STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: AMEND THE 2016-2017 SEVEN-YEAR CIP TO INCLUDE THE LOCAL TRANSIT CIRCULATOR FEASIBILITY STUDY FUNDED UNDER THE 2016 COMPETITIVE MEASURE M2 PROJECT V GRANT PROGRAM SUMMARY On March 15, 2016, City Council adopted Resolution No. 16-14 authorizing the submittal of an application for a planning study to determine the feasibility of implementing a local transit/circulator system within the city to the Orange County Transportation Authority (OCTA) under the 2016 Call for Projects for the Competitive Measure M2 Project V Community -Based Transit/Circulators Grant Program. At their regular Board Meeting on June 9, 2016, OCTA selected the City for the grant to conduct the study. The planning study will evaluate a local transit/circulator system with fixed routes in the form of a trolley or shuttle that serves major retail centers within the City such as The District, Tustin MarketPlace and Old Town Tustin as well as connecting Metrolink passengers from the Tustin station to job centers and other major generators and attractors. The study is required to be included in the City's Capital Improvement Program (CIP) to be eligible for the Project V funds. RECOMMENDATION It is recommended that the City Council amend the 2016-2017 Seven -Year CIP to include a Local Transit Circulator Feasibility Study to satisfy the Orange County Transportation Authority requirement for funding of the planning study under the 2016 Call for Projects for the Measure M2 Project V Community -Based Transit/Circulators Grant Program. FISCAL IMPACT The City is required to provide minimum match funding of ten percent (10%) for the project. Tustin's estimated matching cost plus administration will total approximately $7,500. Adequate funds have been budgeted and appropriated in the City's Fiscal Year 2016-2017 budget in the Gas Tax Fund (account number 130-40-00-6018). CORRELATION TO THE STRATEGIC PLAN The project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements or fosters the implementation of strategy #3, which among other items, is to ensure continuous maintenance and improvement of transportation facilities. DISCUSSIONIBACKGROUN D Measure M2 is a 30 -year, multi -billion dollar program extension of the original Measure M (approved in 1990) with a new slate of planned projects and programs. Measure M2 is comprised of a number of components such as: Project 0 (Regional Capacity Program), Project P (Regional Amend the 2016-2017 Seven -Year CIP to Include Project V Planning Study December 20, 2016 Page 2 Signal Synchronization Program), Project Q (Local Fair Share Program), and the Transit Program (Projects S, T, V, and W). Project V establishes a competitive process for local jurisdictions to develop local bus transit services such as community based circulators, shuttles and bus trolleys that complement regional bus and rail services, and meet needs in areas not adequately served by regional transit. Projects need to meet performance criteria for ridership, connection to bus and rail services, and financial viability to be considered for funding. The purpose of the planning study is to explore all these requirements in order for the City to make a sound decision regarding the investment of City funds into a local transit circulator. To be eligible to receive the Measure M2 funding for the City's Project V program, the City Council must approve an amendment to the 2016-2017 Seven -Year CIP to include the City's planning study. Adoption of the CIP amendment serves to complete the administrative process for receipt of the grant. Therefore, staff requests that the City Council amend the 2016-2017 Seven -Year CIP to include a Local Transit Circulator Feasibility Study to satisfy the Orange County Transportation Authority requirement for funding of the planning study under the 2016 Call for Projects for the Measure M2 Project V Community -Based Transit/Circulators Grant Program.
