Staff has prepared three projects for consideration by the AHFP Technical Staff for
inclusion in the 1981-82 program. These projects are as tabulated below in suggested
order of priority:

The attached resolutions are required to be included along with the City's AHFP
applications, which must be submitted to the County by Dec. 31, 1980 to be considered
for inclusion in the 1981-82 program.
-- RECOMMENDATION:
It is recut~nded that the City Council, at its meeting of December 15, 1980, adopt the
attached resolutions requesting the County of orange to include within the AHFP Program
-- $73,843.30 for the development of Red Hill Avenue; $57,500 for the development of
Valencia Avenue and $412,630 for the development of Bryan Avenue.

RESOLUTION NO. 80-137
RESOLUTION OF TRE OOUNCIL OF THE CITY OF TUSTIN
REQUESTING THE COUNTY OF ORANGE TO INCLUDE WITHIN
THE ARTERIAL HIGHWAY FINANCING PROGRAM THE DEVELOPMENT
OF RED HILL AVENUE FROM LANCE DRIVE TO IRVINE BOULEVARD.
WHEREAS, the City of 'Dustin desires to improve Red Hill Avenue
from Lance Drive to Irvine Blvd., and
W/~EREAS, Red Hill Avenue is an inl0ortant artery in the County of
Orange and of general County interest, and
WHEREA~, Article 2 and Article 3, Chapter 9, Division 2 of the
~Streets and Highways Code authorizes a county, if it so desires, to
expend funds apportioned to it out of the California Highway Users Tax
Fund for aid to any city in the improvement, construction or repair of
a street within a city, and
~EREAS, the Board of Supervisors intends to, by appropriate
action, provide in the County budget of the Special Road Improver~nt
Fund for the Fiscal Year 1981-82 a sum of money_ for the improven~_nt of
streets within the incorporated cities of the county in accordance
with the Orange County Arterial Highway Financing Program.
N(~% ~EREFORE, BE IT RESOLVED that the Council of the City of
Tustin hereby requests the Board of Supervisors of the County of
Orange to allocate to said City from County funds the amount of
$73,843.30, said amount to be matched by funds from said City, to be
used to aid said City in the improvement, reconstruction and repair of
Red Hill Avenue; said improvements to be in accordance with the
attaohed project statement.
BE IT FURRIER RESOLVED that, the Board of Supe_rvisors of the
County of Orange is hereby requested to find that said improvements on
Red Hill Avenue, in the manner provided, is in the general County
interest.
BE IT FUR%IqER RESOLVED that, by this Resolution, the City of
Tustin agrees with the basic concepts of the Arterial Highway
Financing Program; and further agrees that its share of the cost of
improvements will be available for the fiscal year 1981-82.
PASSED AND ADOPTED at a reqular meeting of the City Council, held

RESOLUTION OF THE COUNCIL OF THE CITY OF TUSTIN
REQUESTING THE COUNTY OF ORANGE TO INCLUDE WITHIN

MENT OF VALENCIA AVENUE FROM RED HILL AVENUE TO~THE
NEWPORT FREEWAY.
WHEREAS, the City of Tustin desires to improve valencia
Avenue from Red Hill Avenue to the Newport Freeway, and
~EREAS,. Valencia Avenue is an important artery in the.
County of Orange and of general County interest, and
WHEREAS, Article 2 and Article 3, Chapter 9, Division 2 of
the streets and Highways Code Authorizes a county, if it so
desires, to expend funds apportioned to it out of the California
Highway Users Tax Fund for aid to any city in the improvement,
construction or repair of a street within a city, and
WHEREAS, the Board of Supervisors intends to, by appropriate
action, provide in the County budget of the Special Road
Improvement Fund for the Fiscal Year 1981-82 a sum of money for
the improvement of streets within the incorporated cities of the
county in accordance with the Orange County Arterial Financing
Program.

MYFORD ROAD
WHEREAS, the City of Tustin desires to improve Bryan
Avenue from 200' East of Browning Avenue to Myford Road, and
WHEREAS, Bryan Avenue is an important artery in the
County of Orange annd of qeneral County interest, and
WHEREAS, Article 2 and Article 3, Chapter 9, Division 2
of the Streets and Highwawys Code authorizes a county, if it so
desires, to expend funds apportioned to it out of the California
Highway User~ Tax Fund for aid to any city in the improvement,
construction or repair of a street within a city, and
WHEREAS, the Board of Supervisors intends to, by
appropriate action, provide in the County budget of the Special
Road Improvement Fund for the Fiscal Year 1981-82 a sum of money
for the improvement of streets within the incorporated cities of
the county in accordance with the Oranqe County Arterial Hiqhway
Financing Program.
NOW, THEREFORE, BE IT RESOLVED that the Council of the
City of Tustin hereby requests the Board of Supervisors of the

amount of $412,630.00, said amount to be matched by funds from
said City, to be used to aid said City in the improvement,
reconstruction and repair of Bryan Avenue; said improvements to

BE IT FURTHER RESOLVED that, the Board of Supervisors of
the County of Orange is hereby requested to find that said
improvements on Bryan Avenue, in the manner provided, is in the
