GRANT FUNDS UNDER THE SOLID WASTE MANAGEMENT ACT OF 1980
The attached resolution aDDr6ves the aDDlication of Grant funds
under the Solid Waste Hanaqement Act of 1980 and authorizes the
County of Oranqe to conduct all neaotiations, execute and submit
all documents and other related matters of the DroGram.
In December, 1978, the City previously desionated the County to
administer the Litter Clean-uD and Enforcement ~rant. During the
past two years the City has received their allotted share of the
litter clean-up labor through the Juvenile Court Work ProGram and
has benefitted from same.
The recent modifications of the litter arant program bv Senate
Bill No. 261 has created some inconsistencies between City and
County resolutions presentlv on file. The attached resolution
eliminates these inconsistencies. In order to continue the
present prooram under the litter qrants, it has been reouested by
the State that this resolution be adopted bv each DarticiDatina
agency.
RECOMMENDATION':
It is recommended that the Tustin City Council pass and adopt the
attached resolution a~Drovina the application of ~rant funds
under the Solid Waste Manaqement Act of 1980.

RESOLUTION NO. 80-140
RESOLUTION OF CITY COUNCIL OF THE CITY OF TUSTIN
APPROVING THE APPLICATI(~N FOR GRANT FUNDS UNDER THE
SOLID WASTE MANAGEMENT ACT OF 1980
WHEREAS,the Legislature of the State of California has enacted the State
Solid Waste Management Act of 1980 which provides funds to certain
entities for litter cleanup, litter law enforcement, public awareness
and education, and purchase of litter receptacles; and
WHEREAS, the State Solid Waste Management Board has been delegated the
responsibility for the administration of the program, setting up
necessary procedures governing application by local agencies under the
program; and
WHEREAS said procedures established by the State Solid Waste Management
Board require the applicant to certify the approval of applications
prior to submission of said applications to the state; and
NON, THEREFORE BE IT RESOLVED that the City Council of the City of
Tustin:
1. Approves the filing of an~ application for funding under the
State Solid Waste Management Act Fund; and
2. Turns over all of their proportionate share ($2,848.00) to the
County of Orange for a period of 3 years.
3. Certifies that said agency understands the general provisions
of the grant agreement; and
Authorizes the Director, General Services Agency as agent of
the County of Orange to conduct all negotiations, execute and
submit all documents including but not limited to applications,
grant agreements, amendments and payment requests, which may be
necessary for the completion of the aforementioned program.
