALK REPAIR PROJECT (CIP 70015) WHEREAS, Sequel Contractors, Inc., having a contract with the City of Tustin to construct the hereinafter described public works and improvement, and WHEREAS, the City Engineer has duly certified to the construction and completion of said public improvement hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said contractor has completed said public improvement hereinafter more particularly described in accordance with the provisions of the contract documents and the Notice of Completion, and acceptance of said public works and improvement should be filed and payment of the balance due said contract authorized in accordance with the contract documents; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public works and improvement is found to be complete, and the same is hereby accepted. Said public works and improvement is more particularly described as follows: FY 2015-16 Roadway Rehabilitation and Sidewalk Repair Project (CIP 70015) BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
